Commission members are asked to review the minutes and provide any corrections or additions that are needed at the meeting. Call Meeting to Order Chair Fishman called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of March 13, 2024 Meeting Agenda Moved by McMillen and seconded by Merricks to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of February 14, 2024 Regular Meeting Minutes Moved by Merricks and seconded by Fishman to approve the meeting minutes with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. B. Parks and Recreation Department 2023 Annual Report Director Omlid, Parks and Facilities Supervisor Pire, Recreation Supervisor Kohlbeck, and Recreation Supervisor Shearer presented the 2023 annual report and goals for 2024. This included information from the Schmitz-Maki Arena, Facility Maintenance, Parks Maintenance, Recreation, Community Partners, Rambling River Center, 2024 Goals, and Board and Commission. The commission thanked staff for putting the report together and presenting it. Commission also thanked staffed for all their hard work. Staff asked if there were any suggestions to improve the presentation or things missing as presenting it to city council at their meeting Monday. A recommendation was to add a slide for Dew Days as the city and Parks and Recreation Department are a partner and offer events for the celebration; also include the number of volunteers. V. Business Items VI. Discussion Items A. Tobacco-Free Parks Policy Director Omlid reviewed Dakota County’s Ordinance 107 Section 3.3 regarding Smoking and Electronic Delivery Device use. The County is currently looking at updating the language including possibly removing the misdemeanor that is attached to the ordinance. The Commission reviewed and confirmed the discussion from the February 14, 2024 parks and Page 4 of 22 recreation commission meeting. The commission agreed parks and trails excluding parking lots should always be tobacco-free. Director Omlid asked about city facilities including the Rambling River Center and Schmitz-Maki Arena. The Rambling River Center has groups who have rented the facility since the opening of the Center; they have members who smoke. We would hate to lose them if we moved to a tobacco-free policy. There have been zero issues and they dispose of their cigarette butts in the plastic smoker’s receptacle outside. The consensus from commission was to leave city facilities out of the tobacco-free policy to maintain relationships with user groups and we aren’t having any problems with smokers at the facilities. We need to make sure we have a visible receptacle for disposal of butts. Director Omlid will bring a draft tobacco-free park policy to a future meeting for feedback. B. Parks and Facilities Tour with Rambling River Center Advisory Board and City Council Director Omlid provided an overview of the park tour with the Rambling River Center Advisory Board and City Council. Last year the tour was on August 30 from 6-8 p.m. Feedback from one Advisory Board member was to push the tour to September when it might be cooler. The concern with moving later in the fall is the sunset. There was discussion that if the tour was moved to September would need to move the start time to 5:30 p.m., which might be hard for those working. The commission identified Wednesday, August 28 from 6-8 p.m. for the tour. Initial suggestions for tour stops include the Schmitz-Maki Arena, Flagstaff Meadows Park, Rambling River Park to see the new playground equipment, and through Jim Bell Park and Preserve to see the progress of the removal of Emerald Ash Borer (EAB) trees and buckthorn. Commission will have another discussion regarding tour stops at a future meeting. C. Bike Pedestrian Plan Priorities Director Omlid provided an overview of the Bike Pedestrian Plan (Plan) priorities that were recently completed and ones currently in progress. Educational Programs including the upcoming bicycle helmet campaign / bike rodeo with the Parks and Recreation and Police Departments would be a Plan priority that could be accomplished as doesn’t take much financial resources and the commission could be involved in some way. The bicycle helmet campaign / bike rodeo is tentatively scheduled for Saturday, June 1 from 9-11 a.m. There will be a bike ride as part of this event, thinking a short and long ride. Commission thought this was a priority they could help with. Director Omlid will bring details to the April or May meeting, depending on when they are finalized. D. 2024 Work Plan Progress Director Omlid reviewed the progress of the goals and objectives of the 2024 work plan. VII. Commission Roundtable McMillen: Asked if the bollards at the Schmitz-Maki Arena were going to be cut to the same size as the first two to the west or left as is. Staff Report/Updates Director Omlid provided information on the following: A. Park Dedication Study Planning and parks and recreation staff are meeting with HKGi next week to review and discuss the fee analysis. The next step would be a joint work session with the Planning Commission. We are thinking of an April work session; will email a Doodle poll for availability. B. Food Truck Events with Empire Parks and Recreation Commission Reminder the Spring Food Truck Event is Friday, May 17 from 5-8 p.m. at Stelzel Ball Fields in Empire. The subcommittee for the Fall Event met and there was some confusion from the joint meeting about pairing the food truck event with Empire’s Sunday night entertainment series. The Farmington High School Marching Band is performing in Empire that night. There were concerns with parking and traffic flow with the construction of Kwik Trip. The Summer-Send Off Event was recommended for the name of the event. C. Park Tour with Empire Parks and Recreation Commission Empire Parks and Recreation Commission decided May 22 for the park tour. They requested to see at least one of our more recent parks and then open to other stops we recommend. They asked if there were places we would like to see. The commission wants to see the disc golf course. D. Rambling River Park Staff haven’t heard from the Department of Natural Resources (DNR) regarding the draft grant application for the Outdoor Recreation Grant for design and construction of a skatepark. The final grant application is due April 1. Parks Maintenance staff will start removing the tennis court fence and surface April 1. Playground equipment will probably be delivered the week of April 15. E. Pilot Knob Road Trail Staff heard from Dakota County regarding the request to use the County’s pedestrian crossing analysis tool for the at-grade crossings on Pilot Knob Road. Given the speeds on the corridor and multiple lanes of traffic at these intersections (right and left turn lanes at these intersections in addition to the through lanes), the County does not have any solutions they would recommend improving safety for crossing at-grade. The grade separated crossing is going to be the safest solution, so it is worth spending more time focusing on that possibility. The proposal from Bolton & Menk states they will evaluate the portion of trail along Pilot Knob Road between 197th Street and 203rd Street where existing geometry and elevations lends itself to be the best fit for the underpass. A preliminary construction cost estimate will be developed for the underpass and outcomes of the evaluation will be included in the feasibility report. The feasibility report is anticipated to be presented to the city council in May. F. Farmington Currents Summer Edition The Currents Summer Edition was dropped off to city hall and the Farmington Post Office today. Residents could see them in their mailboxes as early as tomorrow. The summer edition was moved up a month based on feedback from parents / guardians that they had already registered their children for other programs / activities by the time they received the Currents. When speaking to the commission it must be in a respectful and non-threatening manner. Anyone wishing to provide public comments must provide their name and address for the record. Public comments shall not exceed five minutes. The commission will not respond to the comments and a formal written response will be sent prior to the next commission meeting to the person who made the public comments. The objective with the City of Empire Parks and Recreation Commission was to organize and conduct a joint parks tour. At the February 14, 2024 meeting, the parks and recreation commission identified Wednesday, May 22 as the preferred date for the tour and Wednesday, May 29 as the back-up date. The tour would be from 6-8 p.m. The commission also discussed potential tour stops in Farmington including Sunny Hills Park, Flagstaff Meadows Park, Prairie Pines Park, Schmitz-Maki Arena drop-off lane and parking lot improvements, Rambling River Park to discuss the master plan improvements and Vermillion River access for fishing, and trails needing to be fixed. Director Omlid followed up with Empire following the meeting to provide the potential tour dates and stops. The Empire Parks and Recreation Commission discussed this at their March 11, 2024 meeting. They agreed to the preferred date of Wednesday, May 22 for the tour. They requested to see at least one of the more recent parks built in Farmington. Their plan was to start at Town Hall Park, since that is their most recent and go from there. Empire asked if there were any places we would like to see. At their March 13, 2024 meeting, the parks and recreation commission discussed and recommended seeing the disc golf course in Empire. As a reminder, transportation will be provided by the City of Farmington in the new 12-passenger van. The commission is asked to come prepared to finalize the park, facility, and trail stops in Farmington. Staff will then develop a schedule and present it to the commission at their May 8, 2024 meeting for approval. The approved schedule will then be sent to the Empire Parks and Recreation Commission. Page 11 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks & Recreation Subject: Food Truck Events with City of Empire's Parks and Recreation Commission Meeting: Parks and Recreation Commission - Apr 10 2024 INTRODUCTION: The third annual spring food truck event with Empire Parks and Recreation Commission is May 17, 2024 from 5 – 8 p.m. at Stelzel Ball Fields, 19200 Centerfield Court, Empire. Currently, there are nine (9) food trucks confirmed for the event including: •Andy’s Tasty Meat •BD Sammies •Brick Oven Pizza Bus •Cake Shake (waiting on paperwork) •California Dip (being presented to Empire City Council for consideration) •D & D Goodies •El Jefe •Schroeder's Concessions •The American Dream Machine (being presented to Empire City Council for consideration) Commission members should be prepared to discuss the spring food truck event and who is available to help at the event. Shifts will be from 4:45 – 6:30 p.m. and 6:30 – 8:15 p.m. There was a subcommittee formed to work out the details of the fall food truck event. This was in response to lower attendance at the fall 2023 event than previous food truck events. The subcommittee consisted of a staff and commission member from Farmington and two commission members from Empire. The subcommittee met in early March. There was confusion among the subcommittee members about what was discussed at the joint meeting in October. Farmington thought the idea was to move the fall food truck event to a Sunday late afternoon / early evening in conjunction with the City of Empire’s Sunday evening entertainment. Empire commission members brought this information back to their full commission and there were several items discussed including parking and the long-standing tradition of the Farmington High School marching band performing as part of their Sunday evening entertainment. There was concern adding food trucks would take away the focus of the marching band night. Staff contacted the Deputy Clerk for the City of Empire for clarification and availability of ball fields. In September, Stelzel Ball Fields is only available on Friday, September 6, Sunday, September 15, and Friday, September 27. Commission members should be prepared to discuss the fall food truck Page 12 of 22 event and if, and how, to proceed with a fall food truck event. Empire Parks and Recreation Commision is also going to discuss this at their next meeting (April 8) and the Deputy Clerk is going to provide an update to Director Omlid who will update the commission at the meeting. Page 13 of 22 PARKS AND RECREATION COMMISSION AGENDA MEMO To: Parks and Recreation Commission From: Kellee Omlid, Parks & Recreation Director Department: Parks and Recreation Commission Subject: City Council Work Session Meeting: Parks and Recreation Commission - Apr 10 2024 INTRODUCTION: The commission has met annually with the city council in a work session to discuss parks and recreation matters. The most recent work session topics with city council included Jim Bell Park and Preserve concept plan, Jim Bell Park and Preserve master plan/park system plan and Asset Management Tool presentation and discussion, and park dedication study presentation. One of commission’s goals in 2024 is to participate in a work session with city council. The commission should discuss if it still wants to meet with the city council in a work session in 2024. If it does, the commission should discuss what possible topics it would like to discuss with the city council, so this can be shared with them prior to the meeting. Additionally, the commission should identify a preferred and back-up date for the meeting, so staff can ask the city council which works best for them. After a work session date has been set and topics identified, the commission can have a more detailed discussion at one of its future meetings on what the presentation should consist of during the work session. Objectives: 1. By April 1, the Commission will have discussed and identified a preliminary list of five-year capital improvement projects for the park improvement fund that will include a list of parks, costs, and schedule to be completed in the years 2025 to 2029. 2. By August 1, the Commission will finalize the five-year capital improvement projects for the years 2025-2029 and make a recommendation to the City Council for approval. 3. By December 31, the improvement projects recommended for funding from 2025-2029 will be included in the City Council’s approved 2025 final budget. Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory Board and City Council. Objectives: 1. By March 1, the Commission, Advisory Board and City Council will have identified a date to have a tour. Status: Completed. August 28 has been set for the tour. 2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission. 3. By June 1, a final list of parks and facilities to tour will be approved by the Commission. 4. By October 1, a parks and facilities tour will have occurred. Goal #3: Participate in a work session with City Council. Objectives: 1. By February 1, a date to have a work session with City Council will be identified. 2. By May 1, a list of work session topic(s) will be approved by the Commission. 3. By October 1, a work session with City Council will have occurred. Goal #4: Participate in the process of finishing and making improvements at Sunny Hills Park, Flagstaff Meadows Park, and Rambling River Park. Objectives: 1. By January 1, City Council will have approved the purchase and installation of new playground equipment for Rambling River Park. Status: Completed. At their December 18, 2023 meeting, City Council approved the purchase and installation of playground equipment for Rambling River Park. 2. By June 1, the final improvements at Sunny Hills Park will be completed and a ribbon cutting ceremony will have occurred. 3. By July 1, the final improvements at Flagstaff Meadows Park will be completed and a ribbon cutting ceremony will have occurred. 4. By July 15, installation of the new playground equipment at Rambling River Park will have been completed and a ribbon cutting ceremony will have occurred. Page 16 of 22 Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2024. Objectives: 1. By March 31, the Commission will have reviewed the priorities identified in the Bike Pedestrian Plan. Status: Completed. The Commission reviewed and discussed the priorities identified in the Bike Pedestrian Plan at their March 13 meeting. 2. By May 15, the Commission will have developed and approved a list of priorities to work on and complete in 2024-2025. 3. By December 31, Commission members will have worked with staff to accomplish the Bike Pedestrian Plan priorities it identified to complete. Goal #6: Participate in the process of identifying and making improvements at Depot Way Arts Park. Objectives: 1. By November 1, the Commission will have discussed Depot Way Arts Park and brainstormed potential improvements, ideas, partners, etc. 2. By February 1, 2025, an open house seeking ideas for improvement will have been held. 3. By March 1, 2025, the Commission will have given input on potential improvements. 4. By May 1, 2025, cost estimates and potential funding sources will be identified and shared. 5. By August 1, 2025, improvements that can be completed by staff and/or volunteers will be finished. Goal #7: Host food truck events in the spring and fall with City of Empire Parks and Recreation Commission. Objectives: 1. By January 1, the date and location for the spring food truck event will be approved. Status: Completed. Friday, May 17 from 5 – 8 p.m. in Empire at Stelzel Ball Fields was approved for the spring food truck event at the joint meeting on October 23, 2023. 2. By April 1, the details, including, but not limited to date, location, and music, of the fall food truck event will be approved. Commission will also have decided who will contact the food trucks to see if they are interested in participating. 3. By May 15, Commission members will have decided who will help at what times with the spring food truck event. 4. By May 31, the spring food truck event will have happened. 5. By September 1, Commission members will have decided who will help at what times with the fall food truck event. 6. By September 30, the fall food truck event will have happened. 7. By October 31, the commissions will have jointly discussed and evaluated the spring and fall food truck events. Goal #8: Continue to build and strengthen relationships with the City of Empire Parks and Recreation Commission, Minnesota Department of Natural Resources (DNR), and Dakota County Parks. TJ Debates, Minnesota Department of Natural Resources, attended the January 10 parks and recreation commission meeting and presented on fisheries management and Vermillion River. 2. By June 1, organize and conduct a joint parks tour with the City of Empire. 3. By October 1, organize and host a presentation by Dakota County Parks. Goal #9: Develop a Tobacco-Free Parks Policy. Objectives: 1. By April 1, review tobacco-free parks policies from other cities in Dakota County and discuss what should be included in a City of Farmington Tobacco-Free Parks Policy. Status: Completed. At their February 14 meeting, the commission reviewed policies and ordinances from other cities and discussed what should be included in the City of Farmington Tobacco-Free Parks Policy. 2. By May 1, review draft tobacco-free parks policy and make recommendations for edits. 3.
