Call to Order: Chair Pennie Page called meeting to order at 9:32 a.m. Members Present: Pennie Page, Blanche Reichert, Mary Garlets, and Rachel Edwards Members absent: Judy Janke, Marge Koski, and Pat Hennen Others Present: Parks and Recreation Director Kellee Omlid, Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Garlets to table the Photo of Rambling River Center Advisory Board (RRCAB) and then approve agenda, seconded by Reichert. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion made by Garlets to approve April 10, 2023 meeting minutes, seconded by Janke. APIF. Motion carried. 4. Presentations A. Introduction of New Board Member Rachel Edwards Rachel Edwards introduced herself. RRCAB members introduced themselves and Page provided a copy of the Rambling River Center Advisory Board by-laws to Edwards. 5. Business Items A. Photo of Rambling River Center Advisory Board Tabled until July 10, 2023 meeting. B. Cancellation of the June 12, 2023 Meeting Motion by Reichert to cancel the June 12, 2023 meeting, seconded by Garlets. APIF. Motion carried. C. 2024 Rambling River Center Fees A discussion on Rambling River Center fees for 2024 took place. Motion by Edwards to approve a $10 increase in newsletter advertisements and no changes to membership fees, daily pass fees, or rentals, seconded by Reichert. APIF. Motion carried. 6. Discussion Items A. Steak Fry Fundraiser Kohlbeck gave an update on volunteers and sign-ups for dessert for the VFW Steak Fry fundraiser on May 20. We are partnering with Future Farmers of America (FFA) group from Farmington High School so encourage people to buy their tickets from the Rambling River Center. B. Market and Promote the Rambling River Center There was discussion regarding ages the RRCAB would like to prioritize for the tri-fold brochure and membership application mailing. It was decided preferred focus was the 65-69 age range. It was also discussed to save on mailing rates by hand delivering to the senior apartments. Kohlbeck will have 1,000 tri-fold brochures printed. Page 5 of 19 C. Programming for Different Generations Board members Page and Garlets went to the Burnsville Senior Center’s Wellness and Health Fair. They brought back a list of vendors who participated in the fair and topics they presented on. Interest in these topics may bring in inactive adults to the Rambling River Center. Consensus was we wouldn’t have enough interest to host a stand-alone health fair. Kohlbeck suggested dividing the Schmitz-Maki Arena and holding both the Arts and Craft Fair and a Wellness and Health fair at the same time. This will be discussed further as we work on the Arts and Craft Fair for 2024. D. 2023 Work Plan Review Chair Page reviewed the progress of the goals and objectives of the 2023 work plan. 7. Staff Report Informational Updates • A thank you from Angie Craig’s office was shared. • The Arts and Crafts fundraiser was cancelled and refunds have been processed. • We are waiting to hear from the Farmington Rotary with the permit number for the raffle tickets. • Kiss the Pig and Bike Auction are scheduled for Saturday, June 24. Koski has agreed to join Reichert as a candidate for Kiss the Pig. • Quarterly participation was reviewed. Participation numbers remain strong. • Director Omlid reminded board members of the Spring Food Truck Festival held with Empire on Friday, May 19 from 5-8 p.m. at Stelzel Ball Fields on Highway 3. 8. Advisory Board Roundtable Garlets – The Wellness and Health Fair had very good information and many topics to provide education to our seniors. Edwards – Glad to be here. Page – Would we save any money if the newsletter went out quarterly? How do we appeal to the diversity in Farmington? We need to promote Happy Harry’s and the Shred Right fundraisers more. Reichert – Reminded staff to look at toilet paper holders and replace with face front for easier access. 9. Annually a group photo of the advisory board is taken, so it can be used for public purposes. The photo will be posted on the city’s website and used in the Parks and Recreation Department’s annual report. ACTION REQUESTED: Advisory board members should come to the meeting prepared for a group photo, so it can be posted to the city’s website. Page 7 of 19 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Review of the VFW Steak Fry Fundraiser Meeting: Rambling River Center Advisory Board - Jul 10 2023 INTRODUCTION: The annual Steak Fry fundraiser was held at the VFW on Saturday, May 20, 2023 from 5 -8 p.m. The cost was $15, which included a Von Hanson's grilled steak, baked potato, salad, and dessert. The Rambling River Center sold 58 tickets. New this year, we were paired with the Future Farmers of America (FFA) group from Farmington High School. A total of 320 steaks were sold. The Rambling River Center profited $1,222 as a check for $722 was received from the Veteran's Steak Fry Committee and a check for $500 was received from the VFW. DISCUSSION: Staff would like to discuss the Steak Fry fundraiser with the advisory board to see what went well and what could be improved for next year. ACTION REQUESTED: Advisory board members should come prepared to discuss and identify potential changes to the Steak Fry fundraiser. Page 8 of 19 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Rambling River Center Advisory Board Subject: Raffle Fundraiser with Farmington Rotary Meeting: Rambling River Center Advisory Board - Jul 10 2023 INTRODUCTION: At their February 13, 2023 meeting, the advisory board voted and approved unanimously to partner with the Farmington Rotary on a raffle fundraiser. DISCUSSION: The Farmington Rotary filed for the required permits and licenses with the City of Farmington and State of Minnesota. Staff printed, cut, and stapled the tickets and they are currently on sale. The raffle tickets cost $52 and will be limited to 300 ticke ts sold. Prizes will be drawn and awarded beginning September 6, 2023. There will be $100 given away weekly and $250 given away quarterly. Every ticket drawn will be thrown back in for the next drawing, meaning ticket holders are eligible to win 56 times. BUDGET IMPACT: The Rambling River Center and Farmington Rotary are both selling tickets. A total of 122 tickets must be sold to break-even. Profit and/or loss will be split equally with the Farmington Rotary. There is potential to profit $4,650 each. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to participate in a discussion regarding volunteer schedules and locations for selling the raffle tickets. DISCUSSION: While the silent auction is still very profitable, the breakfast ticket sales have been declining. When reviewing the 2022 breakfast and silent auction fundraiser, it was decided to discuss other options for pairing with the silent auction. Some of the opt ions suggested included a casino night, themed luncheon, or an evening dinner with entertainment. Page 10 of 19 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Rambling River Center Advisory Board Subject: Market and Promote the Rambling River Center Meeting: Rambling River Center Advisory Board - Jul 10 2023 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to market and promote the Rambling River Center (RRC) to increase exposure in the Farmington community. DISCUSSION: The advisory board during their May 8, 2023 meeting recommended printing 1,000 tri -fold brochures and focusing on the 65-69 age group. The tri-fold brochure and a membership application would be mailed to the names from the purchased list in the 65-69 age group. BUDGET IMPACT: The cost to print and fold 1,000 trifold brochures is $255 and will be paid from the Rambling River Center's Advertising account. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to discuss the distribution and mailing of the tri-fold brochures and membership applications. Page 11 of 19 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Programming for Different Generations Meeting: Rambling River Center Advisory Board - Jul 10 2023 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to focus on programs for multi-generations, thus making the Rambling River Center (RRC) an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. DISCUSSION: At the May 8, 2023 advisory board meeting, board members Garlets and Page reported on a Health and Wellness Fair they attended in Burnsville. They felt the topics presented there would be of interest to all adults regardless of activity level. They did not think the Rambling River Center would have enough traffic to hold their own Health and Wellness Fair. Garlets and Page asked staff to recruit speakers on a variety of topics they learned about at the fair. Staff suggested combining a Health and Wellness Fair with the Arts and Craft Fair. ACTION REQUESTED: The RRCAB is asked to come to the meeting prepared to discuss adding a Health and Wellness component to the Arts and Crafts Fair. RRCAB should also discuss and suggest program ideas for inactive adults from varying generations. DISCUSSION: An updated work plan is included in the meeting packet. The updated work plan shows in red what items have been completed during or after the May 8, 2023 meeting. Items in bold black were items completed prior to the May 8, 2023 meeting. ACTION REQUESTED: Advisory board members are asked to review the updated 2023 work plan prior to the meeting and come prepared to discuss, especially the items that were completed. The review also offers an opportunity for the advisory board to discuss work plan items they would like to work on at future meetings. Make the Rambling River Center an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. Objectives: 1. By January 15, discuss the six generations living in America and understand what each generation finds appealing. Status: Completed. The advisory board listened to a presentation by Garlets and Janke on the six generations living in the United States at their February 13, 2023 meeting. 2. By March 1, discuss and increase programming for active adults. Status: Completed. The advisory board started this discussion at their March 13, 2023 meeting. 3. By July 1, discuss and increase programming for inactive adults. 4. By October 1, assess program numbers and memberships. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city council to create a facility master plan and the kick-off meeting for the project will have happened. 2. By June 1, a stakeholder input session will have happened and up to three building layout options that show potential renovations or reconfigurations will have been presented. 3. By August 1, a study report including information the RRCAB and City of Farmington will need to make critical decisions moving forward will be assembled. 4. By October 1, a building master plan will be completed and the recommendations will be presented to city council. Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any revisions should be made to the 2024 fees and charges. Status: Completed. The advisory board reviewed, discussed, and voted on fees and charges at their May 8, 2023 meeting. 2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2024 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2024 RRC fees and charges. Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. Status: Completed. At their February 13, 2023 meeting, the advisory board decided to not hold a garage sale fundraiser this year and instead partner with the Farmington Rotary on a raffle fundraiser. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20, 2023. 3. By September 1, assist with and complete at least a second fundraising activity. 4. Status: Completed. The annual bike auction was held on June 24, 2023. 5. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The Kiss the Pig contest was held on June 24, 2023. 6. By December 31, assist with and complete at least a fourth fundraising activity. Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to offer Fun Fridays in 2023 and to plan future trips in 2024. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2023. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2024. 3. By September 15, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2023. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2024. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2023. 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2023 trips. Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC). Objectives: 1. By April 1, determine possible dates for a meeting with the PRC. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council is scheduled for Wednesday, August 30 at 6 p.m. 2. By May 1, finalize and approve a recommended date and give input on topics to be discussed. Status: Completed. The parks and facilities tour is August 30 and the advisory board didn’t have any recommendations on tour stops. 3. By June 1, approve the meeting agenda. 4. By October 1, complete a meeting with the parks and recreation commission. Goal #7: Market and promote the Rambling River Center to increase exposure in the Farmington community. Objectives: Page 15 of 19 1. By March 1, purchase a customer list with names and addresses of those over age 50 in the 55024-zip code to send introductory Rambling River Center materials to. Status: Completed. A customer list with names of those over age 49 in the 55024-zip was purchased. 2. By May 1, send introductory Rambling River Center materials to those over age 50 in 55024 zip code. 3. By July 1, attend at least two community meetings/events to promote the Rambling River Center. 4. By August 1, promote a success story or member profile that illustrates the benefits of the Rambling River Center in the Currents and the Rivers. 5. By October 1, create and send out weekly stories and events to press release contacts 6. By December 1, partner with others to offer a creative event for the Rambling River Center. Goal #8: Create a list of expectations and guidelines for Rambling River Center Advisory Board Members. Status: Goal is completed. Objectives: 1. By March 1, review the city code and understand the advisory board’s role in city governance. Status: Completed. The advisory board reviewed the advisory board ordinance and bylaws at their February 13, 2023 meeting. 2. By June 1, review city policies that pertain to advisory board members. Including but not limited to privacy, quorum, and communication. 3. By October 1, create of list of expectations. 4. By December 1, add list of expectation city board member description.
