I. Call Meeting to Order
Chair Fishman called the parks and recreation commission meeting to order, and Chair Rotty called the
planning commission meeting to order at 6:00 p.m. Quorum was present.
II. Approval of June 10, 2024 Meeting Agenda
There were no changes to the agenda.
III. Discussion Items
A. Park Dedication Study Findings and Recommendations
This is a joint work session with the parks and recreation commission and planning commission.
All attendees introduced themselves. Director Omlid introduced the park dedication study and
the process to tonight’s joint work session. Rita Trapp from HKGi explained the purpose and
expectations of this meeting. Trapp reviewed the park dedication background, applicable
statutes, how fees are collected and what they can be used for, requirements of a parks/open
space plan and adopted Capital Improvement Plan (CIP), essential nexus and process to
establish, and fees collected must directly relate to new growth.
Trapp went into detail about the City’s park dedication study findings. There is a demonstrated
need for the dedication or fees required by the City. The process to establish the essential
nexus was completed by prioritizing the list of improvements and acquisitions to achieve,
estimate the cost for improvements, and identify how much of the cost for these improvements
is due to new growth of the City. HKGi used the information in the 2040 Comprehensive Plan
Parks and Recreation Chapter and Citywide Analysis of Parks that was completed during the Jim
Bell Park and Preserve Master Plan process.
Currently, neighborhood parks are 0.5 miles apart. Recommendation is new parks should be
developed about 0.75 miles apart. Eight new neighborhood parks would be anticipated.
Recommendation for two new community parks approximately 30 acres in size for each. Trapp
reviewed typical amenities in neighborhood and community parks and estimated cost for each.
Trail improvements were reviewed, which assumed trails along roads and within developments
constructed outside of the park dedication process.
Trapp went into detail about the park dedication rate, how it can be fulfilled by land dedication,
cash fee in lieu of land, and combination of land dedication and cash fee. The City’s current park
dedication requirements were reviewed. The current land dedication is based on the number of

housing units per acre to determine the percentage. Staff don’t know where the percentages
came from. HKGi evaluated two other potential approaches for residential dedications including
(1) determination based on system cost per residential unit or acre and (2) based on parkland
per person. The recommended approach is determination based on parkland per person. This
approach uses Census American Community Survey to establish the number of people per
household and a formula for park dedication based on dwelling units proposed in a project.
The proposed code updates are reconstructed for clarity, new provision requiring a survey of
the property prior to dedication, revised the dedication formula and established a method for
addressing mixed use development, and removed the park development fee. Trapp reviewed
the next steps including finalize the ordinance, receive recommendations from the parks and
recreation commission and planning commission, hold public hearing at the planning
commission, and consideration of the city council.
Parks and recreation commission and planning commission discussion on park dedication fees
and requirements of neighboring communities, how do we maximize park dedication fees to
build out the park and trail system, is 20 acres of parkland per 1,000 residents the correct
number, who gets notice of the public hearing, and how will developers react to the new
ordinance. Also discussed what happens with developments that are currently in process,
neighborhood parks and community parks, and reducing the number of new neighborhood
parks, but increasing the number of acres per park and only accepting good, buildable land as
park dedication.

Moved by Merricks and seconded by Caron to approve the meeting minutes with no revisions. APIF.

A. Public Comments
There were no public comments shared at the meeting.
V. Business Items
A. Parks and Facilities Tour Schedule with Empire Parks and Recreation Commission
The parks and facilities tour with Empire Parks and Recreation Commission was scheduled for
May 22, 2024, but was cancelled due to flooding at the disc golf course in Empire and Rambling
River Park in Farmington. At their meeting Monday, Empire Parks and Recreation Commission
decided on Tuesday, August 6 and Wednesday, August 21 as potential dates for the rescheduled
tour. Commissioner Putt is available on both dates and Commissioner Fishman is available
August 6. Motion by Caron and seconded by Merricks to have the parks and facilities tour with
Empire Parks and Recreation Commission on August 6, 2024 at 6 p.m. APIF. Motion carried.
B. Sunny Hills Park Ribbon Cutting
All the park improvements at Sunny Hills Park have been completed. To celebrate, staff would
like to hold a ribbon cutting. There was discussion about holding it prior to a parks and
recreation commission meeting. Motion by Merricks and seconded by Caron to hold the ribbon
cutting on Wednesday, July 10 at 6 p.m. at Sunny Hills Park. APIF. Motion carried.
C. 2025 – 2029 Park Improvement Fund CIP
Director Omlid reviewed the proposed projects in the 2025 – 2029 Park Improvement Fund CIP.
The five-year CIP is annually included in the approved city budget. The most important year is
the first as projects can move back or forward. Proposed projects for 2025 include a skate park
at Rambling River Park if the city is awarded a Minnesota Department of Natural Resources
(DNR) Outdoor Recreation grant, improvements at Depot Way Arts Park, and new 5–12-year-old

playground equipment and swings at Westview Acres Park. Consensus from the commission
was to focus on Rambling River Park and continue to build momentum there. There is concern
about waiting three years for pickleball courts as there is demand for them now. There was
discussion about holding an open house for Depot Way Arts Park in October or early November.
Commission asked about Evergreen Knoll Park and the parking lot. The parking lot is in terrible
condition, but not included in the CIP. The master plan for the park includes a splash pad in the
location of the former pool and an expanded parking lot. Staff’s recommendation is to wait on
replacement and possible expansion of the parking lot until we know if a splash pad or another
amenity will be added in the future. Moved by Caron and seconded by Merricks to approve the
2025-2029 Park Improvement Fund CIP.
D. Public Park, Trails and Open Space Dedication Ordinance
Director Omlid asked if there were any questions on the park dedication findings and
recommendations that were presented by HKGi at the joint parks and recreation and planning
commission meeting. Commission didn’t have any questions and thought the draft ordinance
was cleaner and easier to read. Consensus was we shouldn’t go lower on the dedication
requirements including the acres of land dedicated per person and we need to continue to add
more trails and connect to existing trails. The commission thought the draft ordinance was
good, logical, and protected future parks. Moved by Merricks and seconded by Caron to
approve the draft public park, trails and open space dedication ordinance and recommend
planning commission to hold a public hearing. APIF. Motion carried.
VI. Discussion Items
A. Review Food Truck Event with Empire Parks and Recreation Commission
Commission reviewed the food truck event with Empire Parks and Recreation Commission that
was held on May 17. Consensus was it was a great event and weather likely played a factor in
the high attendance numbers. The commission thought we could add a few more food trucks
and more activities, but also understand to keep the event simple. Attendees played bags, so
continue to bring two sets. The City of Empire emailed a short survey (approximate number of
people served, interested in returning, and other comments/suggestions) after the event to
participating food trucks and the feedback was overwhelmingly positive. Vice-Chair McMillen
asked about getting t-shirts for the commission to wear to the event; Empire commission
members have matching t-shirts. Director Omlid thought it was a good idea and can investigate
it for next spring’s event.
B. 2024 Work Plan Progress
Vice-Chair McMillen reviewed the progress of the goals and objectives of the 2024 work plan.

VIII. Staff Report/Updates
Director Omlid provided information on the following:
A. Pilot Knob Road Trail Preliminary Design
City and Dakota County staff met with Bolton and Menk to discuss the pedestrian underpass
evaluation findings. The pedestrian underpass is possible, but to comply with the American with
Disabilities Act (ADA) will need rest areas as the slope is 8%. There will also need to be retaining
walls on both sides of Pilot Knob Road, which significantly drives up the cost. The total
estimated construction cost for the pedestrian underpass is $1,610,000. Bolton and Menk is
working on the feasibility report, which will be presented to city council in July.
B. Dew Days
Dew Days is June 20 – 23, 2024. New events this year include Family Movie Night (Sandlot) at
Homestead Church lot, FFA Alumni Tractor Drive, FFA Petting Zoo, Free Yoga Class at Homestead
Church Lot, and Farmtown Hoedown. The Rambling River Center’s Model Railroad Club will host
an open house Saturday from 10 a.m. – 4 p.m. at the Rambling River Center.
C. Rambling River Center Renovations
JLG Architects and the engineers (electrical, mechanical, and structural) continue to work on
design for the Rambling River Center renovations. The second site visit will be Monday and the
interior designer will be attending as well.
D. Helmet Heroes
Helmet Heroes was held on Saturday, June 1 from 9-11 a.m. Forty-five (45) bicycle helmets
were given to children. They also received lights for the front and back of their bicycle.
Children’s Minnesota fitted the children for new helmets and provided instructions on proper
wearing of helmets. Downtown Bicycles, Northfield, educated the attendees on safe bike riding,
bike care, and provided water bottles. Children’s Minnesota already committed to providing
bike helmets next year, so will host Helmet Heroes again!

INTRODUCTION:
The parks and recreation commission’s work plan for 2024 includes a goal to “Build and strengthen
relationships with the City of Empire Parks and Recreation Commission, Minnesota Department of
Natural Resources (DNR), and Dakota County Parks.”. Thus, Niki Geisler, Parks Director - Dakota
County, will be at the meeting to present on Dakota County Parks.
Dakota County Parks includes parks and trails, programs and events, natural resources, and rental
spaces. Park Director Geisler will present an overview of Dakota County Parks, current projects,
and if there are possible collaboration opportunities.
Commission members are asked to listen to the presentation and ask any questions they have.

INTRODUCTION:
The parks and facilities tour with the Rambling River Center Advisory Board and City Council is
scheduled for August 28, 2024.
At its May 8, 2024 meeting, the parks and recreation commission discussed and recommended
several stops. These included Daisy Knoll Park, Depot Way Arts Park, North Creek Greenway
(189th St.), Westview Acres Park, Rambling River Park, Jim Bell Park and Preserve (removal of
Emerald Ash Borer trees and buckthorn), and Fair Hills Park. The commission decided against
touring Daisy Knoll Park as there isn’t anything new to see and is a lot of walking to get to the park.
The commission is asked to review the attached parks and facilities schedule and locations to visit.
If the commission is comfortable with the schedule and locations, the commission should approve
the tour schedule. The approved schedule will then be sent to the advisory board and city council.

The park improvements at Flagstaff Meadows Park, 6699 210th Street, are nearly completed. This
is the neighborhood park in the Regetta Fields and Whispering Fields developments. The
improvements at Flagstaff Meadows Park include playground equipment, shade structure, trails,
picnic tables, and park benches.
To celebrate the completion of Flagstaff Meadows Park, staff would like to schedule a ribbon
cutting. The commission should be prepared to discuss the ribbon cutting and a date and time for it
to be held.

2024 WORK PLAN
Goal #1: Provide to the City Council a recommended 2025-2029 capital improvement plan for
the park improvement fund.
Objectives:
1. By April 1, the Commission will have discussed and identified a preliminary list of five-year
capital improvement projects for the park improvement fund that will include a list of parks,
costs, and schedule to be completed in the years 2025 to 2029.
Status: Completed. The commission discussed and approved a recommendation to city
council to approve a five-year CIP for the park improvement fund for the years 2025-2029.
2. By August 1, the Commission will finalize the five-year capital improvement projects for the
years 2025-2029 and make a recommendation to the City Council for approval.
Status: Completed. The commission discussed and approved a recommendation to city
council to approve a five-year CIP for the park improvement fund for the years 2025-2029.
3. By December 31, the improvement projects recommended for funding from 2025-2029 will be
included in the City Council’s approved 2025 final budget.
Goal #2: Participate in a parks and facilities tour with the Rambling River Center Advisory
Board and City Council.
Objectives:
1. By March 1, the Commission, Advisory Board and City Council will have identified a date to
have a tour.
Status: Completed. August 28 has been set for the tour.
2. By May 1, a draft list of parks and facilities to tour will be reviewed by the Commission.
Status: Completed. The commission recommended parks and facilities to tour at their May 8
meeting.
3. By June 1, a final list of parks and facilities to tour will be approved by the Commission.
4. By October 1, a parks and facilities tour will have occurred.
Goal #3: Participate in a work session with City Council.
Objectives:
1. By February 1, a date to have a work session with City Council will be identified.
2. By May 1, a list of work session topic(s) will be approved by the Commission.

Goal #4: Participate in the process of finishing and making improvements at Sunny Hills Park,
Flagstaff Meadows Park, and Rambling River Park.
Objectives:
1. By January 1, City Council will have approved the purchase and installation of new
playground equipment for Rambling River Park.
Status: Completed. At their December 18, 2023 meeting, City Council approved the purchase
and installation of playground equipment for Rambling River Park.

Goal #5: Identify Bike Pedestrian Plan Priorities to Accomplish in 2024.
Objectives:
1. By March 31, the Commission will have reviewed the priorities identified in the Bike
Pedestrian Plan.
Status: Completed. The Commission reviewed and discussed the priorities identified in the
Bike Pedestrian Plan at their March 13 meeting.
2. By May 15, the Commission will have developed and approved a list of priorities to work on
and complete in 2024-2025.
Status: Completed. The Commission discussed completing an Educational and
Encouragement Program.
3. By December 31, Commission members will have worked with staff to accomplish the Bike
Pedestrian Plan priorities it identified to complete.
Status: Completed. Parks and Recreation partnered with the Police Department to host
Helmet Heroes on Saturday, June 1 from 9-11 a.m. in the parking lot at Farmington
Lutheran Church.
Goal #6: Participate in the process of identifying and making improvements at Depot Way Arts
Park.
Objectives:
1. By November 1, the Commission will have discussed Depot Way Arts Park and brainstormed
potential improvements, ideas, partners, etc.
2. By February 1, 2025, an open house seeking ideas for improvement will have been held.
3. By March 1, 2025, the Commission will have given input on potential improvements.
4. By May 1, 2025, cost estimates and potential funding sources will be identified and shared.
5. By August 1, 2025, improvements that can be completed by staff and/or volunteers will be
finished.
Goal #7: Host food truck events in the spring and fall with City of Empire Parks and Recreation
Commission.
Objectives:
1. By January 1, the date and location for the spring food truck event will be approved.
Status: Completed. Friday, May 17 from 5 – 8 p.m. in Empire at Stelzel Ball Fields was
approved for the spring food truck event at the joint meeting on October 23, 2023.
2. By April 1, the details, including, but not limited to date, location, and music, of the fall food
truck event will be approved. Commission will also have decided who will contact the food
trucks to see if they are interested in participating.
Status: Completed. It was decided by both parks and recreation commissions to not host a
fall food truck event in 2024.

3. By May 15, Commission members will have decided who will help at what times with the spring
food truck event.
Status: Completed. The Commission decided at their April 10 meeting who would work from
4:45-6:30 p.m. and 6:30-8:15 p.m.

Status: Completed. The spring food truck event was held May 17 with seven food trucks and
over 1,200 attendees.
5. By September 1, Commission members will have decided who will help at what times with the
fall food truck event.
Status: Not Completed. It was decided by both parks and recreation commissions to not host
a fall food truck event in 2024.
6. By September 30, the fall food truck event will have happened.
Status: Not Completed. It was decided by both parks and recreation commissions to not host
a fall food truck event in 2024.
7. By October 31, the commissions will have jointly discussed and evaluated the spring and fall
food truck events.
Status: Not Completed. It was decided by both parks and recreation commissions to not host
a fall food truck event in 2024.
Goal #8: Continue to build and strengthen relationships with the City of Empire Parks and
Recreation Commission, Minnesota Department of Natural Resources (DNR), and Dakota
County Parks.
Objectives:
1. By February 1, organize and host a presentation by the Minnesota Department of Natural
Resources (DNR).
Status: Completed. TJ Debates, Minnesota Department of Natural Resources, attended the
January 10 parks and recreation commission meeting and presented on fisheries
management and Vermillion River.
2. By June 1, organize and conduct a joint parks tour with the City of Empire.
3. By October 1, organize and host a presentation by Dakota County Parks.
Goal #9: Develop a Tobacco-Free Parks Policy.
Objectives:
1. By April 1, review tobacco-free parks policies from other cities in Dakota County and discuss
what should be included in a City of Farmington Tobacco-Free Parks Policy.
Status: Completed. At their February 14 meeting, the commission reviewed policies and
ordinances from other cities and discussed what should be included in the City of
Farmington Tobacco-Free Parks Policy.
2. By May 1, review draft tobacco-free parks policy and make recommendations for edits.
3. By July 1, forward updated draft policy to Dakota County Public Health and Tobacco-Free
Alliance for feedback.
4. By August 15, further discuss and revise the policy, if needed, based on feedback from Dakota
County Public Health and Tobacco-Free Alliance, and forward to City Council for approval.
5. By September 15, present policy to City Council for approval.

Goal #10: Receive periodic presentations from each of the parks and recreation department’s
professional staff members about programs, parks, facilities and trails and a presentation from
the Finance Director on the budget and a presentation from the Planning Manager on new
housing and business developments.
Objectives:
1. By April 15, Commission members will have received a presentation from the Finance Director
on the city’s budget and funding sources.
Status: Not Completed. It was decided at the May 8 meeting to not have a presentation from
the Finance Director this year to let her get settled into her new position.
2. By May 15, the Commission will have received a presentation by professional staff members of
the Department’s 2023 Annual Report.
Status: Completed. The Annual Report was presented at the March 13 meeting.
3. By June 15, Commission members will have received a presentation from staff on the results of
the Schmitz-Maki Arena’s winter ice season.
Status: Completed. Parks and Facilities Supervisor Jeremy Pire presented the results of the
Schmitz-Maki Arena’s 2023-2024 winter season at the April 10 meeting.
4. By July 15, Commission members will have received a presentation from the Planning
Manager on current and future developments.
5. By September 15, Commission members will have received a presentation from staff on the first
half operations of the Rambling River Center.
6. By October 15, Commission members will have received a presentation from staff on the results
of the summer programs offered.
7. By December 15, Commission members will have received a presentation from staff about the
spring turf season and summer ice season.
8. By December 15, the Commission will have received a presentation from staff about
maintenance and improvements to parks and trails.
