MINUTES
COUNCIL MEETING
SPEC IAL
DECEMBER 3, 1981
1. The Mayor called the meeting to order at 7:00 P.M.
Present: Mayor Stegmaier, Members Cook, Kelly, Kuchera, Orr
Absent: None
Also Present: Administrator Ford, Attorney Gorgos
2. The minutes of previous meetings were deferred.
3. The purpose of this meeting was to consider the question of expanded
or enlarged facilities for the Farmington Fire Department. Representing
the Fire Department were: Tom Jensen, Chief; Ken Kuchera and Dave Pietsch,
Assistant Chiefs; Delos Stapf, Secretary-Treasurer; and Bob Curtis, Gale
Sprute, and Denny Pepera, members.
4. The Council reviewed briefly actions that had been taken in the past
concerning the matter of providing additional facilities, the work that
had been accomplished by the former site committee, and the need for firm
decisions on the part of the Council in giving directions to the department.
The general discussion resulted in the following firm determinations made
by the Council:
1. The City could continue for only another approximate five years
within the present fire facility.
2. That any expansion or enlarging the facilities shall not be
accomplished by expanding the fire facility at City Hall.
3. Looking to the future, it is in the best interest of the City
to take immediate steps to acquire an alternate site.
4. The site shall consist of between three and five acres, shall
be served by municipal sewer and water, and shall be sited to
meet the response time requirements of the department.
5. A committee of two isihereby appointed - City Administrator Bill
Ford, and Site Committee Chairman Delos Stapf to collect information
on candidate sites.
6. The Committee shall report its findings and recommendations to
the City Council at a special meeting called for that purpose
at 7:00 P.M., January 11, 1982.
5. In other Fire Department matters, the Council determined:
1. That City Hall meeting room number two will be converted to a
joint public use and Fire Department office facility, that the
Fire Department will be able to install desks, filing cabinets,
and other office equipment in the north half of the meeting room
and yet retain the south half of the meeting room for meetings

by public groups.
2. That the future kitchen area off of the Council room may be
used by the Fire Department for storage of personal equipment
until such time as that area is equipped as a kitchen and at
that time the personal equipment will be removed. Also at the
time when the Council room kitchen is functioning, the area
now used as a Fire Department kitchen will be converted to
another use.
6. Motion by Kelly, second by Kuchera to approve the petition of Anthony
E. Barrett for a Transient Merchant Permit allowing the sale of Christmas
trees at the site of the Standard Oil Station at Townsedge Shopping
Center. APIF, motion carried.
7. The City Administrator was instructed to look into a new law which
the legislature had adopted which provides for the payment of a $50,000
cash benefit to a volunteer fire fighter when killed in the line of duty,
and to report back to the Council with recommended action.
8. Motion made and seconded to adjourn at 8:20 P.M.
