The Farmington Economic Development Authority met in regular session on Monday,
November 20, 2023, at Farmington City Hall, 430 3rd Street, Farmington, Minnesota.

8. DISCUSSION ITEMS
8.1 My Town Docuseries Discussion
Director Kuennen introduced Emmy award winner Cory Hepola of Brookshire
Company.
The EDA challenged Staff to go out, be bold, and pursue opportunities to attract
people and businesses to our community. Farmington, along with seven (7) other
rural communities will be participating in the docuseries, "My Town ."
Mr. Hepola presented his vision with “My Town,” discussed how we can break
down any misconceptions of what it is like to 'be rural,' and asked the EDA about
people and stories that exist in Farmington to help him better understand the city
of Farmington. He will masterfully weave these stories together in a purposeful
way. His success with his first docuseries "Rural by Choice" and passion for rural
communities is evident in the work he chooses to do every day. The goal of
creating this marketing video with Mr. Hepola, along with the communities of
Perham, Chisholm, and Willmar, Minnesota, Rugby, North Dakota, the Iowa
Lakes Corridor, and Beaver Dam, Wisconsin, is a next step in elevating
Farmington to be top of mind for business and industry projects.
The tentative timeline is:
• November – December: pre-production planning, video with Mayor Hoyt
• January 1 – June 30: window open for taking video
• July – mid-September: production team, writing, editing
• Mid-September: soft launch
• October 6: first episode; each community will get its own episode
Commissioners asked questions and received answers.

INTRODUCTION:
Over the last year a lot of progress has been made in promoting Farmington as a place to do
business. A concentrated focus and effort were put towards establishing a solid foundation in which
to building an economic development story. The "Unexpectedly Bold" branding campaign was
organically launched, Team Farmington showed up to share Farmington's vision, and collectively
the needle was moved in attracting quality projects to grow the tax base and enhance job
opportunities and business growth. The 2024 EDA budget and work plan focus on core initiatives to
continue the momentum and leverage funding.
DISCUSSION:
This year the EDA funding includes dedicated levy dollars to support economic development
initiatives. In June a proposed work plan with associated budget was presented for discussion. That
led to the final levy request and approval in 2024 of $150,000. Attached is the 2024 EDA Budget
and a 2024 Work Plan with calendar. The work plan illustrates how the additional funding is being
allocated and applied towards economic development initiatives, and the calendar shows the
cadence associated with the various activities. The calendar also helps Staff and the EDA identify
opportune times to add additional activities that support the overall vision and goals of the EDA and
city.
The budget and work plan also provide flexibility so that as opportunities arise, Staff can evaluate
each to see if and how they would benefit Farmington. Not every project or opportunity identified
will be the right fit. Proper vetting will happen to ensure that it is the right fit at the right time to
advance the EDA's mission, fit within the economic development goals of the city, and compliment
the heart and soul of Farmington.

Calendar of Planned and Tenta�ve Events
Ongoing Opera�ons:
Ongoing operations describe the day-to-day activities and functions conducted by Staff under the
“economic development” umbrella. These activities ensure that Staff are engaged with the local business
community, are growing and maintaining relationships with economic development champions and
partners, are representing Farmington outside of the community to a broader audience and are building
tools and resources necessary to support the economic development vision and goals.
• Prepare responses to Request for Informa�on (RFIs) related to proposed projects and site
searches.
• Organize visits as part of the site selec�on process.
• Conduct business visits to current businesses to beter understand industry composi�on,
business needs, and growth plans.
• Atend Farmington Business networking events.
• Atend relevant Chamber of Commerce events.
• Meet with landowners to beter understand future growth opportuni�es.
• Maintain database of available property (land and buildings.)
• Coordinate and par�cipate in ribbon cu�ngs/ground breakings to celebrate new business
openings and/or business expansions.
• Serve on statewide commitees and hold leadership posi�ons in organiza�ons dedicated to
economic development.

Enhanced Marke�ng, Business Recruitment, and Promo�ons:
Staff has worked to identify partnerships that leverage access and connection to site consultants,
businesses/industries, and the brokerage community. These are the audiences that need to know,
understand, and believe in what Farmington has to offer – so they can share Farmington opportunities
with their clients or leadership when making location and business decisions.
SLP: Site Loca�on Partnership
SLP is a site consul�ng firm. Their core business is loca�on advisory work for corporate clients,
and they leverage those rela�onships and capabili�es as a site selec�on firm to help economic
development organiza�ons with targeted industry recruitment and lead genera�on. The
Farmington EDA partnership with SLP gains the City of Farmington access to:
• Targeted Industry Prospect Development (4 industries)
• Site Consultant Appointment Se�ng (6 mee�ngs)
• Trade Show Representa�on (6 shows)
• Site Selector Networking Forum Access (6 shows in conjunc�on with trade shows)
• Web Promo�on
MREJ: Minnesota Real Estate Journal
MREJ is an industry leader in the commercial real estate market for news, informa�on, and
networking. For this sponsorship, the City of Farmington has access to many of the real estate
journal events held throughout the year, including a minimum of 4 guaranteed speaking roles.
These events are atended by brokers, developers, real estate agents, and more. Serving as
experts in the field on the panels giv es posi�ve exposure to the City.
Through this partnership, Staff has secured mee�ngs with brokers, developers, business
representa�ves, financial ins�tu�ons. From these interac�ons, one developer has executed a
purchase agreement on property in Farmington and is preparing to begin the en�tlement
process associated with delivering a project.
CVN: Community Venture Network
CVN is part of The Brookshire Company – and exists “to connect communi�es with businesses
searching for opportuni�es to expand and grow their opera�ons.” They have a track record for
bringing economic development professionals viable opportuni�es and a reputa�on for helping
companies discover communi�es. For many years, staff have worked with CVN and found value
in the services it provides. Included in the membership is:
• Invita�on to atend CVN sessions hosted three �mes per year
• Introduc�on to a minimum of 24 business prospects seeking to grow or expand.
This long-standing rela�onship also provided a connec�on and introduc�on to the “My Town”
project, that will be hosted and produced by Emmy-award winning journalist, Cory Hepola, who
is now an employee of The Brookshire Company.

Unexpectedly Bold
In addi�on to the partnerships that staff have iden�fied and con�nue to nurture, the marke�ng
campaign, “Unexpectedly Bold” has gained quite a bit of aten�on. Staff con�nue to build out the suite
of materials that are u�lized at events and personalize the materials to each event we atend.

Program Development
The EDA has traditionally provided programs (grants) to support small businesses. Ideally these programs
should meet businesses where they are at to encourage growth and enhancements to the city’s diverse
and valued small business foundation. In addition to providing local programs, it is important to leverage
regional, state, and federal programs as well. As Farmington continues to be a desirable location for
business growth and attraction, growing its exposure to new business development opportunities – it is
also necessary to evaluate how the EDA can use its funding in an effective way. The following activities
will be undertaken to ensure that Farmington has an effective and useful tool kit to support and attract
businesses:
• Review past year(s) grant ac�vity and poten�ally propose program modifica�ons.
• Meet with business community to understand their needs in order to develop tools that can
support local business community.
• Research programs offered by other communi�es to understand applicability in Farmington.

INTRODUCTION:
Community Venture Network (CVN), a program with The Brookshire Company, exists to connect
rural communities with businesses seeking opportunities to expand and grow their operations.

presenting through formal breaks and a casual round table lunch. From these CVN events, staff
have been able to share Farmington's story with businesses looking to relocate and have been
successful are that projects two are there prospects Farmington. to bringing in Currently,
considering Farmington that are a direct result of the relationships developed and staff attendance
at the CVN networking events.
In addition to learning more about businesses seeking to relocate, other opportunities have been
presented to staff for consideration from The Brookshire Company. Because of the relationship
developed with CVN, we were made aware of the opportunity to participate in "My Town". Staff also
have been in conversations to pilot other programs that The Brookshire Company has considered
adding to its services.
CVN has been a long-standing resource for staff and staff value the events and relationships that
have been built over many years.

AGREEMENT FOR SERVICES
THIS AGREEMENT FOR SERVICES (this "Agreement"), made the 18th day of December 2023 with City of
Farmington (the "Member"), and The Brookshire Company, LLC (“BROOKSHIRE”), is an agreement for
Membership in the Community Venture Network ("CVN"). The Member and BROOKSHIRE hereby agree as
follows:
1. Services. BROOKSHIRE agrees to provide the following services to the Member in connection with the
CVN (the "Services"):
a. Management of the CVN. BROOKSHIRE shall provide the following management services:
• support staff services and materials at regularly scheduled meetings of the CVN; and
• notify the Member of dates of meetings, prepare agendas and necessary materials, and conduct
activities relative to the meetings and functions of the CVN.
b. Outreach Program. BROOKSHIRE shall conduct the following outreach program:
• emphasize the availability of Member's economic development resources to the business
community.
• maintain contact with accountants, attorneys, venture capitalists, business brokers, and the
private banking community to generate referrals; and
• initiate and maintain a business prospecting program.
c. Recruiting. BROOKSHIRE shall provide the following recruiting services:
• Prospect List. CVN shall identify business prospects across the following categories (the
"Prospects"):
"Development stage" companies with existing product lines and seeking expansion.
New business owners seeking resources for growth.
Expansions and/or relocations of existing businesses.
Businesses who will provide high quality jobs.
Present a minimum of twenty-four (24) business prospects at regularly scheduled meetings
throughout the year.
• BROOKSHIRE shall conduct preliminary review and screening of the Prospects by providing
the following services:
assess financial and support service needs of Prospects.
prepare uniform summaries of applicants that address Prospects' needs; and
schedule follow-up meetings within the Member's community to arrange for contacts with
Prospects.
BROOKSHIRE may provide additional services as mutually agreed in writing by BROOKSHIRE and the
Member; and unless and until agreed to in writing BROOKSHIRE shall not have any obligation to provide

additional services and the Member shall not have the obligation to pay for such additional services.
The Services shall be performed by BROOKSHIRE in good faith; and the Member shall provide such
documents, information and other support as reasonably requested by BROOKSHIRE in connection with
the provision of the Services. The Member acknowledges and agrees that BROOKSHIRE is not making
any representations, warranties, or guaranties of any kind regarding the success of the Services provided by
BROOKSHIRE.
2. Payment for Services. In consideration for providing the Services, the Member shall pay BROOKSHIRE an
annual fee of (a) $4,500 for the initial Annual Period (as defined below), payable contemporaneous with the
signing of this Agreement, and (b) the then current annual fee charged by BROOKSHIRE for subsequent
Annual Periods, payable at the commencement of each such Annual Period, provided, that, BROOKSHIRE
shall notify the Member at least 60 days in advance of the end of an Annual Period of any changes in annual
fees and/or significant changes to the CVN program for the subsequent Annual Period. All payments of
annual fees are non-refundable, and non-prorated if this Agreement is terminated prior to the end of an Annual
Period.
3. Term. The initial term of this Agreement shall commence January 1, 2024, through December 31, 2024, and,
thereafter, shall automatically renew for one year periods (the initial 1 year term and each subsequent 1 year
term is an "Annual Period"), unless following the initial term notice of non-renewal is given by either
BROOKSHIRE or the Member to the other party at least 60 days prior to the expiration of the then current
term.
4. Miscellaneous.
a. Notices. All notices, requests, consents, and other communications to be required or permitted under
this Agreement shall be in writing and delivered personally or sent by registered or certified mail or
nationally recognized overnight carrier, postage prepaid, or by email transmission, to the address set
forth below the signatures below, or to such other address set forth in a notice given in the manner
herein provided. All notices, requests, information or other communications shall be deemed to have
been given (i) when delivered if personally delivered; (ii) 3 days after having been placed in the mail,
if delivered by registered or certified mail; (iii) the day after having been placed with a nationally
recognized overnight carrier, if delivered by nationally recognized overnight carrier; and (iv) when
transmitted if transmitted by email.
b. Successors and Assigns. This Agreement and the rights and obligations hereunder shall be binding
upon and inure to the benefit of, the parties hereto and their legal representatives, successors and
permitted assigns.
c. Governing Law. This Agreement, and any claim related directly or indirectly to this Agreement,
or arising thereunder, will be governed by and construed in accordance with the laws of the State
of Minnesota without regard to principles of conflicts of law.
d. Entire Agreement; Modification; Waiver. This Agreement contains the entire agreement of the parties
with respect to the transactions contemplated herein and supersedes all prior understandings and
agreements among the parties (oral or written). No modification, revision or other change to any of the
provisions of this Agreement shall be effective unless in writing and signed by all of the parties to this
Agreement. The failure by either party at any time to enforce any of the provisions of this
Agreement or any right or remedy hereunder or at law or in equity, or to exercise any option herein
provided, shall not constitute a waiver of such provision, right, remedy or option or in any way

affect the validity of this Agreement. The waiver of any default by either party shall not be deemed
a continuing waiver but shall apply solely to the instance to which such waiver is directed. In any
event, no waiver shall be effective unless in writing and signed by the party against whom
enforcement is sought.
e. Execution and Counterparts. This Agreement may be executed by any party in a separate counterpart,
or any number of separate counterparts, each of which counterparts when so executed and delivered
shall be deemed an original, and such separate counterparts together shall constitute one instrument.

INTRODUCTION:
In September, staff brought forward a bold marketing concept to the EDA for consideration – a
docuseries focused on rural America. This docuseries will highlight Farmington’s unique story as it
works to dispel some of the misconceptions that is often associated with living and working rural.
With positive feedback from the EDA, staff worked to secure a place in the “My Town” docuseries
with Emmy-winning creator and director, Cory Hepola. Staff were pleased to learn that Farmington
was chosen to be one of seven (7) cities to be featured in the first season. At the November 20th
meeting, Cory was present to lead a discussion centered around the docuseries “My Town”,
procuring story ideas to best tell Farmington’s story.
DISCUSSION:
Since the November meeting, staff have considered how to mesh the many stories gleaned that
evening, to create an exciting and future-forward docuseries for the City of Farmington. Staff met
with Cory and throughout conversations with him, two story lines emerged – one story line is a
successful business owner with deep roots in the community that values our long-standing
traditions and also can envision the future growth of Farmington; the other story line will focus on a
successful entrepreneur and community volunteer that is a transplant by choice who leads an
active and involved life in Farmington, creating a positive environment that she hopes her children
will choose to return to someday.
After thoughtful consideration on how to weave several themes together - the old and the new, the
farmland and the downtown, the past and the future with the theme of “rural is a state of mind” -
Cory identified the stories of Janie Tutewohl and Holly Bernatz to be the lens through which Cory
tells the Farmington story.
The exact date for filming has not been set but will be in the May/June, 2024 timeframe. The
agreement that outlines the costs as well as the timeline for the production of season one is
attached. Staff are excited about this unique opportunity to be featured and look forward to sharing
more with the EDA as the details get finalized.
This update is brought forward to inform the EDA on the next steps of this project and to
respectfully request that the body authorize the Executive Director to execute the contract for “My
Town”.

“MY TOWN” DOCUMENTARY SERIES
• A “Community Venture Network” initiative from The Brookshire Company
Episode: City of Farmington, MN
Theme: Reflecting on his own rural upbringing and examining larger work/life/service themes, Cory Hepola
will meet with community and business leaders from each region to explore the distinctive attributes,
initiatives, and relationships that make it a special place. Serving as a rural advocate, Cory will develop pride
as he breaks down the popular misconceptions and negative stereotypes that may exist with a rural lifestyle.
We Believe in Rural America and it’s our mission to champion rural communities and companies through a
clear, positive, and authentic story.
About the Director/Host: Cory Hepola is an Emmy-Award Winning TV Anchor and Documentarian serving as
the Vice President of Communications, Growth & Strategy at The Brookshire Company where he helps
communities & businesses around the world reach their fullest potential through high-impact storytelling,
strategic connections, and inspiring purposeful partnerships. His documentary, “Rural By Choice” was
selected into the Twin Cities Film Fest and has been nominated for 2 Emmy Awards including Outstanding
Lifestyle Series and Outstanding Directing.
Deliverables: The Brookshire Company will produce a 14-22 minute video episode for the City of Farmington
set for release in Season 1 of “My Town” on YouTube and Facebook in 2024. Additionally, The Brookshire
Company will produce video and picture teasers, video and picture recaps, “Influencer” content from Cory
Hepola, and a local promotional plan to earn free media. While The Brookshire Company owns the episode,
the City of Farmington is encouraged to share, pin and embed the original episode (and associated content)
on all social media platforms. Also, The Brookshire Company will provide the city with the full episode for
download granting the right to cut down, curate, create and share however they see fit in the years to come
(the only restriction being the city can NOT re-post the entire episode on another feed).

SLP is a multi-disciplined advisory firm that focuses on growth of businesses and communities
through site selection and economic development consulting. As previously discussed with the
EDA, the 2024 SLP service agreement with Farmington will focus on enhanced efforts to attract
new SLP the in participation through community the to jobs and investment, industry,
Comprehensive Premium Program. The contract is one-year in duration, beginning on January 1,
2024.
DISCUSSION:
The SLP engagement will include the following:
Targeted Industry Prospect Development - 4 industries
Site Consultant Appointment Setting - 6 meetings
Trade Show Representation - 6 shows
Site Selector Network Forum Access - in conjunction with trade shows
Web Promotion
Staff has been in contact with SLP to position ourselves to take full advantage of the partnership.
Already Staff has prepared materials that will be highlighted and shared at the February IME West
trade show in Anaheim, California. It has been encouraged that Staff also attend this show - to
witness firsthand how SLP represents their clients, to actively participate in the networking
opportunities, and to understand for future trade shows the best way for Farmington to "show up"
physically or virtually. Travel was included as a placeholder in the 2024 budget (participation at
trade shows is included in the service agreement costs) - however securing lodging has been
difficult. Staff will continue to review and determine the most appropriate engagement and
participation.
The SLP Service Guide and 2024 Service Agreement are attached.

with its efforts to attract new industry, investment, and jobs to Farmington, Minnesota. All service deliverables

➢ Personalized outreach to targeted decision makers via email/telecommunication/LinkedIn to promote the
benefits of doing business in Farmington and determine if their company has site location needs.
➢ Prospect summary reports detailing project requirements for all companies with expansion or relocation plans
and an interest in Farmington.
➢ Corporate profile reports with business fact sheets and background information for prospects.
➢ Facilitating introductory calls, videoconferences, and/or meetings with prospects.

1. SERVICES. SLP shall provide service deliverables (“Services”) to Client as described in the attached
Letter of Engagement.

January 1, 2024, and may be extended only by the written agreement of both parties.
3. PROJECT FEE. Client shall pay to SLP a one-time, all-inclusive fee of $12,500 (“Project Fee”), due
January 15, 2024, as full compensation for the entire project setup process, strategy implementation, and
delivery of Services. The Project Fee is based on a fixed-fee pricing model, with no out-of-scope or
hidden costs – providing for control, predictability, and transparency of expenses for Client. All expenses
incurred by SLP in connection with providing Services are included and covered within the Project Fee.

INTRODUCTION:
1. The following summarizes and highlights some of the economic development activities and
accomplishments in 2024.
DISCUSSION:
EDA highlights and accomplishments in 2023:
With the hiring of the Economic Development Coordinator, there is now a dedicated and
well-connected team in place that is ready to support the vision of the Council. The economic
development team works in concert with the rest of Team Farmington to answer questions,
promote development opportunities, and deliver projects.
The EDA supported the first new apartment building project Farmington in decades and
came to the table to create a TIF district that is allowing Ebert Construction to move ahead
with the construction of The Emery, a 74-unit market rate apartment complex in downtown.

Emmy winning Cory Hepola of “Rural By Choice” has chosen Farmington as one of the 7
Cities that will be featured in the new docuseries, “My Town”. My Town will highlight the
benefits of doing business (and living in) rural communities. Story lines have been secured
and filming will take place May/June 2024, with a launch of the docuseries in Fall 2024.
The EDA reworked the 2023 budget to include an allocation of $25,000 to a small business
Microgrant. Four grants were awarded in 2023 supporting small businesses with improved
signage, exterior building improvements, as well as marketing campaign materials. The goal
of the program was the meet businesses where they are at and to allocate funding that
would be most useful to them. $10,000 impactful dollars were distributed to date.
The EDA supports the work of the staff to get out into the community – locally, regionally and
nationally. Staff have participated in economic development events on all levels this year that

include local business and landowner visits, regional meetings with economic development
partners, brokers and developers, and participating in state delegation visits on a national
level with site selectors. We continue to put Farmington on the map and top of mind.
The EDA worked with staff to include the first EDA Levy in the 2024 budget. The levy will
allow for more robust programming building upon the momentum started in 2023 and will
allow staff to be nimble in response to current and future businesses for Farmington.
