Call Meeting to Order Chair Putt called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of December 13, 2023 Meeting Agenda Moved by Merricks and seconded by Fishman to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of November 8, 2023 Regular Meeting Minutes Moved by McMillen and seconded by Caron to approve the meeting minutes with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. B. Recreation Programs and Events Report Recreation Supervisor Missie Kohlbeck and Recreation Supervisor Emilee Shearer presented information and participant numbers for spring through fall recreation programs and special events. Recreation Supervisor Kohlbeck highlighted Firearms Safety which fills quickly and is taught by volunteers, Water Park Camp that was offered for two weeks this summer due to demand, and Trains and Treats, which was attended by the most people ever this year. Recreation Supervisor Shearer highlighted the classes with Muddy Waters Studio, Sprouting Sports, which is a sports sampler for ages 3-5 years, Hyperspace Starcade Video Game Truck, Halloween Havoc Tour, and Learn to Skate Lessons. Recreation Supervisor Kohlbeck mentioned the Rotary and Seniors Holiday Party was yesterday and Finch & Daisy Consulting paid for all the meals. Neil Anderson, Market President and SVP of Commercial Banking for Minnwest Bank, Farmington, surprised the Rambling River Center Advisory Board at their December 11 meeting with a check for $50,000 to build an outside patio complete with furnishings at the Rambling River Center! Recreation Supervisor Shearer mentioned she collaborated with Dakota County Public Health staff to write a Department of Natural Resources (DNR) No Child Left Inside Grant to purchase snowshoes and archery equipment. We will find out in the spring if awarded the grant. The Commission thanked staff for their hard work, great programs, and encouragement for participant numbers increasing. V. Business Items A. 2023 Meeting Attendance Report Page 4 of 22 The 2023 meeting attendance report was reviewed and the commission was reminded the report would be updated to reflect member’s attendance at the boards and commissions reception on December 7 and tonight’s meeting. Moved by McMillan and seconded by Fishman to approve the 2023 meeting attendance report with the additional attendance added to the report for members attending the boards and commissions reception last week and tonight’s meeting. APIF. Motion carried. B. Rambling River Park Playground Equipment Director Omlid provided an overview of the playground equipment being proposed for Rambling River Park. The playground equipment would be inclusive and contain several play features that would be new to the park system including the cyclo cone plus climber, glide along, and inclusive whirl. The surfacing is a poured-in-place (PIP) rubber surface that is ADA approved, slip-resistant, and porous. The PIP rubber surface comes in four standard colors including blue, tan, green, and terra cotta. The Commission discussed the color options and decided the PIP surface should be tan with the blue river. Commission is very excited about the new playground and surfacing and it looks different from our other parks. Moved by Fishman and seconded by Caron to have the PIP rubber surface be tan with the blue river and recommend city council to authorize purchase and installation of the playground equipment for Rambling River Park. APIF. Motion carried. VI. Discussion Items A. Review Tobacco-Free Parks Overview Commissioner Fishman asked the other commissioners if they were swayed to pursue a tobacco-free parks policy after the Tobacco-Free Parks Overview presented by Dakota County Public Health and Tobacco-Free Alliance. The commissioners were now interested in pursuing a tobacco-free parks policy not only due to the presentation, but they didn’t realize vaping was such an issue in middle school. They mentioned Dakota County Public Health and Tobacco-Free Alliance will help with signage, which will hopefully deter tobacco use in parks and folks visiting parks would appreciate the community’s values to keep park goers safe. There was discussion about if there would be situations, we wouldn’t want to have tobacco-free parks and would it be just for parks. Director Omlid let the commission know this would be decided by the commission when developing the policy at future meetings. Development of a tobacco-free parks policy will be added to the 2024 Work Plan. B. Rambling River Center Facility Master Plan Director Omlid provided an overview of the draft concept for the Rambling River Center. Suggestions included adding an adult changing table in one of the new restrooms, adding glass windows in the train room looking at the patio for more natural light, and ensuring the facility is accessible. The consensus from the commission is the plan looks great. Comments and recommendations from the Rambling River Center Advisory Board, parks and recreation commission, and staff will be sent to JLG Architects. JLG will then make the updates and work on cost estimates with the facility master plan to be presented to city council on Tuesday, January 16, 2024 at 7 p.m. Page 5 of 22 C. 2024 Work Plan Ideas and Draft Plan Director Omlid reviewed the 2024 Work Plan draft. Development of a tobacco-free parks policy will be added as a goal. Director Omlid suggested for Goal #6 Participate in the process of identifying and making improvements at Depot Way Arts Park to push that to later in the year and carry into 2025, so can have an open house with residents of the Emery Apartments to understand what they would like in the park. Commission thought should have at least brainstormed potential improvements, ideas, partners, etc. Director Omlid will update the draft plan to be approved at the January 10, 2024 meeting. D. Review 2023 Work Plan Progress Chair Putt reviewed the progress of the goals and objectives of the 2023 work plan. VII. Commission Roundtable McMillen: Wished everyone happy holidays and happy new year. Putt: Didn’t have anything to share. Caron: Didn't have anything to share. Merricks: Didn’t have anything to share. Fishman: Excited for the Department of Natural Resources (DNR) to come to the January meeting to present about the Vermillion River and trout fishing. VIII. Staff Report/Updates Director Omlid provided information on the following: A. Holiday Lights Tour There are 23 homes on this year’s holiday lights tour with three (3) tuned to radio stations for music and two (2) collecting donations for the food shelf. This year the city’s GIS Specialist created an online map for the tour. B. 2024 Budget City council approved the 2024 budget at their December 4 meeting. The tax levy increased by 9.87% which included several items including two new public works maintenance workers and a half-time grant coordinator position, new finance/accounting/payroll/utility software, increase in Emerald Ash Borer (EAB) management activities, and continue to make progress to reach adequate funding levels in several areas including street maintenance, trail maintenance, building maintenance, and fleet replacement. C. Outdoor Rinks and Warming Houses Staff were trained last evening. The outdoor rinks and warming houses were scheduled to open Friday (December 15), but haven’t started flooding due to warmer temperatures. Hopefully, will be able to start flooding after the holidays. Weather permitting, the outdoor rinks and warming houses will be open through February 19. D. Minnesota Department of Natural Resources (DNR) No Child Left Inside Grant Staff collaborated with Dakota County to write a Minnesota Department of Natural Resources (DNR) No Child Left Inside Grant to purchase snowshoes (45 pairs) and archery equipment (28 bows). We will find out in March 2024 if awarded the grant, which was for $13,373 for the snowshoes and bows. E. Regional Solicitation Grant (North Creek Greenway – Downtown Farmington Segment) Page 6 of 22 The segment from behind Riverview Elementary School to Mystic Meadows is approximately 1.8 miles and the only segment remaining of the North Creek Greenway in Farmington. Dakota County provided the grant writing services to the city at no charge; HKGi is writing the grant which is due Friday. The estimated cost to construct the trail which includes one bridge is $1,974,720. IX. When speaking to the commission it must be in a respectful and non-threatening manner. Anyone wishing to provide public comments must provide their name and address for the record. Public comments shall not exceed five minutes. The commission will not respond to the comments and a formal written response will be sent prior to the next commission meeting to the person who made the public comments. Page 8 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: Minnesota Department of Natural Resources (DNR) Fish & Wildlife Overview of the Vermillion River Meeting: Parks and Recreation Commission - Jan 10 2024 INTRODUCTION: The parks and recreation commission’s work plan for 2024 includes a goal to “Build and strengthen relationships with the City of Empire Parks and Recreation Commission, Minnesota Department of Natural Resources (DNR), and Dakota County Parks.”. Thus, TJ Debates, East Metro Area Fisheries Supervisor, Fish & Wildlife, MN DNR will be at the meeting to present on the Vermillion River and trout fishing. In addition to the work plan goal to build and strengthen the relationship with the DNR, during the Rambling River Park master planning process it came up several times during public outreach and engagement the Vermillion River in Farmington isn’t celebrated and promoted as a central feature of the park. It is often hidden from view. Recommendations included enhanced Vermillion River access with fishing stones/boulders and overlooks at key locations. Vermillion River enhancements ranked as the sixth highest priority for implementation on the survey conducted during Phase 2 engagement. Commission members are asked to listen to the presentation and ask any questions they have. Page 9 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: 2024 Work Plan Meeting: Parks and Recreation Commission - Jan 10 2024 INTRODUCTION: Included in the packet is the final 2024 Work Plan based on commission members input at the last three commission meetings. It is a very exciting plan; one that has great promise to guide the city’s future parks and recreation system. Commission members should come to the meeting prepared to discuss the final 2024 Work Plan and then formally approve it after the discussion. ATTACHMENTS: 2024 Parks and Recreation Commission Work Plan Page 10 of 22 FARMINGTON PARKS AND RECREATION COMMISSION DRAFT 2024 WORK PLAN Goal #1: Provide to the City Council a recommended 2025-2029 capital improvement plan for the park improvement fund. Objectives: 1. By April 1, the Commission will have discussed and identified a preliminary list of five-year capital improvement projects for the park improvement fund that will include a list of parks, costs, and schedule to be completed in the years 2025 to 2029. 2. By August 1, the Commission will finalize the five-year capital improvement projects for the years 2025-2029 and make a recommendation to the City Council for approval. 3. By December 31, the improvement projects recommended for funding from 2025-2029 will be included in the City Council’s approved 2025 final budget. Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory Board and City Council. Objectives: 1. By March 1, the Commission, Advisory Board and City Council will have identified a date to have a tour. 2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission. 3. By June 1, a final list of parks and facilities to tour will be approved by the Commission. 4. By October 1, a parks and facilities tour will have occurred. Goal #3: Participate in a work session with City Council. Objectives: 1. By February 1, a date to have a work session with City Council will be identified. 2. By May 1, a list of work session topic(s) will be approved by the Commission. 3. By October 1, a work session with City Council will have occurred. Goal #4: Participate in the process of finishing and making improvements at Sunny Hills Park, Flagstaff Meadows Park, and Rambling River Park. Objectives: 1. By January 1, City Council will have approved the purchase and installation of new playground equipment for Rambling River Park. 2. By June 1, the final improvements at Sunny Hills Park will be completed and a ribbon cutting ceremony will have occurred. 3. By July 1, the final improvements at Flagstaff Meadows Park will be completed and a ribbon cutting ceremony will have occurred. 4. By July 15, installation of the new playground equipment at Rambling River Park will have been completed and a ribbon cutting ceremony will have occurred. Page 11 of 22 Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2024. Objectives: 1. By March 31, the Commission will have reviewed the priorities identified in the Bike Pedestrian Plan. 2. By May 15, the Commission will have developed and approved a list of priorities to work on and complete in 2024-2025. 3. By December 31, Commission members will have worked with staff to accomplish the Bike Pedestrian Plan priorities it identified to complete. Goal #6: Participate in the process of identifying and making improvements at Depot Way Arts Park. Objectives: 1. By November 1, the Commission will have discussed Depot Way Arts Park and brainstormed potential improvements, ideas, partners, etc. 2. By February 1, 2025, an open house seeking ideas for improvement will have been held. 3. By March 1, 2025, the Commission will have given input on potential improvements. 4. By May 1, 2025, cost estimates and potential funding sources will be identified and shared. 5. By August 1, 2025, improvements that can be completed by staff and/or volunteers will be finished. Goal #7: Host food truck events in the spring and fall with City of Empire Parks and Recreation Commission. Objectives: 1. By January 1, the date and location for the spring food truck event will be approved. 2. By April 1, the details, including, but not limited to date, location, and music, of the fall food truck event will be approved. Commission will also have decided who will contact the food trucks to see if they are interested in participating. 3. By May 15, Commission members will have decided who will help at what times with the spring food truck event. 4. By May 31, the spring food truck event will have happened. 5. By September 1, Commission members will have decided who will help at what times with the fall food truck event. 6. By September 30, the fall food truck event will have happened. 7. By October 31, the commissions will have jointly discussed and evaluated the spring and fall food truck events. Goal #8: Continue to build and strengthen relationships with the City of Empire Parks and Recreation Commission, Minnesota Department of Natural Resources (DNR), and Dakota County Parks. Objectives: 1. By February 1, organize and host a presentation by the Minnesota Department of Natural Resources (DNR). 2. By June 1, organize and conduct a joint parks tour with the City of Empire. 3. By October 1, organize and host a presentation by Dakota County Parks. Page 12 of 22 Goal #9: Develop a Tobacco-Free Parks Policy. Objectives: 1. By April 1, review tobacco-free parks policies from other cities in Dakota County and discuss what should be included in a City of Farmington Tobacco-Free Parks Policy. 2. By May 1, review draft tobacco-free parks policy and make recommendations for edits. 3. By July 1, forward updated draft policy to Dakota County Public Health and Tobacco-Free Alliance for feedback. 4. By August 15, further discuss and revise the policy, if needed, based on feedback from Dakota County Public Health and Tobacco-Free Alliance, and forward to City Council for approval. 5. By September 15, present policy to City Council for approval. Goal #10: Receive periodic presentations from each of the parks and recreation department’s professional staff members about programs, parks, facilities and trails and a presentation from the Finance Director on the budget and a presentation from the Planning Manager on new housing and business developments. Objectives: 1. By April 15, Commission members will have received a presentation from the Finance Director on the city’s budget and funding sources. 2. By May 15, the Commission will have received a presentation by professional staff members of the Department’s 2023 Annual Report. 3. By June 15, Commission members will have received a presentation from staff on the results of the Schmitz-Maki Arena’s winter ice season. 4. By July 15, Commission members will have received a presentation from the Planning Manager on current and future developments. 5. By September 15, Commission members will have received a presentation from staff on the first half operations of the Rambling River Center. 6. By October 15, Commission members will have received a presentation from staff on the results of the summer programs offered. 7. By December 15, Commission members will have received a presentation from staff about the spring turf season and summer ice season. 8. By December 15, the Commission will have received a presentation from staff about maintenance and improvements to parks and trails. Page 13 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: Minnesota Department of Natural Resources (DNR) Outdoor Recreation Grant Program Meeting: Parks and Recreation Commission - Jan 10 2024 INTRODUCTION: In early December, staff received an email from the Minnesota Department of Natural Resources (DNR) announcing grant funding opportunities for park and trail projects across Minnesota. Applications are now being accepted for grant programs including outdoor recreation, natural and scenic area, regional trail, local trail connections, and federal recreational trails. These grants help local governments in the state create partnerships with the DNR to fund projects ranging from local parks to regional trails to trail connections. Staff has mentioned the DNR Outdoor Recreation Grant previously and it was identified as a funding option and source in the approved Rambling River Park Master Plan. The purpose of the Outdoor Recreation Grant is “To increase and enhance recreation facilities in local and community parks throughout the state.”. The Outdoor Recreation Grant program provides matching grants to local and/or development acquisition, of cost the of to up for government of units 50% redevelopment of local parks and recreation areas. The maximum grant awards is $350,000 for a total project of $700,000. The program requires a one-to-one match which can consist of cash, value of materials, labor and equipment usage by the local sponsor, donations, or any combination thereof. Project proposals must include one or more major recreation facilities as outlined by the MN DNR. A permanent skatepark is one of the eligible recreation facilities. Support facilities are also eligible for funding as part of a grant application that contains at least one facility from the eligible recreation facilities identified by the DNR. Support facilities include, but not limited to, landscaping, lighting, park furnishings such as benches, drinking fountains, picnic tables, and trash receptacles, and walkways or accessible routes that connect facilities to one another. Two important grant requirements of this program are (1) all parks or recreational areas that receive funds under this program must be operated and maintained for public outdoor recreation purposes into perpetuity, even if facility type changes in the future and (2) the land the facility is to be constructed on must be owned by the city, county, or township or will be acquired with the grant application. During the Rambling River Park master planning process, stakeholder engagement showed a strong desire for a skatepark in the community to serve teens who are currently going to other Page 14 of 22 communities for skating, scootering, and biking. The city council approved master plan for the park included building a skatepark at Feely Fields as a short-term park improvement. Also included in the approved master plan is support facilities of new tree plantings, new shade structure, and new park trails from the parking lot to the skatepark and shade structure. Over the last several years, the parks and recreation commission’s priority besides new playground equipment at Rambling River Park is adding a skatepark to the park system. At the December 13, 2023 parks and recreation commission meeting, the commission approved a recommendation to city council to authorize purchase and installation of new playground equipment for Rambling River Park. City council at its December 18, 2023 meeting, approved the purchase and installation of the playground equipment. Thus, staff ordered the playground equipment, poured-in-place rubber surfacing, and installation the following day. Staff’s recommendation is to apply for the MN DNR Outdoor Recreation Grant with the major recreation facility being the skatepark to be constructed at Feely Fields within Rambling River Park. Support facilities to be included in the grant application are landscaping, shade structure, trail from the parking lot to the skatepark and shade structure, and park furnishings (i.e. benches, picnic tables, trash and recycling receptacles). The commission is being asked is to ask any questions they have about the grant, staff’s recommendation, and have a discussion if the skatepark is still their priority and if it should be the major recreation facility included in the city’s grant application. Following the discussion, the commission by motion should make a recommendation to city council to authorize the city’s grant application for the MN DNR Outdoor Recreation Grant and matching funds of $350,000. Page 15 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: Pavement Condition Index (PCI) for Trails Meeting: Parks and Recreation Commission - Jan 10 2024 INTRODUCTION: City council, at its December 19, 2022 meeting, approved a proposal from GoodPointe Technology to complete a detailed Pavement Condition Index (PCI) on roadway and trail pavements within the city. Bituminous pavement conditions can be quantified using a PCI. Last spring / summer, Goodpointe Technology rated the condition of bituminous pavement throughout the city. Attached is the draft map of the trail pavement conditions completed by GoodPointe Technology. A PCI pertains only to the pavement condition and is a value based on a scale of 0-100 (100 is new trail). The ratings are based on visual distresses (i.e. cracks, patches, and ruts) and the conditions are observed at a specific point in time. Not every patch or crack is counted, but condition observations are aggregated by the trail segment. When rating the pavement conditions, each segment of trail is assigned a numerical value from 0 to 100 with 0 pavement being in extremely poor condition and 100 representing new trail. The attached map identifies the trails in the worst condition in red, orange, and light pink and trails in the best condition and/or new trails in dark green. The Feature Count is the number of trail segments that fall in that rating group. Parks and recreation staff reviewed the draft map for missing segments, consistency, and the condition ratings compared to how the trail represents in the field. To maintain current and relevant data, the trail pavement conditions will be rerated every two years. New trail segments will be added to the data and map during the rerating process. The PCI data is only one piece of information when determining priorities for preventative maintenance and replacement of trail segments. There are several other considerations when planning bituminous trail work including, but not limited to, safety, edge conditions, drainage, high traffic trails, and combine with street projects. At the meeting, staff will review the draft map, what trail conditions were found in the field, and how the data will be incorporated into financial planning, maintenance programming, and the Capital Improvement Plan (CIP) for Trail Improvements. Commission members are asked to listen to the presentation and ask any questions they have. The election occurs in February due to the possible appointment and seating of new members at this meeting. The purpose of this item is to have a brief discussion to gauge the interest commission members have about serving in the chair or vice-chair position for the next year. This makes the February election go quicker and smoother. Commission members should come to the meeting ready to share if they have an interest in serving in either the chair or vice-chair position for the next year.
