DISCUSSION ITEMS 8.1 My Town Docuseries Discussion Director Kuennen introduced Emmy award winner Cory Hepola of Brookshire Company. The EDA challenged Staff to go out, be bold, and pursue opportunities to attract people and businesses to our community. Farmington, along with seven (7) other rural communities will be participating in the docuseries, "My Town ." Mr. Hepola presented his vision with “My Town,” discussed how we can break down any misconceptions of what it is like to 'be rural,' and asked the EDA about people and stories that exist in Farmington to help him better understand the city of Farmington. He will masterfully weave these stories together in a purposeful way. His success with his first docuseries "Rural by Choice" and passion for rural communities is evident in the work he chooses to do every day. The goal of creating this marketing video with Mr. Hepola, along with the communities of Perham, Chisholm, and Willmar, Minnesota, Rugby, North Dakota, the Iowa Lakes Corridor, and Beaver Dam, Wisconsin, is a next step in elevating Farmington to be top of mind for business and industry projects. The tentative timeline is: • November – December: pre-production planning, video with Mayor Hoyt • January 1 – June 30: window open for taking video • July – mid-September: production team, writing, editing • Mid-September: soft launch • October 6: first episode; each community will get its own episode Commissioners asked questions and received answers. A concentrated focus and effort were put towards establishing a solid foundation in which to building an economic development story. The "Unexpectedly Bold" branding campaign was organically launched, Team Farmington showed up to share Farmington's vision, and collectively the needle was moved in attracting quality projects to grow the tax base and enhance job opportunities and business growth. The 2024 EDA budget and work plan focus on core initiatives to continue the momentum and leverage funding. DISCUSSION: This year the EDA funding includes dedicated levy dollars to support economic development initiatives. In June a proposed work plan with associated budget was presented for discussion. That led to the final levy request and approval in 2024 of $150,000. Attached is the 2024 EDA Budget and a 2024 Work Plan with calendar. The work plan illustrates how the additional funding is being allocated and applied towards economic development initiatives, and the calendar shows the cadence associated with the various activities. The calendar also helps Staff and the EDA identify opportune times to add additional activities that support the overall vision and goals of the EDA and city. The budget and work plan also provide flexibility so that as opportunities arise, Staff can evaluate each to see if and how they would benefit Farmington. Not every project or opportunity identified will be the right fit. Proper vetting will happen to ensure that it is the right fit at the right time to advance the EDA's mission, fit within the economic development goals of the city, and compliment the heart and soul of Farmington. (and identified items Multiple budget. and work previously the through walk will Staff plan discussed) require agreements and contracts to be executed - which identify specific deliverables and terms. These are also included on the EDA agenda as separate action items for consideration. BUDGET IMPACT: No impact. This item finalizes previous EDA discussions and decisions associated with 2024 funding. Page 9 of 87 ACTION REQUESTED: Review and approve 2024 Work Plan with associated budget and calendar. Page 15 of 87 Program Development The EDA has traditionally provided programs (grants) to support small businesses. Ideally these programs should meet businesses where they are at to encourage growth and enhancements to the city’s diverse and valued small business foundation. In addition to providing local programs, it is important to leverage regional, state, and federal programs as well. As Farmington continues to be a desirable location for business growth and attraction, growing its exposure to new business development opportunities – it is also necessary to evaluate how the EDA can use its funding in an effective way. The following activities will be undertaken to ensure that Farmington has an effective and useful tool kit to support and attract businesses: • Review past year(s) grant acvity and potenally propose program modificaons. • Meet with business community to understand their needs in order to develop tools that can support local business community. • Research programs offered by other communies to understand applicability in Farmington. Audience attendees include cities, chambers, brokers and financing companies; CVN provides attendees the opportunity to network with the companies that are presenting through formal breaks and a casual round table lunch. The Brookshire Company, LLC City of Farmington By: Gerald Norton, Managing Director By: Its: Page 22 of 87 ECONOMIC DEVELOPMENT AUTHORITY AGENDA MEMO To: Economic Development Authority From: Stephanie Aman, Economic Development Coordinator Department: EDA Subject: "My Town" docuseries update Meeting: Economic Development Authority - Jan 16 2024 INTRODUCTION: In September, staff brought forward a bold marketing concept to the EDA for consideration – a docuseries focused on rural America. This docuseries will highlight Farmington’s unique story as it works to dispel some of the misconceptions that is often associated with living and working rural. With positive feedback from the EDA, staff worked to secure a place in the “My Town” docuseries with Emmy-winning creator and director, Cory Hepola. Staff were pleased to learn that Farmington was chosen to be one of seven (7) cities to be featured in the first season. At the November 20th meeting, Cory was present to lead a discussion centered around the docuseries “My Town”, procuring story ideas to best tell Farmington’s story. DISCUSSION: Since the November meeting, staff have considered how to mesh the many stories gleaned that evening, to create an exciting and future-forward docuseries for the City of Farmington. Staff met with Cory and throughout conversations with him, two story lines emerged – one story line is a successful business owner with deep roots in the community that values our long-standing traditions and also can envision the future growth of Farmington; the other story line will focus on a successful entrepreneur and community volunteer that is a transplant by choice who leads an active and involved life in Farmington, creating a positive environment that she hopes her children will choose to return to someday. After thoughtful consideration on how to weave several themes together - the old and the new, the farmland and the downtown, the past and the future with the theme of “rural is a state of mind” - Cory identified the stories of Janie Tutewohl and Holly Bernatz to be the lens through which Cory tells the Farmington story. The exact date for filming has not been set but will be in the May/June, 2024 timeframe. The agreement that outlines the costs as well as the timeline for the production of season one is attached. Staff are excited about this unique opportunity to be featured and look forward to sharing more with the EDA as the details get finalized. This update is brought forward to inform the EDA on the next steps of this project and to respectfully request that the body authorize the Executive Director to execute the contract for “My Town”. SLP’s Corporate Location Practice helps companies from industrial and commercial sectors select the optimal location for expansion, relocation, or consolidation of business facilities. SLP’s Economic Development Practice assists various entities in implementing business attraction strategies to drive job creation, capital investment, and economic growth. Credentials SLP has an extensive track record of delivering results to corporations from virtually every major industry and North American economic development agencies in 33 states and three provinces. The SLP team offers over 75 years of collective experience in both the private and public sectors with varied backgrounds in the fields of site selection, economic development, commercial real estate, incentive negotiation, community development, marketing strategy, research, data analytics, and information technology. Economic Development SLP’s ongoing activities in site selection consulting provide expert insight on how to effectively identify companies with site location projects for economic development. SLP’s high-tech/high-touch approach leverages a unique combination of in-house expertise and infrastructure in connection with business intelligence, existing relationships, technology platforms, industry knowledge, marketing tools, and project experience, such as: ➢ Access to a well-established network of C-level decision makers from prospective businesses across a wide range of industries. ➢ Proprietary data indicating industry trends, location drivers, growth patterns, and other criteria commonly found in expanding and relocating companies. ➢ Prospect referrals through long-term working relationships with other location advisory firms and site consultants. ➢ Information sources for capital financing, M&A’s, market entry, product launches, executive changes, and other trigger events correlated to business expansion or relocation. ➢ Participation in a variety of trade shows, conferences, and conventions. ➢ Strategic partnerships and affiliations with industry-leading trade organizations such as the International Economic Development Council (IEDC), the Association for Manufacturing Technology (AMT), the Association for Packaging & Processing Technologies (PMMI), the Fabricators & Manufacturers Association (FMA), the Food Processing Suppliers Association (FPSA), the Plastics Industry Association (PLASTICS), and other groups. Value Economic development agencies with limited staff and financial resources must maximize their marketing expenditures to get more out of less. Compared to other options available at similar costs (e.g. print ads, direct mail), SLP’s business attraction services provide tangible value and measurable return on investment. SLP enables economic development clients to spend more time working active projects instead of chasing them. Page 71 of 87 Core Service 1: Targeted Industry Prospect Development Your Challenge The ultimate objective of many economic development agencies is attracting new industry to create jobs and investment for their community. But with today’s turbulent economy, fierce competition from other communities, tighter budgets, and multiple job duties, it has become increasingly difficult for economic developers to be self-sufficient in generating new prospect activity. SLP’s Solution A targeted approach is the critical element for success in business attraction. SLP’s hands-on experience in the site selection process yields a deep understanding of which targeted methods are most effective in influencing executives with their location decisions. SLP will utilize these methods – driven by targeted industry strategy and relationship marketing – to implement aggressive prospect development solutions for your community. SLP’s services will cultivate an active pipeline of viable businesses from target industries/markets and connect you with prospects interested in expanding or relocating to your area. Page 72 of 87 Core Service 2: Site Selector Appointment Setting (Face-to-Face or Zoom Meetings) Your Challenge Location decisions for many expansion and relocation projects are formulated under the guidance of site selection advisory firms hired by companies to help select communities and sites for their business operations. Understanding that site selection professionals are typically involved with approximately 60% of all corporate location projects in North America, it is invaluable to position your community as an attractive business destination in the minds of these key decision influencers. Site selectors are aggressively pursued by a multitude of municipalities and economic development agencies. Because of the constant demand for their time and attention, many site selectors may be inaccessible or hesitant to meet with you. Attempting to make these personal connections internally can be a difficult, time-consuming, and potentially fruitless task. SLP’s Solution The most advantageous strategy in developing successful relationships with site selectors is to meet with them on an ongoing basis, educate them on the assets of your community firsthand, and promote the area as an optimal place to do business. This process of relationship-building will keep your location on their “radar screen” and lead to top-of-mind awareness of what the community has to offer when a project presents itself. SLP will assist your organization by leveraging its strong ties in the site selection profession to secure one-on-one appointments with site consultants, location advisors, and corporate real estate executives. Deliverables * Meetings will be arranged with site selectors located in markets of your choice – Number of appointments TBD, based upon level of investment ✓ Research, analysis, and determination of individuals that specialize in site selection on a national level and repr esent projects from industries ideally suited for your area. ✓ Personalized outreach to targeted site selectors via electronic marketing, email, telecommunication, and LinkedIn. ✓ Qualification of site selectors interested in learning more about the advantages of doing business in your community for expansion or relocation. ✓ Coordinating face-to-face or Zoom meetings with qualified site selectors. ✓ Email meeting requests sent to confirm each appointment. ✓ Professional profile summaries detailing the site selector’s work experience, areas of specialization, industry expertise, clients represented, project assignments, education, and other background information – provided in advance for your review and preparation. ✓ Strategy session call with SLP before meetings take place. ✓ Opportunity to share marketing collateral with site selectors during face-to-face meetings or online materials during Zoom meetings. ✓ Audio file recordings for Zoom meetings. The Fairfield Economic Development Corporation is very pleased to have partnered with Site Location Partnership for our very first business recruitment program ever. They began work on our target industries for lead generation and made recommendations almost immediately.SLP is the type of straightforward and aggressive partner in economic development that Fairfield needs right now as we move forward with a new industrial park expansion. When the opportunity to work with Site Location Partnership came along,we jumped on it.In years past,we would place a print ad in a variety of site magazines. It was a good way of getting our name out there, but we’d never really get to talk to people face-to-face.SLP’s services are so much more aggressive. We’re now out there talking to site selectors instead of just running an ad and hoping somebody calls. We plant those seeds and develop those relationships. It really does work.Plus, the annual cost of our investment with SLP is less than what we used to pay for print advertising. The following summarizes and highlights some of the economic development activities and accomplishments in 2024. DISCUSSION: EDA highlights and accomplishments in 2023:  With the hiring of the Economic Development Coordinator, there is now a dedicated and well-connected team in place that is ready to support the vision of the Council. The economic development team works in concert with the rest of Team Farmington to answer questions, promote development opportunities, and deliver projects.  The EDA supported the first new apartment building project Farmington in decades and came to the table to create a TIF district that is allowing Ebert Construction to move ahead with the construction of The Emery, a 74-unit market rate apartment complex in downtown. Construction is underway!  the for County Dakota to application CDA supported EDA The – Additionally the Redevelopment Incentive Grant (RIG) for Ebert to aid in the remediation on the site. A $250,000 RIG was awarded to the project.  At the direction of the City Council to be bold, the EDA empowered Staff and supported the economic and for nominated was campaign, Bold” “Unexpectedly development which became a finalist in the "Leaders in Local Government" awards. With a suite of materials that make sense for different audiences (including inclusion of an ad in the Vikings playbook that is sold at every home game!), the groundwork is in place for an exciting year ahead.  Emmy winning Cory Hepola of “Rural By Choice” has chosen Farmington as one of the 7 Cities that will be featured in the new docuseries, “My Town”. My Town will highlight the benefits of doing business (and living in) rural communities. Story lines have been secured and filming will take place May/June 2024, with a launch of the docuseries in Fall 2024.  The EDA reworked the 2023 budget to include an allocation of $25,000 to a small business Microgrant. Four grants were awarded in 2023 supporting small businesses with improved signage, exterior building improvements, as well as marketing campaign materials. The goal of the program was the meet businesses where they are at and to allocate funding that would be most useful to them. $10,000 impactful dollars were distributed to date.  The EDA supports the work of the staff to get out into the community – locally, regionally and nationally. Staff have participated in economic development events on all levels this year that Page 86 of 87 include local business and landowner visits, regional meetings with economic development partners, brokers and developers, and participating in state delegation visits on a national level with site selectors. We continue to put Farmington on the map and top of mind.  The EDA worked with staff to include the first EDA Levy in the 2024 budget. The levy will allow for more robust programming building upon the momentum started in 2023 and will allow staff to be nimble in response to current and future businesses for Farmington. BUDGET IMPACT: Not applicable ACTION REQUESTED: No action requested. This information is provided for discussion and reflection on work accomplished over the last year. A full report will be presented to the City Council at a meeting in February. The EDA is asked to comment on the summary and provide additional thoughts and ideas regarding the accomplishments (on this list or other) that individually you are most proud of in 2023.
