SPECIAL
APRil 27, 1981
1. The meeting was called to order by the Mayor ar 7:20 P.M.
Present: Mayor Stegmaier, Counci Imembers Cook, Cummings, Orr
Absent: Kuchera
Also Present: Administrator Ford, and Department Heads Hince,
Metcalft Asher, and Bell
2. The purpose of this meeting was to discuss the matter involving
acumulated Class I employee compensatory time. The Department Heads
involved had presented to the Council a proposal which called for a timed
pay~off. There seemed to be a consensus on the part of the Council
that no pay-off should be involved, but that a schedule be devised
by which the accumulated compensatory hours could be worked off.
The Administrator was requested to prepare an analysis of the accum-
ulated hours based on applying the specific annual hourly rates in effect
at the time the hours were incurred, and distribute that to the
Council and the Department Heads.
3. The Council was informed that an amended profit and loss concerning
the summer ice program had now been prepared which showed a gross profit
of approximately $10,000 as opposed to the original $21,000. The
Council appeared to consent to proceeding with the summer ice program
and the purchase of a dehumidifier with this change.

4. The City Administrator ~sked the Council whether or not they had
any interest in pursuing a contact which had been made with the City
by which a private contractor would offer certain referral services
under a presently funded program. The Counci I unanimously decided that
they had no interest in such a program.
5. Motion made and seconded to adjourn at 9:30 P.M.
