b) The instrument of dedication on the final plat must be revised to
change the wording from "City of Hastings" to "City of
Farmington".

4. DISCUSSION
4.1. Vermillion Commons 3rd Addition Final Plat
Recommend approval of the Vermillion Commons 3rd Addition final plat
contingent upon the following, and forward that recommendation on to
the City Council:
1. The satisfaction of all engineering comments related to the
construction plans for grading and utilities.
2. A Development Contract between the applicant and City of
Farmington shall be executed and security fees and costs shall
be paid. Submission of all other documents required under the
Development Contract shall be required.

MARCH 12, 2024
1. CALL TO ORDER
The meeting was called to order by Chair Rotty at 7:00pm
Members Present: Rotty, Lehto, Tesky, Snobeck, Windschitl

2. APPROVAL OF MINUTES
MOTION by Tesky, second by Snobeck to approve minutes of Planning
Commission for February 13th, 2024 regular meeting. APIF MOTION CARRIED
3. PUBLIC HEARINGS
Chair Rotty opened all public hearings
3.1 Zoning Ordinance Amendments to Title 10, Chapters2 and 6 of the
Farmington City Code- Planning Coordinator Johnson presented the proposed
amendments to the commission. The changes include:
1. Adding utility trailers to the recreational vehicle parking section, requiring
them to be parked on a hard surface.
2. Adding a definition for utility trailers.
3. Removing the requirement that a site plan or legal survey showing a
proposed fence must be submitted to the building inspection division.
4. Adding language prohibiting electric fences on residential lots.
Chair Rotty opened the discussion up to questions. Chair Rotty questioned what
happens if fencing is not on correct property or over property line. Planning
Coordinator Johnson shared that city has decided to let it be a private matter as
permits are not generally required for fencing, therefore, requesting the removal
of the survey or site plan be submitted.
Chair Rotty questioned if we expect any pushback from residents regarding
parking trailers. Planning Manager Wippler stated we are already addressing the
issues pertaining to parking utility trailers, and we are updating the code to
reflect how they are currently being addressed.
MOTION by Tesky, second by Windschitl to close public hearing. APIF MOTION
CARRIED.

INTRODUCTION:
A public hearing for ordinance amendments to Titles 4 and 10 of the Farmington City Code was
scheduled for the April 9th meeting. The ordinance amendments are related to moving general
architectural design and material requirements from the building code to the zoning code.
DISCUSSION:
Staff, after consulting with the city attorney, is requesting the public hearing be continued to the
May 14th regular meeting to give time to finalize the language of the proposed amendments.

INTRODUCTION:
The Church of St. Michael has submitted a preliminary and final plat that would convert an existing
outlot to a buildable lot and then combine that lot with the larger parent parcel on site. The
proposed plat is generally located at the southeast intersection of Denmark Avenue (CSAH 31) and
Ash Street (CSAH 74)
Planning Division Review
Applicant: Church of St. Michael - 22120 Denmark Avenue, Farmington, MN 55024
Location of Property: 22120 Denmark Avenue
Current Land Use: Catholic church campus and vacant land
Area Bounded By: Industrial zoning to the east with Dakota Electric, Medium to High density
residential zoning to the north and south and agricultural to the west.
Existing Zoning: R-1 (Low Density Residential)
DISCUSSION:
The Church of St. Michael is proposing to construct a rectory for the housing of catholic priests on
their campus located at 22120 Denmark Avenue. The rectory would be located towards the south
east corner of the property south of the existing parking lot. The property where the rectory is
proposed to be built was platted as an outlot in 1998 (Outlot D St. Michaels Addition). In order to
make that property buildable a replat of the property is required.

Attached, for the Commission's review and recommendation is the preliminary and final plat for St.
Michael's 3rd Addition. The 3rd Addition plat combines the former Outlot D St. Michael's Addition
with the large parent parcel to be part of Lot 1, Block 1. When Outlot D was platted in 1998 it was
platted with a blanket drainage and utility easement over it. With this replat, that blanket drainage
and utility easement will have to be vacated. New easements are shown on the 3rd Addition
preliminary and final plats and are acceptable to staff. Vacation of easements require approval
from the City Council after a public hearing is held. The public hearing has been set for the April
15th City Council meeting.
The plat is adjacent to County right-of-way (CSAH 74 - Ash Street and CR 31 - Denmark Avenue)
and is subject to Dakota County's contiguous plat ordinance. The County Plat Commission met on
March 27, 2024 and recommended approval of the preliminary and final plats subject to dedicating
20 feet of additional right-of-way for CSAH 74. The plat will have to be revised to show the
additional right-of-way being required by Dakota County. Additionally, a notation on the instrument
of dedication on the final plat will have to be revised to change wording from the "City of Hastings"
to the "City of Farmington". These revisions will be made a condition of approval.
Conditional Use Permit
As previously mentioned, the subject property is zoned R-1 (Low Density Residential) and places of
worship are conditionally allowed in this zone. The church would like to construct an approximately
4,550 square foot (including deck) rectory on their campus. The rectory would consist of a main
level and basement. The basement level contains 2 bedrooms, family room, kitchen and dinning
area, sitting room, and mechanical and storage areas. The main level contains 2 bedrooms, 2
siting rooms, a chapel, kitchen and dinning area, and a living room. The rectory will also have a 3-
stall attached garage. The elevation of the rectory looks like a standard single-family residence.
Exterior materials on the front of the structure will consists of a mixture of stone, lap siding and
shakes. The sides and rear will be covered with lap siding. The building plans and elevations are
attached for your reference.
The rectory will be situated within the area formerly known as Outlot D and as shown on the
attached survey. The proposed building meets all minimum setback requirements. Access to the
rectory will come from a driveway that will extend from the parking lot adjacent to the north. The
placement of the driveway will require the elimination of at least 7 parking stalls from the parking lot.
Currently there are a total of 348 parking spaces (including handicap spaces) on site. The church
constructed the existing parking using a ratio of one space for every 3.1 seats in the principal
assembly room. This is in excess of the city's requirement of 1 space for every 4 seats in the
principal assembly room. With the removal of at least 7 stalls the off-street parking will still be in
compliance with city code.
There will be no public infrastructure (i.e., streets, water, sanitary sewer) constructed as part of the
rectory build. Private service lines for water and sanitary sewer are proposed to be ran from the
existing lines located in Denmark Avenue.
A conditional use permit shall be approved if it is found to meet the following criteria:
1. The proposed use conforms to the district permitted and conditional use provisions and all
general regulations of this title. Places of worship are listed as conditional uses within
the R-1 (Low Density Residential) zoning district.
2. The proposed use shall not involve any element or cause any conditions that may be
dangerous, injurious or noxious to any other property or persons and shall comply with the

performance standards listed below. The use will not involve any element or cause any
conditions that will be dangerous, injurious or noxious to any other property or
person.
3. The proposed use shall be constructed, designed, site, oriented and landscaped to produce
harmonious relationship of buildings and grounds to adjacent buildings and properties. The
use is being constructed, designed, sited, oriented and landscaped to produce a
harmonious and adjacent to grounds buildings buildings of relationship and

4. The proposed use shall produce a total visual impression and environment which is
consistent with the environment of the neighborhood. The use will produce a visual

5. The proposed use shall organize vehicular access and parking to minimize traffic congestion
in the neighborhood. The use will not negatively impact vehicular access or parking on
site and will not increase congestion in the neighborhood.
6. The proposed use shall preserve the objectives of this title and shall be consistent with the
comprehensive plan. The use is consistent with the comprehensive plan.

INTRODUCTION:
U.S. Home, LLC has submitted the 3rd Addition final plat for the Vermillion Commons development.
The final plat contains a total of 67 townhome lots over 31.6764 acres. Vermillion Commons is
located at the northwest intersection of 220th Street W and Denmark Avenue.
DISCUSSION:
The developer is proposing 67 townhome units in the third phase of the Vermillion Commons
development. Vermillion Commons is a private townhome development that will be maintained by
a homeowners association. The approved preliminary plat for Vermillion Commons proposes 276
townhome units over a total of 75.78 acres yielding 6.7 units per acre (this calculations excludes the
area of the development that is guided as Park/Open Space within the city's comprehensive plan).
The property is zoned R-3 (Medium Density Residential) and guided as medium density residential
in the 2040 Comprehensive Plan. This land guidance allows for 6-12 dwelling units per acre.
Vermillion Commons is being developed as a Planned Unit Development [PUD]. The PUD
agreement for the development was approved with the initial phase in 2022. The PUD allows for
the use of private streets and reduces the side yard setback on a corner lot from 25 feet to 15 feet.
In addition to the 67 townhome lots, the 3rd Addition final plat contains 18 outlots (labeled A-R).
Outlot A is for stomwater ponding and is 1.7131 acres. Outlot B is 7.3870 acres in size and
contains easements for four (4) natural gas pipelines and additional open space. Outlot C is 2.8704
acres in size and consists of stormwater ponding. Outlots A, B and C will need to be deeded to the
city as part of this plat. Outlot R is 11.1689 acres in size and consists of future development and
the aforementioned gas line easements. The outlots labeled as E and I consist of private roads.
The remaining outlots consists of common areas around the townhome lots.
Access to this phase will come from the extension of Denton Avenue to the north along with the
extension 218th Street W. Lilac Drive will extend north from 218th Street W on the west side of the
development and provide future access to the Adelmann property adjacent to the west. Denton
Avenue, 218th Street W, and Lilac Drive will all consists of a 60 foot right-of-way with a 32 foot wide
roadway. The private streets which are to be constructed in Outlots E and I are measured 27 feet
in width with curb and gutter.
An eight (8') foot wide bituminous trail will be constructed along the northern boundary of this plat
and continue through the central portion of the development. Trail will also be provided on the

north side of 218th Street W. Five (5') foot wide sidewalk will be installed on the west side of
Denton Avenue and extend around the cul-de-sac. Additionally, sidewalk will be installed on the
southside of 218th Street W and on the east side of Lilac Drive.
The developer is proposing 11 off-street parking spaces within the 3rd Addition. Additionally, the
proposed townhomes will provide two-car garages and space for 2 cars parked in the driveway of
each unit.
Engineering Review
The Engineering Department has reviewed the Vermillion Commons 3rd Addition final plat and
recommends approval upon satisfaction of all engineering comments related to the construction
plans for grading and utilities as well as the applicant entering into a Development Contract with the
city and all security, fees and costs paid.
BUDGET IMPACT:
Not applicable
ACTION REQUESTED:
Recommend approval of the Vermillion Commons 3rd Addition final plat contingent upon the
following, and forward that recommendation on to the City Council:
1. The satisfaction of all engineering comments related to the construction plans for grading
and utilities.
2. A Development Contract between the applicant and City of Farmington shall be executed
and security fees and costs shall be paid. Submission of all other documents required under
the Development Contract shall be required.

CITY NATURAL AREA PROTECTED WETLAND BUFFER
This is a protected Natural Area. The native CONSERVATION AREAplantings in this area provide shoreline
stabilization for the ponds, reduce erosion,
improve water quality by filtering pollutants, and
provide a natural habitat for wildlife. Under City
Ordinance, property adjacent to ponds should be
left in a natural state and no mowing
or clearing of vegetation in this area
may occur. Dead trees or branches
and native grasses provide an excellent
habitat for native wildlife adjacent to
ponds and should not be removed from
the natural area. No vehicular
traffic of any kind is allowed.
The native trees and plantings in this
city-owned area provide a natural habitat for
wildlife and prevent erosion of steep slopes.
Under City Ordinance, existing plant material
within this conservation area should be left in a
natural state and no clearing or removal of
vegetation in this area may occur. Dead trees or
branches provide excellent
habitat for native wildlife
and should not be removed
from the conservation area.
The plantings in this area contain native trees,
flowering plants, shrubs and grasses that provide
food for birds, fish and other native wildlife.
The plants also help to hold soil and prevent
erosion, improve water quality and provide
natural habitats for animals.
Under City Ordinance, no clearing
or removal of vegetation in the
buffer area is allowed. Dead trees

Subject:2040 Comprehensive Plan Update
Staff and the consultant team have been making adjustments to the guiding principles and
future land use map based on the direction received at the March Joint Meeting of the City
Council and Planning Commission. The proposed revisions to the Guiding Principles, which is
attached, affects just one strategy each in the Quality and Sustainable Growth and Vibrant and
Resilient Economy areas.
In response to the Joint Meeting discussion the maps have been updated to include existing
and future roadways based on the existing Comprehensive Plan. The four primary maps of
Future Land Use, MUSA, Development Staging, and Focus Areas have been included in your
packet for reference. The Future Land Use map has been updated in the following areas:
1) Mixed Use Downtown – the mixed use downtown land use guidance has been extended
both to the east and to the south to better reflect the importance of those corridors to
Downtown.
2) NE Area – a small node of around 18 acres of commercial has been added north of the
190th along Hwy 3.
3) NW Area – a small node, around 15 acres of commercial has been added along Flagstaff
along with a complementary designation of low-medium density residential immediately
to the north. While not currently shown because it would occur post-2040, Staff has also
identified an additional node of commercial at the next intersection to the north on
Flagstaff. This would be specifically mentioned in the description of the focus areas. For
reference, these are the land uses intended in each focus area:
•A – Small commercial node on Flagstaff with medium and high density residential
around it. Remainder of the area primarily low density residential
•B – Mixture of low-medium and medium density residential
•C – Northern area commercial mixed use with southern low-medium to medium
density residential
•D – Low-medium density residential
•E – Low-medium and medium density residential
•F – Low-medium and medium density residential

aspira�ons for the future. It is intended to be a broad statement that is supported by guiding
principles and strategies.

Guiding Principles and Strategi es
There are several key elements expressed in the vision
statement. This sec�on provides addi�onal context
behind those elements and what they mean to the
community. The City will work towards achieving
these elements by embracing the guiding principles
and strategies (see sidebar). It will therefore be
important that the guiding principles and strategies be
reflected on and used in all decision making.
Quality and Sustainable Growth
This element of the vision is focused on building quality neighborhoods that embrace the City’s
plans for growth, while recognizing that natural resources are valued and contribute to the
community’s iden�ty.
Guiding Principles
1) Guide the loca�on and form of development to ensure growth is managed in a
sustainable manner and natural resources are protected.
Strategies
a) Support phased development that maintains the efficient use and expansion of local

protect against wind and water erosion; provide shade; promote energy
conserva�on; provide wildlife habitat; preserve scenic beauty, and protect the
integrity of the natural environment.
e) Encourage private and public developments to retain, and restore where possible,

surrounding neighborhood.
c) Encourage new subdivisions to make landscape features key elements in the
subdivision design.
d) Emphasize the use of high-quality materials and architectural features for new
development and redevelopment.
e) Collaborate with ins�tu�ons to locate educa�onal land uses in a manner that
supports the community’s livability.

public agencies, developers, property owners, and the ci�zens of Farmington.

This element of the vision is focused on crea�ng a diverse, inclusive, and balanced community

4) Create high-quality neighborhoods that are connected by parks, open spaces, and
trails.

a) Emphasize development paterns that connect neighborhoods to one another, as
well as to parks, commercial areas, educa�onal facili�es, and other key des�na�ons.
b) Establish an interconnected local trail system that provides access to parks and open
spaces and includes mul�ple looping op�ons and links to regional greenways.
c) Develop a park and open space system that includes both ac�ve uses, and natural
