The Mayor called the meeting to order Present: Mayor Stegmaiert Councilmembers Absent: None Also Present: at 7:00 P.M. Cookt KellYt Kucherat Orr Administrator Fordt Attorney Gorgos 2. The Mayor presented meritorious awards to the following individuals: Dirk RottYt for unsolicited assistance in a life or death emergencYt and to Christine Sommers and Bryan Neset for their unsolicited assistance in the capture of a kidnapper. 3. Motion by Cookt second by Kelly to approve the minutes of October 19t 1981 as presented. APIFt motion carried. 4. Motion by Orrt second by Cook to approve the minutes of October 22t 1981 as presented. APIFt motion carried. 5. The Council reviewed a memorandum from the City Administrator concerning assessment roll #106, Sanitary Sewert Fair Hillst Phase It Step A. The memorandum informed the Council that an error had been made in the computations of this assessment roll in which approximately $7t300 of assessments should be removed from Fair Hills parcels and attached to the Harrington-Jackson property. They were further in- formed that this matter had been discussed with Mr. Harrington and that he might possibly agree to the assessment amendment without a public hearing. The Administrator and the City Attorney advised the Council however to set a public hearing in the matter. Motion by Orr, second by Kuchera that a public hearing be set for 7:00 P.M.t November 16t 1981 to consider an amendment to assessment roll #106. APIFt motion carried. 6. Motion by Cook, second by Kelly to approve the attendance of the City Administrator at a Labor Relations Conference in the Twin Cities on December 11 t 1981. APIF, motion carried. 7. Motion by Orr, second by Cook to set a public hearing for 7:30 P.M., November 16t 1981 to consider three proposed amendments to the zoning ordinance related to the flood plain district. APIF, motion carried. 8. Motion by Cook, second by Orr to set a public hearing for November 16, 1981 at 7:30 P.M. to consider two proposed amendments to the zoning ordinance dealing with newly annexed property. APIF, motion carried. 9. The balance of the meeting was devoted to an agenda item entitled "Appearance of Mr. Gale Sprute Regarding Flood Plain". Mr. & Mrs. Gale Sprute spoke to the Council regarding the flood plain ordinance 6 and amendments theretot the Shoreland Zoning Act of 1974 and other flood related matters. Also making a presentation to the Council under this agenda item was Mr. Tom Angell. Much of the discussion hinged on the question of whether or not the location of the Vermillion River as it relates to the Reisinger property is correctly shown on the zoning map. It was agreed by all during the course of this discussion that if the river is not correctly shown, that a proper relocation of the river would still keep it within the F-1 floodway district. Mrs. Sprute stated that she had conducted a study of the various laws and ordinances in conjunction with this matter and had concluded that the City needs more stringent and comprehensive controls over development.
