ADJOURN Page 1 of 30 COUNCIL WORK SESSION AGENDA MEMO To: Mayor, Councilmembers and City Administrator From: Deanna Kuennen, Community Dev Director Department: Community Development Subject: Alternative Urban Areawide Review (AUAR) and Data Center Overview - Information Session Meeting: Council Work Session - Jun 03 2024 INTRODUCTION: In an effort to keep the City Council informed on what an Alternative Urban Areawide Review (AUAR) environment review is, and to provide baseline information on what data centers are and why data center development is happening in Minnesota, Alison Harwood, Director of Natural Resources at WSB and Thom Jackson, MN AFCOM Chapter President, will present to the City Council. DISCUSSION: The City of Farmington has hired WSB to assist with the review and distribution, as well as the review of agency comments and preparation of the AUAR orders and adoption documents associated with two large areas. The City is the Responsible Government Unit (RGU) for the environmental review and the AUAR process, as defined in Minnesota Rule 4410 specifically identifies when a review is required, who manages the process, what topics are covered in the review, and what happens following adoption of AUAR. Alison Harwood, Director of Natural Resources at WSB, will provide information about the process, as well as information on what an AUAR is/what an AUAR isn't. Thom Jackson, MN AFCOM Chapter President, has also been invited to present a data center overview. With the recent uptick in interest in data center development in Minnesota, it is important to understand why data centers exist, what data centers "look" like (including how they have evolved), and what the current concerns and benefits are as it pertains to this type of development. Please note - Mr. Jackson is not involved in any proposed data center development in Farmington but, instead, was recommended by the State of Minnesota as a subject expert. AFCOM's mission is to be a leader in educating, connecting, and guiding the data center community at large. About - AFCOM BUDGET IMPACT: Not applicable ACTION REQUESTED: No action requested.
