The Mayor called the meeting to order Present: Mayor Stegmaier, Councilmembers Absent: None A 1 so Present: at 7:00 P.M. Cook, Kelly, Kuchera, Orr Administrator Ford, Attorney Gorgos 2. Motion by Cook, second by Kelly to approve the minutes of June 18, 1981 as presented. APIF, motion carried. 3. Motion by Kelly, second by Orr to approve the minutes of June 22, 1981 as presented. APIF, motion carried. 4. Motion by Orr, second by Kelly to approve the minutes of July 6, 1981 as presented. APIF, motion carried. 5. Motion by Kelly, second by Orr to approve the minutes of July 13, 1981 as presented. APIF, motion carried. 6. The Council took up a memorandum from the City Administrator dated July 17, 1981 in which the provider of ambulance service under subsidy contract with the cities of Burnsville, Apple Valley, lakeville, Farmington was requesting an increase in the subsidy from $1.78 per capita to $1.88 per capita for the last five months of 1981. Motion by Cook, second by Orr authorizing the City Administrator in consultation with the other cities to agree to this increase in order to maintain the integrity of the quad-city arrangement and if it is in the best interest of the City of Farmington. And further, authorized a budget adjustment of $467 added to ambulance and deducted from contingency account. APIF, motion carried. 7. Motion by Orr, second by Kuchera to approve the purchase of one dumpster in the General Services Department in the amount of $246. APIF, motion carried. 8. Motion by Kuchera, second by Cook to authorize the purchase by the General Services Department of a brush-loading fork in the amount of $2,000 and authorizing a budget adjustment by deducting from the Capital Outlay section, brush-loading fork - $1,000 and adding to the contingency account $1,000. APIF, motion carried. 9. Motion by Orr, second by Kuchera to approve a transient merchant permit to Francis Fabian De Moss for the sale of fresh shrimp in the City of Farmington for July 26,1981 and"3 otn~r,d9tes to be stJppli~d to the Administrator prior to the sale ofmer~~am:lise. Motion by Kuchera, second by Kelly to approve the County Board's plan for County Commissioner redistricting in Dakota County as set forth in a letter from the County Administrator dated July 15, 1981. APIF, motion carried. 11. The Council reviewed a request by the City Administrator dated July 20, 1981, requesting initial guidance from the Council concerning the 1982 budget and in which he set forth a proposed budget schedule. The consensus of the Council resulted in the following guidelines being passed to the Administrator: a) That the 1982 budget shall maintain a status quo and a level of taxation as expressed by the mill rate. b) No new programs shall be instituted and no expansion shall be effected on existing programs. c) That proposed wage rates shall be set as a result of an analysis, position by position, rather than an across-the- board adjustment. Motion by Orr, second by Kuchera that the budget schedule and the implied process hereby be approved with the above referenced guidelines. APIF, motion carried. 12. Motion by Orr, second by Kelly to approve the payment of bills as presented. APIF, motion carried. 13. The Administrator advised the Council that the development agreement and the required surety had been received from the developer of the Fair Hills subdivision and was given authority to return the plan and specification deposit to the developer. In that regard, the Administrator also informed the Council that the final computation by the bond consultant of the effective rate of interest for assessment purposes would be 12t%. Still further in that regard, the Council took note of a letter from Moody's Investors Service in which the City had receIved a rating of Baa which was the bond rating previously held by the City. 14. Motion by Kelly, second by Kuchera to approve a temporary 3.2 on-sale beer license for the Lakeville Auto Service soft-ball team for August 2, 1981 at Rambling River softball field. APIF, motion carried. 15. The City Attorney informed tha Council that a trial date certain had been set in the Siebenaler vs. City of Farmington trial for September 29, 1981. 16.
