MINUTES
COUNCIL MEETING
REGULAR
APRIL 20, 1981
1. The meeting was called to order by Mayor Stegmaier at 7:00 P.M.

2. Motion by Cummings, second by Cook toapprov~ the minutes of
April 6th, 1981. APIF, motion carried.
3. Motion by Cummings, second by Orr that the City waive the building
permit fees for School District #192 in connection with construction
work scheduled for the elementary school site. APIF, motion carried.
4. The Council set a special meeting for 7:00 P.M., Monday, April 27th,
for the purpose of discussing the matter of compensatory time off for
Class I employees.
5. Councilman Kuchera and City Administrator Ford arrived from the
HRA meeting at which they were in attendance.
6. Motion by Cummings, second by Cook that the Council join in the
proclamation to be issued by the Mayor recognizing the contribution
made by volunteers in local government. APIF, motion carried.
7. The Council then reviewed the study presented to them concerning the
possibility of instituting summer ice at the Arena. There was a lengthy
discussion among members of the Council, Park & Recreation Director Jim
Bell, and members of the audience. Motion by Stegmaier, second by Cook
that the City proceed with the implementation of a summer ice program as
set forth in the study. APIF, motion carried.
8. Motion by Stegmaier, second by Cummings authorizing the staff to
prepare specifications and to set the date for the taking of bids and
for the taking, opening, and tabulation of bids to be presented to the
Counci I as soon as possible. APIF, motion carried.
9. Motion by Orr, second by Kuchera that bills be paid as presented.
APIF, motion carried.
10. Mr. Don Anfinson and Ken Maloy presented to the Council the official
1980 City Audit. Motion by Kuchera, second by Cummings that the audit
be accepted. APIF, motion carried.
11. The Council took no action on the following subjects:
1) Counci I position on pending changes to the Public Employee
labor Relations Law.
2) Proposal for an emergency medical service radio communications
system.
12. Motion by Kuchera, second by Cummings to approve the purchase of
a display board for the Council Room in the amount of $950.00 The funds
for which to come from an adjustment in the capital outlay line item
for kitchen remodeling. APIF, motion carried.
13. Motion made and seconded to adjourn at 9:30 P.M.
