I. Call Meeting to Order
Chair Putt called the meeting to order at 7:00 p.m. Quorum was present.
II. Approval July 12, 2023 Meeting Agenda
Moved by Caron and seconded by Crabtree to approve the meeting agenda. All persons in favor (APIF).
Motion carried.
III. Approval of June 14, 2023 Regular Meeting Minutes
Moved by McMillen and seconded by Caron to approve the meeting minutes with no revisions. APIF.
Motion carried.
IV. Presentations
A. Public Comments
There were no public comments shared at the meeting.
B. Rambling River Park Draft Preferred Concept Plan
Gabrielle Grinde, HKGi, reviewed the project schedule, public input from the May 31 open house
at the park and online survey, priority ranking results of improvements, and recommendations
for preferred concept. Gabbi presented the overall preferred park concept and the detail
preferred park concept. Discussion and recommendations on the overall and detail preferred
park concept included moving the new paved trail to the west side of the Xcel substation, 10
pickleball courts and one (1) tennis court behind Dodge Middle School, pedestrian crossings at
Denmark Avenue and Division Street, remove Field #3 at Feely Fields and replace with a
skatepark, and keep Fields #1 and #2 as they are currently, remove the concessions and
restroom building at Feely Fields, move the trail railroad crossing north in the park and add a
pedestrian bridge, don’t include the new restroom in the shelter, but near the splash pad, a
simple, low maintenance, multi-use Bandshell, and a splash pad with in-ground spray elements.
HKGi will refine the concept plan based on the parks and recreation commission’s feedback and
will prepare a detailed cost estimate. Director Omlid will present this information at the parks
and recreation commission’s August 9 meeting. Based on commission’s input, the preferred
concept plan will be updated and presented to city council at their August 21, 2023 meeting.
V. Business Items
A. Parks and Facilities Tour Schedule with the Rambling River Center Advisory Board and City
Council

Director Omlid provided an overview of the parks and facilities tour schedule for August 30 at 6
p.m. Daisy Knoll Park wasn’t included in this year’s tour due to number of stops and time
allotted for tour. Daisy Knoll Park will be added to the 2024 tour. Moved by McMillen and
seconded by Caron to approve the parks and facilities schedule and locations. APIF. Motion
carried.
B. 2024 Parks and Recreation Department Fees
Director Omlid reviewed the proposed 2024 parks and recreation department fees and the
increases to Schmitz-Maki Arena ice rental, summer outdoor use fee, and Rambling River Center
banquet room additional cleaning. The fee increases are to help offset increasing operational
expenses. The proposed fees at the Rambling River Center were reviewed and recommended
for approval by the Rambling River Center Advisory Board. Commission asked if the $20
increase per hour in ice rental rates was enough to cover the increasing operational expenses.
Director Omlid stated the increase should be close; the uncertainty of expenses such as natural
gas and building repair / maintenance make it challenging.
Moved by Crabtree and seconded by McMillen to approve the 2024 parks and recreation fees
and recommend city council approve the fees. APIF. Motion carried.
VI. Discussion Items
A. Meeting with City of Empire’s Parks and Recreation Commission
Commission discussed potential dates and topics for the annual joint meeting with the City of
Empire’s parks and recreation commission. The preferred date is Monday, October 23 and the
back-up date is Wednesday, October 11. The joint meeting would be at 7 p.m. with the regular
commission meeting at 6 p.m. The meeting will be in Farmington this year. Potential agenda
items include food truck events, holiday programs and events, update from Empire on the
transition to a city, and park and trail improvements. Director Omlid will email the preferred
and back-up date and agenda items to Empire’s City Clerk and the chair of the parks and
recreation commission.
B. Review 2023 Work Plan Progress
Chair Putt reviewed the progress of the goals and objectives of the 2023 work plan.
VII. Commission Roundtable
Crabtree: Mentioned this would be her last meeting as she is moving to Lakeville. She emailed city
council asking them to make sure the improvements at Rambling River Park get done including the
skatepark. Get creative with the funding. Continue to evaluate if we need or don’t need current parks.
Someone will need to contact the food trucks for the fall letting them know they are the new point
person. Still need a sandwich truck as BD Sammies can’t be there. Will still be the biggest advocate for
parks and recreation in Farmington.

Director Omlid thanked Commissioner Crabtree for her service to the parks and recreation commission,
city, community, and parks and recreation department. She will be missed and has been a strong and
passionate advocate for parks and recreation.
VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Park Dedication Study
Staff and HKGi met June 22 for a progress update. The maps showing a one-mile buffer from
community parks and three-quarter mile buffer from proposed neighborhood parks were
reviewed. There hasn’t been a decision in the Burnsville case yet.
B. Akin Road Improvements
Akin Road improvements started July 7. Access the warming house behind Dodge Middle School
from the south if possible. Substantial completion by August 15, 2023 and final completion by
September 1, 2023.
C. Music and Movies in the Park
Movie in the Park will be Friday, July 28 at Lake Julia Park. The movie is Ferris Buellers Day Off.
Kidsdance starts at 7 p.m. and the movie starts at dusk (approximately 8:40 p.m.). The next
Music in the Park is Wednesday, July 26 at 7 p.m. at Rambling River Park. The Pan-Handlers
Steel Drum Band will be performing.
D. Pilot Knob Trail Preliminary Design
The Professional Services Agreement (PSA) with Bolton and Menk and the Joint Powers
Agreement with Dakota County will go to city council Monday (July 17) for approval. The kick-
off meeting for the project will be end of next week or the beginning of the following week.
E. Trails Pavement Condition Index Map
The draft Pavement Condition Index (PCI) map of the trails was received June 30. Staff is
currently reviewing the map to get questions, concerns, missing segments, etc. to Goodpointe
so they can update it. Director Omlid will bring this information to a future parks and recreation
commission meeting once the map is updated and final.
F. Rambling River Center Raffle Fundraiser with the Farmington Rotary
Raffle tickets are currently on sale for $52 apiece. There are 52 drawings for $100 and 4
drawings for $250. All names drawn will be thrown back in meaning you can win more than
once. A maximum of 300 tickets will be sold. As of Monday, the Rambling River Center had sold
62 raffle tickets. If you or someone you know is interested in purchasing a ticket, please get in
touch with Director Omlid.
G. Rambling River Center Passenger Van
Staff received notice June 27 the passenger van was in production. Staff estimates at least one
month before the van is received. The van will likely go by rail car to Cottage Grove, trucked up
to the dealership in Hibbing, and driven here for delivery. Staff is working with Blackfire to wrap
the van with a thank you to all the donors and a special thank you to Minnwest Bank, Finch and
Daisy, and the McKnight Family.

INTRODUCTION:
Due to a resignation on the parks and recreation commission, the city solicited applications from
residents for appointment on the commission. Three residents applied for the opening. Intervi ews
will be held Monday, August 7 with city council. After a review of the interviews, an appointment will
be made by the city council at their meeting the same night (August 7). Appointment is pending a
successful background check by the Farmington Police Department.
As long as the background check is completed and successful, the approved candidate will be invited
to the parks and recreation commission’s meeting on August 9. As this will be the first commission
meeting for the new commissioner, introductions are in order during the first part of the meeting. The
new commissioner will introduce themselves as will existing commission members. This term will be
through January 31, 2025.
Please note this is shown under presentations, but will occur immediately after the meeting is called
to order. The meeting agenda does not allow to add the introduction of the new commission member
immediately after the call meeting to order.

INTRODUCTION:
Included in the meeting packet is information about the Schmitz-Maki Arena’s (Arena) 2022-2023
winter ice season and 2023 spring turf and event rental season. Parks and Facilities Supervisor
Jeremy Pire will be presenting the information to commission.
The report for the winter ice season includes information for 2021 -2022 and 2022-2023, so
comparisons can be made over a two -year period. The 2021-2022 information is shown in red and
2022-2023 in black.
The report for the spring turf and event rental season includes information for the last five years, so
comparisons can be made. The Arena was closed from the end of November 2020 – beginning of
January 2021 due to the pandemic. Thus, the 2021 spring tur f and event season was shortened,
because the ice season was extended.
In addition to presenting the Arena seasonal reports, Jeremy will explain the process to clean /
remove graffiti on park amenities.
Commission members are asked to review the information, listen to the presentation, and ask any
questions they have.

INTRODUCTION:
City council, at its March 6, 2023 meeting, approved an agreement with Hoisington Koegler Group
Inc. (HKGi) to update the park master plan for Rambling River Park.
The kick-off meeting for the project was held in early April with several staff representing parks and
recreation, administration, engineering, and planning. The meeting included a walking tour of the
park and trails. Meetings with stakeholders including Dakota County, Farmington Area Vete ran’s
Memorial Committee, Farmington School District, Farmington Baseball Association, Farmington Girls
Fastpitch Association, and skateboard community were held in mid-April.
The first phase of public input via online methods, brief survey questionnaire and social pinpoint map,
started April 11 and closed May 7. Residents, park users, user groups, and visitors were encouraged
to take the survey and provide comments on the social pinpoint map. Gabrielle Grinde, HKGi,
attended the May 10, 2023 parks and recreation commission meeting to (1) review the project
schedule, (2) provide summary of input received so far, (3) review issues and opportunities map, and
(4) discuss next steps. At this meeting, commission provided feedback on the three draft concept
plans, which resulted in changes and two concept plans moving forward.
An open house to present the two concept plans for Rambling River Park was held during Music in
the Park on Wednesday, May 31 from 6-8 p.m. Staff from the city and HKGi and commission
members Crabtree, McMillen, and Merricks attended the event. The event was well attended and
good input was received. Following the open house, a link to the two concept plans and a short
survey were emailed and posted on the city’s website under Current News and on the city’s social
media channels. The survey closed on June 26, 2023. Following close of the survey, HKGi
summarized all the input to develop a draft preferred co ncept.
Gabrielle Grinde attended the July 12, 2023 parks and recreation commission meeting to (1) review
the project schedule, (2) share public input from the May 31 open house and online survey, (3)
discuss priority ranking of results, and (4) present recommendations for preferred concepts and cost
estimates. Based on commission’s feedback, HKGi refined the preferred concept plan and updated
the cost estimates. Included in the packet is the updated preferred concept plan. Staff will present
the updates and preferred concept.

Commission members are asked to review the preferred concept, listen to the presentation, allow
comments from the public after the presentation, and then discuss and approve a final draft preferred
concept plan for Rambling River Park. The approved concept plan will then be presented to city
council for approval at their August 21, 2023 meeting.

INTRODUCTION:
The second annual fall food truck event with Empire Parks and Recreation Commission is September
8, 2023 from 5 – 8 p.m. at Stelzel Ball Fields, 19200 Centerfield Court, Empire. Currently, there are
six (6) food trucks confirmed for the event including:

•Brick Oven Pizza Bus
•D & D Goodies
•El Jefe Cocina
•Faith United Methodist Church Root Beer Stand
•Junebug Carolina Flare (tenative)
•Unbakeable
City of Farmington staff is still working to secure an additional truck(s) for the event.
Commission members should be prepared to discuss the fall food truck event and who is available
to help the night of. Shifts will be from 4:45 – 6:30 p.m. and 6:30 – 8:15 p.m.

INTRODUCTION:
In September 2007, the parks and recreation commission explored a no smoking policy in city parks.
Dakota County Public Health participated in discussions with the commission on tobacco free parks,
what other communities were doing, and enforcement. In October 2007, the commission approved
recommending to the city council to approve a tobacco free parks policy. However, city council wasn’t
interested in debating the policy, so it was not brought forward for consideration.
At the January 7, 2008 city council meeting, students from Farmington High School’s Tiger
Leadership Club raised an issue about the use of tobacco products in parks and requested city
council consider adopting a tobacco free parks policy. At its following meeting, city council directed
staff to further discuss with the commission the policy and provided two key directions to the
commission. The policy should not impact adult softball fields (Rambling River Park Feely Fields)
and not include trails outside of parks.
The commission discussed the policy at its February, March, and April 2008 meetings. Discussions
centered on what areas of parks should be tobacco free and which areas tobacco products should
be allowed. At the April 2008 meeting, commission approved rec ommending to the city council the
policy that is included in the packet be approved. The policy reflected city council direction to allow
the use of tobacco products around adult softball fields and on trails not located in parks. The
commission also approved adding parking lots that are in parks to be exempt from the policy.
The attached tobacco free parks policy was presented to city council at its April 21, 2008 meeting.
The policy failed due to a lack of a motion.
On May 30, Governor Walz signed 2023 Session Laws Chapter 63 legalizing adult use cannabis in
Minnesota. The new law legalizes personal purchase, possession, and use of cannabis and related
products by adults over age 21. It legalizes use in limited circumstances. Use is allowed in private
residences, or on private property not generally open to the public. Thus, use on public streets or
sidewalks, and in public parks is generally not allowed.
At the city council work session on July 17, 2023 the city attorney presented an overview of the new
law legalizing adult use cannabis in Minnesota. The discussion included providing clarification for
law enforcement and concentrate on use in public spaces. Consensus was parks should be one of
our spaces that are treated like school ground s. The school’s tobacco free environment policy

prohibits smoking in school buildings or on school grounds. Several communities near Farmington
have or are implementing ordinances prohibiting cannabis use in public spaces including parks and
facilities.
Staff visited with Dakota County Public Health to see if they still support tobacco free programs. They
do with a Commercial Tobacco-Free Living program. The County is willing to provide more
information / present the information at a future parks and recreation commission meeting.
The commission is being asked to review the attached tobacco free parks policy and have a
discussion regarding tobacco use and smoking in the parks. Staff is looking for direction from
commission if they are interested in pursuing a tobacco and/or smoke free parks policy or ordinance.

Tobacco—Free Parks Policy
Purpose
The purpose of developing a T0bacco—FreeParks Policy (Policy)is to clarify the use of tobacco
products in parks.
Definitions
The following de?nitions are being used to clarify key words in the Policy:
Tobacco ~Any type ofproduct that contains tar and nicotine and is either smoked or chewed in
order for the body to acquire the nicotine ?romthe tobacco product.
Smoking —Any type oftobacco product that requires it to be lit and taken into the lungs through
inhalationin order for the body to acquire the nicotine ?'omthe tobacco product.
Oral «Any type oftobaccoproduct that requires it to be placed in the mouth in order for the
body to acquire nicotine fromthe tobacco product.
Public Park —Any City ofFarmington owned outdoor property that contains open space,
natural area,recreational facilities,structures and trails.
Policy
It shall be the policy of the City of Farmington to prohibit the use of any tobacco product
whether through smoking or orally,in any public park with the exception of an area within 150
feet of adult softball ?elds and within parking lots.The use of tobacco products is prohibited
based on the following rationale:
0 It is detrimental to children and adults health when participatingin or watching activities in
public parks when tobacco is used in close proximity.
0 Tobacco products are commonly disposed of by the user throwing it on the ground after use,
which creates unsightly litter requiring additional maintenance expense for the City.
0 Tobacco products that are discarded in public parks deters from the beauty of the public
parks.
0 Tobacco products that are discardedin public parks may pose a health risk due to toddlers
ingesting them.
0 Adult role models who use tobacco products project to children that the use of tobacco
products is an acceptable lifestyle.
-Parks should provide a healthy environment and tobacco use in parks provides an unhealthy
environment.
The Policy shall be implemented as follows:
0 Effective May 1,2008,the use of all tobacco products whether orally or smoked shall be
prohibitedfrom occurring in public parks with the exception of an area within 150 feet of
adult softball ?elds and within parking lots.
Emphasis on enforcing the Policy is on voluntary compliance.
Signage indicating that a public park with the exception of an area within 150 feet of adult
softball fields and within parking lots are tobacco free shall be posted in a prominent place
for all users to see and read.
0 An awareness campaignwill be undertaken by providing informationwhenever possible at
meetings,in City communicationswith the public and with park users..

FARMINGTON PARKS AND RECREATION COMMISSION
2023 WORK PLAN
Goal #1: Provide to the City Council a recommended 2024-2028 capital improvement plan for
the park improvement fund.
Objectives:
1. By April 1, the Commission will have discussed and identified a preliminary list of five-year
capital improvement projects for the park improvement fund that will include a list of parks,
costs, and schedule to be completed in the years 2024 to 2028.
Status: Completed. A discussion occurred at the May 10, 2023 meeting.
2. By June 1, the Commission will finalize the five-year capital improvement projects for the years
2024-2028 and make a recommendation to the City Council for approval.
Status: Completed. The commission recommended to the city council approval of a five-year
CIP for the park improvement fund for the years 2024-2028.
3. By December 31, the improvement projects recommended for funding from 2024-2028 will be
included in the City Council’s approved 2024 final budget.
Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory
Board and City Council.
Objectives:
1. By March 1, the Commission, Advisory Board and City Council will have identified a date to
have a tour.
Status: Completed. August 30 has been set for the tour.
2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission.
Status: Completed. The commission recommended parks and facilities to tour at their June
14, 2023 meeting.
3. By June 1, a final list of parks and facilities to tour will be approved by the Commission.
Status: Completed. The commission approved the tour sites and schedule at their July 12,
2023 meeting.
4. By October 1, a parks and facilities tour will have occurred.
Goal #3: Participate in a work session with City Council.
Objectives:
1. By February 1, a date to have a work session with City Council will be identified.
Status: Completed. A work session with city council and the planning commission is
scheduled for April 3.
2. By May 1, a list of work session topic(s) will be approved by the Commission.
Status: Completed. An introduction to park dedication was identified as the work session
topic.
3. By October 1, a work session with City Council will have occurred.
Status: Completed. A work session on park dedication was held with city council and the
planning commission on April 3.

a vendor to purchase and install the playground equipment and will make a recommendation to
City Council to approve the vendor selected.
Status: Completed. At their December 14, 2022 meeting, commission selected and
recommended a vendor to purchase and install the playground equipment.
2. By February 1, City Council will have approved the purchase and installation of the new
playground equipment.
Status: Completed. City council approved the purchase and installation at their
December 19, 2022 meeting,
3. By February 1, the Commission will have reviewed and approved the shade structure designs
and colors and will make a recommendation to City Council to approve the purchase.
Status: Completed. At their June 14, 2023 meeting, commission selected the colors of the
shade structure and recommended city council approve the purchase.
4. By March 1, City Council will have approved the purchase and installation of the new shade
structure.
Status: Completed. City council approved the purchase and installation of the shade
structure at their June 20, 2023 meeting.
5. By August 1, installation of the new playground equipment and shade structure will have been
completed.
6. By October 31, a ribbon cutting will have been completed for the new park.
Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2023.
Objectives:
1. By March 31, the Commission will have reviewed the priorities identified in the Bike
Pedestrian Plan.
At its March 8 meeting, the commission decided to wait until the Pavement Condition Index
(PCI) survey has been completed on the trails before deciding on additional priorities to work
on in 2023.
2. By May 15, the Commission will have developed and approved a list of priorities to work on
and complete in 2023.
3. By December 31, Commission members will have worked with staff to accomplish the Bike
Pedestrian Plan priorities it identified to complete.
Goal #6: Participate in the process of making improvements at Rambling River Park.
Objectives:
1. By February 1, the Commission will have provided input on the scope of services for
completing a new master plan for Rambling River Park. City council will have approved a
consultant to develop the new master plan.
Status: Completed. The commission provided input on the master plan proposal draft at
their February 8 meeting and city council approved HKGi to update the master plan at their
March 6 meeting.
2. By March 1, the Commission will have given input on potential improvements (i.e. playground
equipment, tennis courts / pickleball courts, skate park, etc.) to be included in the master plan.

Status: Completed. At the May 10 meeting, commission listened to a presentation by HKGi
on the process to-date and provided feedback on potential amenities and locations in the
park.
3. By June 15, a preliminary draft master plan for the park with cost estimates will be reviewed by
the Commission and feedback given to the consultant on any revisions to be made to the master
plan.
Status: Completed. The commission reviewed the draft preferred concept with cost estimates
and provided feedback to HKGi at their July 12, 2023 meeting.
4. By August 1, a final master plan with cost estimates will have been reviewed by the
Commission and a recommendation for approval and funding forwarded to the City Council.
5. By September 1, City Council will have approved a master plan for the park.
Goal #7: Host food truck events in the spring and fall with City of Empire’s Parks and
Recreation Commission.
Objectives:
1. By January 1, the date and location for the spring food truck event will be approved.
Status: Completed. Friday, May 19 from 5 to 8 p.m. in Empire Township at Stelzel Ballfields
was approved for the spring food truck event at the joint meeting on October 10, 2022.
2. By April 1, the date and location of the fall food truck event will be approved. Commission will
also have decided who will contact the food trucks to see if they are interested in participating.
Status: Completed. Friday, September 8 from 5 to 8 p.m. in Empire at Stelzel Ballfields was
approved for the fall food truck event at the April 12 meeting. Commissioner Crabtree will
contact the food trucks to see if they are interested in participating.
3. By May 15, Commission members will have decided who will help at what times with the spring
food truck event.
Status: Completed. The commission decided at their May 10 meeting who would work from
4:30-6:30 p.m. and 6:30-8:30 p.m.
4. By May 31, the spring food truck event will have happened.
Status: Completed. The spring food truck event was held May 19 with eight food trucks and
approximately 1,200 attendees.
5. By September 1, Commission members will have decided who will help at what times with the
fall food truck event.
6. By September 30, the fall food truck event will have happened.
7. By October 31, the commissions will have jointly discussed and evaluated the spring and fall
food truck events.
Goal #8: Continue to build and strengthen relationships with City of Empire’s Park and
Recreation Commission (ETPRC).
Objectives:
1. By July 1, a date for the joint meeting with ETPRC will be set.
2. By August 1, discuss and formulate a list of discussion topics for a joint meeting agenda with
ETPRC.
3. By September 1, approve a list of discussion topics for a joint meeting agenda with ETPRC.
4. By December 1, a meeting will have been held with ETPRC.

Goal #9: Receive periodic presentations from each of the parks and recreation department’s
professional staff members about programs, parks, facilities and trails and a presentation from
the Finance Director on the budget and a presentation from the Planning Manager on new
housing and business developments.
Objectives:
1. By April 15, Commission members will have received a presentation from the Finance Director
on the city’s budget and funding sources.
Status: Completed. The Finance Director presented the city’s budget and funding sources at
the April 12 meeting.
2. By May 15, the Commission will have received a presentation by professional staff members of
the Department’s 2022 Annual Report.
Status: Completed. The annual report was presented at the March 8 meeting.
3. By June 15, Commission members will have received a presentation from staff on the results of
the Schmitz-Maki Arena’s winter ice season.
4. By July 15, Commission members will have received a presentation from the Planning
Manager on current and future developments.
Status: Completed. The Planning Manager presented current and future residential and
commercial developments.
5. By September 15, Commission members will have received a presentation from staff on the first
half operations of the Rambling River Center.
6. By October 15, Commission members will have received a presentation from staff on the results
of the summer programs offered.
