HomeMy WebLinkAbout05.10.23 Parks and Rec Minutes Farmington Parks and Recreation Commission Minutes from the May 10, 2023 Regular Meeting Members Present: Katharine Caron, Ashley Crabtree, Katie Putt, Megan Merricks, and David McMillen Members Absent: Other’s Present: Parks and Recreation Director Kellee Omlid and Gabrielle Grinde, HKGi I. Call Meeting to Order Chair Putt called the meeting to order at 7:00 p.m. Quorum was present. II. Approval of May 10, 2023 Meeting Agenda Moved by McMillen and seconded by Caron to approve the meeting agenda. All persons in favor (APIF). Motion carried. III. Approval of April 12, 2023 Regular Meeting Minutes Moved by Crabtree and seconded by Merricks to approve the meeting minutes with no revisions. APIF. Motion carried. IV. Presentations A. Public Comments There were no public comments shared at the meeting. B. Rambling River Park Master Plan Gabrielle Grinde, HKGi, reviewed the project schedule and status, summary of input received so far, reviewed issues and opportunities, and next steps. Gabrielle presented the three preliminary concepts. Discussion and questions included traffic and safe crossings on HWY. 50, ask the public and county about pedestrian crossing improvements, maintenance costs on a skatepark, if shelter in preliminary concepts will replace existing shelter, location of shelter in proximity to the Veteran’s Memorial, and pickleball courts potentially with lights at Dodge Middle School. Commission reviewed the three preliminary concepts and eliminated concept B. Thus, concept A and C will be presented at the open house during Music in the Park at Rambling River Park from 6-8 p.m. Staff is to email the parks and recreation commission the draft concepts and community engagement information prior to the open house. V. Business Items A. 2024-2028 Park Improvement Fund CIP Director Omlid presented the draft 2024-2028 Park Improvement Fund CIP. Some projects have been pushed to spread them out over several years. This means playgrounds in several parks won’t be replaced after 20 years, but will be longer. The plan is fluid and projects can be pushed back or moved forward depending on the condition of amenities. The only project planned for 2024 is improvements to Rambling River Park. Suggestions were made when (2027) the playground equipment is replaced in Vermillion Grove Park to make it a natural playground and a smaller playground for Dakota County Estates Park. Moved by Caron and seconded by McMillen to approve the 2024-2028 Park Improvement Fund CIP. APIF. VI. Discussion Items A. Review 2023 Work Plan Progress Chair Putt reviewed the progress of the goals and objectives of the 2023 work plan. VII. Commission Roundtable Crabtree: Recommended staff look at Staring Lake Park Archery Range in Eden Prairie. Caron: Didn’t have anything to share. Putt: Didn’t have anything to share. McMillen: Didn’t have anything to share. Merricks: Didn’t have anything to share. VIII. Staff Report/Updates Director Omlid provided information on the following: A. Food Truck Events with Empire Parks and Recreation Commission Eight (8) food trucks will be at the spring food truck event May 20 from 5-8 p.m. at Stelzel Ball Fields in Empire. The city’s Solid Waste and Recycling Coordinator will be at the event to offer the food trucks organics collection and she will drop off the organics at the Farmington drop-site for disposal after the event. Commission members Crabtree, McMillen, Merricks, and Putt will help from 4:30-6:30 p.m. and commission member Caron from 6:30-8:30 p.m. B. Spruce Street Improvements Improvements are scheduled to be completed by June 30. Adding another layer of asphalt and striping the parking lots, sidewalk and trail on the north and south side of Spruce Street respectively, and Arena drop-off lane is yet to be completed. C. Akin Road Improvements McNamara Contracting, Rosemount, was awarded the contract for Akin Road improvements which includes trail reclamation. The project is scheduled to start after school is out. D. Park Dedication Study HKGi is working on the park dedication study. The next meeting with staff is May 25. E. Dew Days Dew Days is June 22-25. The committee has a number of events planned to include Thirsty Thursday, Beer, Brats, and Bingo, Kiddie Parade, Car Cruise, Food Trucks, Grand Parade, Artisan Fair, and new this year is the Teen Block Party. IX. Meeting Agenda Topics The following items were tentatively identified by the commission for its June 14, 2023 meeting agenda: 1. X.
