Commission members are asked to review the minutes and provide any corrections or additions that are needed at the meeting. Call Meeting to Order Chair Putt called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of June 14, 2023 Meeting Agenda Moved by Crabtree and seconded by Merricks to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of May 10, 2023 Regular Meeting Minutes Moved by McMillen and seconded by Crabtree to approve the meeting minutes with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. B. Residential and Business Developments Report Planning Manager Tony Wippler did a presentation on current and future residential and business developments. V. Business Items A. Recommend Purchase of Shade Structure for Flagstaff Meadows Park Director Omlid presented information regarding shade structures for Flagstaff Meadows Park. Staff secured three proposals for a shade structure and one quote for a shelter. Quotes ranged from approximately $33,000 to $65,000. Staff is recommending purchasing a shade structure with installation from Flagship Recreation / Landscape Structures. This will be a turnkey project with Flagship Recreation / Landscape Structures doing the concrete flatwork and installing conduit for future electrical. Chair Putt asked about staining (i.e. bird poop) on the fabric sails. Commissioner Caron said they have a similar shade structure at her school and it looks nice and is less maintenance. Director Omlid let commission know the sails would be removed prior to winter and reinstalled in the spring. Moved by McMillen and seconded by Crabtree to recommend city council to authorize purchase and installation of the shade structure in the pre-selected color palette BV from Flagship Recreation / Landscape Structures. APIF. Page 4 of 30 VI. Discussion Items A. Food Truck Event with Empire Parks and Recreation Commission Commission reviewed the food truck event that was held on May 19. Reminder to bring trash bags in fall. The number of food trucks was fine even though had space for more. Split up the picnic tables into two locations. Commissioner Crabtree gave an update on the fall event. Confirmed trucks include Brick Oven Bus, Griddle on the Go, and Unbakeable. BD Sammies can’t attend the fall event, so looking for a sandwich food truck. Director Omlid will get the list of food trucks attending Dew Days. There was discussion about making the event more of a family festival by including games, music, etc. It was decided to visit with Empire Parks and Recreation Commission about this idea at the October joint meeting. B. Review Rambling River Park Concept Plan Open House Commissioners reviewed the Rambling River Park concept plan open house. Comments received included showing a skatepark in both concepts, bandshell has popularity, and possible addition of a splash pad. Commission talked about the work session from November 2022 and decommissioning a ball field(s) at Feely Fields. Commission thought the concept plans use the space well, not duplicating amenities, and refreshing to see new stuff proposed to be added to the park system. C. Parks and Facilities Tour Schedule with the Rambling River Center Advisory Board and City Council Staff asked for suggestions for stops for the upcoming parks and facilities tour. Suggestions included Mystic Meadows trail, Flagstaff Meadows Park and trail to Farmington High School, Schmitz-Maki Arena, Meadowview Park, Daisy Knoll Park, Dakota Estates Park, Vermillion Grove Park, Feely Fields, and Dodge Middle School tennis courts. Staff will bring the schedule and locations to the July 12 meeting for commission to review and approve. D. Review 2023 Work Plan Progress Chair Putt reviewed the progress of the goals and objectives of the 2023 work plan. VII. Commission Roundtable Crabtree: Dew Days is looking for volunteers. If you have an hour, two, or more, please volunteer to help. There is a signup link at www.farmingtondewdays.com. Asked if the parade route was changed and mentioned there was a sensory zone again this year. There are signs identifying the sensory zone which will be on 4th Street. The parade route is the same as it will leave the fairgrounds heading north on 3rd Street to Oak Street to 4th Street back to the fairgrounds. Caron: Didn’t have anything to share. Putt: Asked about portable toilets in the parks as there isn’t one in Pine Knoll Park this summer. Director Omlid let the commission know portable toilets are only put in parks where there are programs. Farmington Baseball Association isn’t using the baseball field this year at Pine Knoll Park, so there is no portable toilet there. Inquired about the watering of fields. The city doesn’t have irrigation at any of the fields, so they aren’t watered. Putt submitted a ticket on Farmington Fix for trees needing trimming near Pine Knoll Park. She thanked staff for their quick and efficient response and the trees look great. McMillen: Didn’t have anything to share. Merricks: Didn’t have anything to share. Page 5 of 30 VIII. Staff Report/Updates Director Omlid provided information on the following: A. Park Dedication Study HKGi is continuing to work on the park dedication study. Staff and HKGi met June 22 for a progress update. HKGi emailed two maps showing a one-mile buffer from community parks and three-quarter mile buffer from proposed neighborhood parks. B. Spruce Street Improvements Improvements are scheduled to be completed by June 30. Work has started on the Arena drop-off lane. C. Pilot Knob Trail Preliminary Design Staff received the Memorandum of Agreement (MOA) with Dakota County for the Pilot Knob trail preliminary design. The city attorney is reviewing the professional services agreement (PSA) with Bolton and Menk. The MOA and PSA will be on the July 17 city council meeting for approval. D. Downtown Site Amenities Benches, trash and recycling containers, and bike racks have been installed downtown. E. Safe Routes to School for Boeckman Middle School Draft Plan The safe routes to school for Boeckman Middle School team received the draft plan. Input on the draft plan is due to the consultant Friday (June 16). F. Dew Days The Dew Run is Saturday (June 17). Dew Days starts Tuesday with the Ambassador coronation. Events will be held Thursday through Sunday downtown. A teen block party is new this year. G. Mystic Meadows Trail Willows started busting through the new trail at Mystic Meadows (Denali Way). City staff and Bolton and Menk staff walked the trails this morning. Bolton and Menk was going to reach out to the root barrier company to schedule a meeting onsite to see if the issue could be identified. IX. Meeting Agenda Topics The following items were tentatively identified by the commission for its July 12, 2023 meeting agenda: 1. Commission suggested a presentation on tree species and diversification by the Natural Resources Specialist in the future when there is a light agenda. X. When speaking to the commission it must be in a respectful and non -threatening manner. Anyone wishing to provide public comments m ust provide their name and address for the record. Public comments shall not exceed five minutes. The commission will not respond to the comments and a formal written response will be sent prior to the next commission meeting to the person who made the public comments. Under no circumstances will any formal action be taken on the public comments that are provided to the commission. Page 7 of 30 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: Rambling River Park Draft Preferred Concept Plan Meeting: Parks and Recreation Commission - Jul 12 2023 INTRODUCTION: City council, at its March 6, 2023 meeting, approved an agreement with Hoisington Koegler Group Inc. (HKGi) to update the park master plan for Rambling River Park. The kick-off meeting for the project was held in early April with several staff representing parks and recreation, administration, engineering, and planning. The meeting included a walking tour of the park and trails. Meetings with stakeholders including Dakota County, Farmington Area Vete ran’s Memorial Committee, Farmington School District, Farmington Baseball Association, Farmington Girls Fastpitch Association, and skateboard community were held in mid-April. The first phase of public input via online methods, brief survey questionnaire and social pinpoint map, started April 11 and closed May 7. Residents, park users, user groups, and visitors were encouraged to take the survey and provide comments on the social pinpoint map. Gabrielle Grinde, HKGi, attended the May 10, 2023 parks and recreation commission meeting to (1) review the project schedule, (2) provide summary of input received so far, (3) review issues and opportunities map, and (4) discuss next steps. At this meeting, commission provided feedback on the three draft concept plans, which resulted in changes and two concept plans moving forward. An open house to present the two concept plans for Rambling River Park was held during Music in the Park on Wednesday, May 31 from 6-8 p.m. Staff from the city and HKGi and commission members Crabtree, McMillen, and Merricks attended the event. The event was well attended and good input was received. Following the open house, a link to the two concept plans and a short survey were emailed and posted on the city’s website under Current News and on the city’s social media channels. The survey closed on June 26, 2023. Following close of the survey, HKGi summarized all the input to develop a draft preferred co ncept. Gabrielle Grinde will be attending the meeting to (1) review project schedule and status, (2) present concept options and public input, (2) share recommendations for preferred concept and discussion, and (4) discuss next steps. Included in the packet is a memo from HKGi regarding the park master plan. Commission members are asked to listen to the presentation, ask any questions they have, and provide feedback on the draft preferred concept plan. Page 8 of 30 ATTACHMENTS: HKGi Memo 7.12.23 Page 9 of 30 1 Creating Places that Enrich People’s Lives To: City of Farmington Parks & Recreation Commission From: Gabrielle Grinde, HKGi Regarding: City of Farmington Rambling River Park Master Plan Parks & Recreation Commission Meeting July 12, 2023 The Rambling River Park master planning process began in March, and we are over halfway through our project work plan. Three (3) draft concept plans were developed and presented at the May Parks and Recreation Commission Meeting. Discussion of the concepts resulted in changes and additions being made in order to develop and present two (2) concept plan options to the public. On May 31st, a booth and table were set up in Rambling River Park during the Music in the Park event. One overall park concept and two detail park concepts (Concepts A and B) were displayed on boards along with a summary of responses from the first online survey and the stakeholder meetings. Several people stopped by to view the concepts and provide comments. Many of the comments related to interest in a skatepark in the park with a desire for various challenging features developed as part of the potential skatepark. An online survey presented similar information that was shown at the open house, and the survey was open from the end of May through June 26, 2023. The survey received over 400 responses. Survey results showed a preference for Concept A over Concept B. The survey results are summarized below: Q1] Of the two different concepts for the park’s primary recreation area, which concept do you prefer?  41% (166) for Concept A  25% (100) for Concept B  34% (136) prefer neither A nor B Q2] Survey respondents were asked to rank the major improvement features in the proposed concept plans in order from highest priority to lowest priority. At its June 14, 2023 meeting, parks and recreation commission discussed and recommended several stops. These included Mystic Meadows trail, Flagstaff Meadows Park and trail leading to Farmington High School, Schmitz-Maki Arena improvements, Meadowview Park, Daisy Knoll Park, Dakota Estates Park, Vermillion Grove Park, Feely Fields, and Dodge Middle School tennis courts. Staff is recommending to not stop at Daisy Knoll Park this year, based on number of stops and time allotted for the tour. Daisy Knoll Park would be added to the 2024 parks and facilities tour. The commission is asked to review the attached parks and facilities schedule and locations to visit. If the commission is comfortable with the schedule and locations, the commission should approve the tour schedule. The approved schedule will then be sent to the advisory board and city council. The attachment includes the current 2023 fees and the recommended 2024 fees. The advisory board approved the recommended 2024 Rambling River Center fees at its May 8, 2023 meeting. The commission is asked to review the recommended 2024 fees prior to the meeting. Commission members should be prepared to discuss the attached 2024 recommended fees during the meeting and determine if want to revise any fees. Once commission members are comfortable with the fees, they should formally approve and make a recommendation to city council to approve the fees. At the October 11, 2021 joint meeting, both commission s thought the meeting was beneficial and should be held annually. The meeting was held in Farmington in 2021 and in Empire in 2022. Historically, the meeting location has rotated. Thus, staff is recommending meeting at Farmington City Hall this year. The commission is asked to come prepared to discuss the following items related to having a joint meeting with Empire Parks and Recreation Commission: •preferred date and backup date for the meeting •time for the meeting •possible agenda topics Parks and Recreation Director Omlid will then follow-up with the Deputy Clerk for the City of Empire with potential meeting dates, time, and agenda topics. For commission’s information, Empire Parks and Recreation Commission meets the second and fourth Mondays of the month at 7 p.m., which would be October 9 and 23 respectively. Commission’s regularly scheduled meeting for October is the 11th. Objectives: 1. By April 1, the Commission will have discussed and identified a preliminary list of five-year capital improvement projects for the park improvement fund that will include a list of parks, costs, and schedule to be completed in the years 2024 to 2028. Status: Completed. A discussion occurred at the May 10, 2023 meeting. 2. By June 1, the Commission will finalize the five-year capital improvement projects for the years 2024-2028 and make a recommendation to the City Council for approval. Status: Completed. The commission recommended to the city council approval of a five-year CIP for the park improvement fund for the years 2024-2028. 3. By December 31, the improvement projects recommended for funding from 2024-2028 will be included in the City Council’s approved 2024 final budget. Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory Board and City Council. Objectives: 1. By March 1, the Commission, Advisory Board and City Council will have identified a date to have a tour. Status: Completed. August 30 has been set for the tour. 2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission. Status: Completed. The commission recommended parks and facilities to tour at their June 14, 2023 meeting. 3. By June 1, a final list of parks and facilities to tour will be approved by the Commission. 4. By October 1, a parks and facilities tour will have occurred. Goal #3: Participate in a work session with City Council. Objectives: 1. By February 1, a date to have a work session with City Council will be identified. Status: Completed. A work session with city council and the planning commission is scheduled for April 3. 2. Status: Completed. At their December 14, 2022 meeting, commission selected and recommended a vendor to purchase and install the playground equipment. 2. By February 1, City Council will have approved the purchase and installation of the new playground equipment. Status: Completed. City council approved the purchase and installation at their December 19, 2022 meeting, 3. By February 1, the Commission will have reviewed and approved the shade structure designs and colors and will make a recommendation to City Council to approve the purchase. Status: Completed. At their June 14, 2023 meeting, commission selected the colors of the shade structure and recommended city council approve the purchase. 4. By March 1, City Council will have approved the purchase and installation of the new shade structure. 5. By August 1, installation of the new playground equipment and shade structure will have been completed. 6. By October 31, a ribbon cutting will have been completed for the new park. Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2023. Objectives: 1. By March 31, the Commission will have reviewed the priorities identified in the Bike Pedestrian Plan. At its March 8 meeting, the commission decided to wait until the Pavement Condition Index (PCI) survey has been completed on the trails before deciding on additional priorities to work on in 2023. 2. By May 15, the Commission will have developed and approved a list of priorities to work on and complete in 2023. 3. By December 31, Commission members will have worked with staff to accomplish the Bike Pedestrian Plan priorities it identified to complete. Goal #6: Participate in the process of making improvements at Rambling River Park. Objectives: 1. By February 1, the Commission will have provided input on the scope of services for completing a new master plan for Rambling River Park. City council will have approved a consultant to develop the new master plan. Status: Completed. The commission provided input on the master plan proposal draft at their February 8 meeting and city council approved HKGi to update the master plan at their March 6 meeting. 2. By March 1, the Commission will have given input on potential improvements (i.e. playground equipment, tennis courts / pickleball courts, skate park, etc.) to be included in the master plan. Status: Completed. At the May 10 meeting, commission listened to a presentation by HKGi on the process to-date and provided feedback on potential amenities and locations in the park. 3. By June 15, a preliminary draft master plan for the park with cost estimates will be reviewed by the Commission and feedback given to the consultant on any revisions to be made to the master plan. Page 25 of 30 4. By August 1, a final master plan with cost estimates will have been reviewed by the Commission and a recommendation for approval and funding forwarded to the City Council. 5. Objectives: 1. By January 1, the date and location for the spring food truck event will be approved. Status: Completed. Friday, May 19 from 5 to 8 p.m. in Empire Township at Stelzel Ballfields was approved for the spring food truck event at the joint meeting on October 10, 2022. 2. By April 1, the date and location of the fall food truck event will be approved. Commission will also have decided who will contact the food trucks to see if they are interested in participating. Status: Completed. Friday, September 8 from 5 to 8 p.m. in Empire at Stelzel Ballfields was approved for the fall food truck event at the April 12 meeting. Commissioner Crabtree will contact the food trucks to see if they are interested in participating. 3. By May 15, Commission members will have decided who will help at what times with the spring food truck event. Status: Completed. The commission decided at their May 10 meeting who would work from 4:30-6:30 p.m. and 6:30-8:30 p.m. 4. By May 31, the spring food truck event will have happened. Status: Completed. The spring food truck event was held May 19 with eight food trucks and approximately 1,200 attendees. 5. By September 1, Commission members will have decided who will help at what times with the fall food truck event. 6. By September 30, the fall food truck event will have happened. 7.
