ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.

Motion by Koski to approve agenda, seconded by Reichert. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion made by Edwards to approve the May 8, 2023 meeting minutes with the change of Janke to
Reichert under Approve Minutes, seconded by Janke. APIF. Motion carried.
5. Business Items
A. Photo of Rambling River Center Advisory Board
Director Omlid took several photos of the Rambling River Center Advisory Board outside by the
memorial bench.
6. Discussion Items
A. Review of the Steak Fry Fundraiser
The Rambling River Center Advisory Board (RRCAB) was pleased with the profit and enjoyed working
with the Future Farmers of America youth group. We will request to combine with them again in 2024.
Discussion on how to have more tickets purchased from the Rambling River Center (RRC) for a larger
profit. Ideas included discounted tickets for presale and encourage people to park at the library and/or
city hall. Page thought takeouts would flow better if the volunteer had a tray and filled the takeout
orders like the eat in orders instead of coming from the volunteer side.
B. Raffle Fundraiser with Farmington Rotary
Currently 62 tickets sold. Include the raffle with the weekly email blast. Video tape the drawing. A typo
on the ticket said monthly instead of weekly drawings. Prizes will be awarded weekly. A volunteer will
update the tickets we have to say “weekly”. Continue to promote and sell.
C. Breakfast and Silent Auction Fundraiser
Several ideas regarding meal choices were discussed, as well as a breakfast or lunch. The silent auction
will be held either way. RRCAB members and staff will research meals and prices and bring the
information to the August meeting.
The RRCAB must meet in August to choose menu and caterer. Due to several members being gone on
August 14, the board will meet on Monday, August 21 at 9:30 a.m.
D. Market and Promote the RRC
The tri-fold brochure is in pre-press. Discussion regarding the distribution. Koski and Reichert will
deliver to their residences. Staff will contact RRC members living at Spruce, Red Oak, and Trinity.

Edwards will look up doctor offices and create a list of places to drop off. Popp, RRC Program
Assistant, will sort the Leads Please list by age, combing duplicate addresses, and remove senior living
addresses. At the May 8, 2023 meeting the RRCAB decided to mail to those ages 65-69.
E. Programming for Different Generations
Chair Page provided members with a list of monthly topics for speakers and tips in the newsletter. These
should address the senior population, the children of an aging parent(s), and what services the
community can provide for the seniors. The Arts and Crafts fair will host a health and wellness fair. This
will go out with the Arts and Craft Fair communications.
F. 2023 Work Plan Review
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.
7. Staff Report
Informational Updates
• Fundraising/donations are currently at $11,942.
• The Rambling River Park draft preferred concept plan is going to the parks and recreation
commission on Wednesday, July 12.
• The Community Project Funding required an environmental review that is currently being
completed by the Dakota County Community Development Agency.
• Quarterly participation numbers included 1,023 participants and 188 volunteer hours. This
doesn’t include the American Red Cross Blood Drive or the Open-Door food pantry distribution.
• The Parks and Facilities Tour with the Park and Recreation Commission and the City Council
will be held on Wednesday, August 30 at 6 p.m. We will meet at the Schmitz-Maki Arena.
Director Omlid will send a reminder email with the schedule.
• The Open-Door food distribution served a total of 215 people. This included 106 adults, 68 kids,
and 41 seniors. They are schedule for the third Tuesday of every month through 2023.
8. Advisory Board Roundtable
Koski – The Open-Door food distribution is fantastic.
Garlets– Nothing
Hennen – Neighbor Lloyd drives bus, can he drive our van? Yes, with a copy of his drivers license for a
background check and driving record check. Staff will check with Laurie Thrush of Hastings to see how
the TRAC bus is funded.
Janke – Here to help with what I can.
Reichert – Also here to help when I can
Edwards – Has a contact willing to provide blood pressure checks.
Page – The window frames are very bad and wondering what the letters on the door are for. Staff is
aware of bad window frames and has summitted replacement windows into the budget. The letters on
the door are for identification in case of a fire.

INTRODUCTION:
The breakfast and silent auction fundraiser has been held annually since 2007. While the silent
auction is still very profitable, the breakfast ticket sales have been declining. When reviewing the
2022 breakfast and silent auction fundraiser, it was decided to discuss other options for pairing with
the silent auction.
DISCUSSION:
At the July 10, 2023 Rambling River Center Advisory Board (RRCAB) meeting, members discussed
options including looking into a variety of caterers and cost options. It was decided Page would look
into Von Hanson's, Hennen would look into Trophy House, and staff would look into Ptaceks IGA.
Staff emailed several deli and catering options with prices from Ptaceks to the advisory board on July
11. Board members Page and Hennen will report findings at the meeting.
ACTION REQUESTED:
RRCAB members are asked to come to the meeting prepared to discuss the meals, catering, and
cost options. After the discussion, the advisory board should formally approve the menu and cost
per person.

INTRODUCTION:
One of the Rambling River Center Advisory Board's (RRCAB) work plan goals for this year is to create a master
plan for future building configuration, improvements, and programming opportunities.
DISCUSSION:
At the July 11, 2022 Rambling River Center Advisory Board meeting, staff recommended hiring 292 Design
Group, Minneapolis, MN, to develop a facility master plan for the Rambling River Center (RRC) and paying
$10,000 of their fee out of the RRC Capital Improvement Fund (fundraising dollars). The advisory board voted
and approved unanimously to spend $10,000 out of the RRC Capital Improvement Fund to hire 292 Design
Group to develop a facility master plan for the RRC.
In August 2022, it was decided to hold off on hiring 292 Design Group to develop the facility master plan for
the RRC as the City had applied for Congressionally Directed Spending for the Rambling River Center and
Downtown Plaza. In January 2023, the City learned it was awarded $750,000 in Community Project Funding
for the Rambling River Center and Downtown Plaza. However, a long-term vision of the spaces inside the
RRC and facility master plan is still needed.
In fall 2022, 292 Design Group merged with JLG Architects. City staff met with representatives from JLG
Architects in spring 2023. This included the former staff member at 292 Design Group that city staff was
excited to collaborate with on design of the facility master plan for the RRC. Following the meeting, JLG
Architects submitted a proposal for master planning services.
JLG Architects is proposing stakeholder input to develop a preferred facility master plan. The facility master
plan would include construction cost estimates and a potential phasing plan. Ple ase see the attached proposal
for additional details on the proposed facility master plan process.
The cost for JLG Architect's facility master planning services for the Rambling River Center is a not -to-exceed
fee of $19,800. To minimize the amount of money spent from the Community Project Funding, staff is
recommending splitting the fee with the RRC Capital Improvement. Thus, proceeding with JLG Architects and
the cost of these professional services will be be funded $9,800 from the Community Project Funding and
$10,000 from the RRC Capital Improvement Fund.

BUDGET IMPACT:
The RRC Capital Improvement Fund currently has a balance of $145,863. The passenger van, $53,549, will be
paid from the RRC Capital Improvement Fund. Please note the payment o n the passenger van will be paid
monthly.
ACTION REQUESTED:
Review the attached proposal, approve paying $10,000 of the fee out of the RRC Capital Improvement Fund,
and recommend city council approve an agreement with JLG Architects to develop a facility master plan for
the RRC.

Dear Kellee and Missie:
Thank you for considering JLG Architects for this opportunity. Based on the
information provided, we have developed the following scope of work for
inclusion in an AIA Owner-Architect Agreement.
PROJECT DESCRIPTION
The City of Farmington is requesting assistance in developing a long-term vision
for the Rambling River Center and identifying what improvements are needed.
SCOPE OF WORK
Project Kick-Off
JLG will meet with City, RRC staff and all other important stakeholders. At this initial meeting, it is important to discuss the goals of the
study and to set the direction for this undertaking. From this meeting, JLG will prepare a work plan which outlines milestone dates,
identifies decision makers and project stakeholders, and sets expectations and outcomes.
Deliverables: Meeting minutes, project schedule, project goals
Data Collection, Facility Analysis and Base Plan
The JLG team will review all available data on current activities and operations in the building, review the building conditions
assessment done by Kraus Anderson, and existing building plans. We will tour the building to better understand how the facility serves
the citizens of Farmington.
Deliverables: Facility base plan (existing), existing building analysis – systems narratives and analysis
Stakeholder Input
Our team will gather input from City leadership, RRC staff and the other key stakeholders and conduct one stakeholder input meeting.
This will help us better understand and evaluate health, wellness, recreational, and social activities in the building and learn what users
would like to include in the future development of the building.
Deliverables: Meeting minutes, summary/analysis of input
Facility Program Development
After collecting this input, our team will prepare a written facility program. This program document outlines recommended
modifications and their associated, specific space needs. The program also begins to establish facility parameters, becoming the
foundation for further project development.
Deliverables: Detailed facility program document (space needs, adjacencies, operational requirements)
Concept Options
From the facility program, JLG will develop up to three building layout options that show potential renovations or reconfiguration of
spaces. These will be reviewed with the City and RRC staff to determine which option would best serve the community now and into
the future. From this discussion, a final option – which may be a combination of features from the various alternatives – will be
developed. This now become the framework for the new Rambling River Center.

Cost Estimation
JLG Architects will develop a construction cost estimate for an overall project budget with some possible options for phasing work if
needed to work within available funding.

Study Report Document
JLG Design Group will assemble all the data and study information into a comprehensive, user-friendly report. The report will
document the study process, provide plans that outline the proposed changes to the building, address operational issues, and help
define the economic parameters of the improvements to the facility. This report will contain the information that RRC and the City of
Farmington will need to make critical decisions moving forward.

Communications and Presentation
At the completion of the study, JLG will present the recommendations to the Farmington City Council.

REIMBURSABLE EXPENSES
All final documents will be delivered electronically. Travel (per the four meetings noted above) by JLG Architects to the site is included
in the fixed compensation amount; any other travel costs will not be incurred without the Owner’s prior approval.
OTHER
Drawings, specifications and other documents prepared by the Architect are instruments of the Architect’s service and are
for the Owner’s use solely with respect to this Project. The Architect shall retain all common law, statutory and other
reserved rights, including the copyright. Upon completion of the Project, or termination of this Agreement by either party, the
Owner’s right to use the instruments of service shall cease.
The Owner shall provide professional credit for the Architect in the Owner’s promotional materials for the Project and aptly
credit any/all drawings, renderings and other documents by including JLG’s logo or otherwise crediting JLG Architects by
name in writing.

INTRODUCTION:
At their February 13, 2023 meeting, the advisory board voted and approved unanimously to partner
with the Farmington Rotary on a raffle fundraiser.
The raffle tickets cost $52 and will be limited to 30 0 tickets sold. Prizes will be drawn and awarded
beginning September 6, 2023. There will be $100 given away weekly and $250 given away quarterly.
Every ticket drawn will be thrown back in for the next drawing, meaning ticket holders are eligible to
win 56 times.
DISCUSSION:
Ticket sales started at Dew Days (June 23). As of the July 10 advisory board meeting, 62 tickets
had been sold by the Rambling River Center. Raffle tickets are being sold at the front desk of the
Rambling River Center (RRC) and by RRC members and Farmington Rotarians. Tickets will be
sold until Tuesday, September 5 as the first prize will be awarded on Wednesday, September 6.
Staff will provide an update on the number of tickets sold at the meeting.
BUDGET IMPACT:
The Rambling River Center and Farmington Rotary are both selling tickets. A total of 122 tickets must
be sold to break-even. Profit and/or loss will be split equally with the Farmington Rotary. There is
potential to profit $4,650 each.

DISCUSSION:
At the July 10, 2023 advisory board meeting, Chair Page shared a list of program ideas for inactive
adults, health and wellness fair ideas, and tips to include in the River. These topics should address
the senior population, children of aging parents, and services the community can provide for seniors.

INTRODUCTION:
The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to market
and promote the Rambling River Center (RRC) to increase exposure in the Farmington community .
Staff developed a tri-fold brochure introducing the RRC to the community. One thousand brochures
were printed and folded for $255. The brochures are ready for distribution.
DISCUSSION:
At the July 10, 2023 meeting, the RRCAB directed staff to sort the list of adults over age 50 in
Farmington. The sort should remove current RRC members, those living in senior housing
complexes, combine those living in the same household, and to limit the ages from 65-69. This would
narrow the list and save on postage costs. In addition, the RRCAB identified local business they
would like to hand deliver tri-fold brochures to.
Staff completed the sort and it still contains 1,334 addresses. We can print mo re brochures to send
to all 1,334 addresses and/or sort the labels with a different age range.
BUDGET IMPACT:
The cost to print and fold an additional 1,000 trifold brochures is $255 and the cost to mail 1,334
brochures with membership applications is $840.42.

ACTION REQUESTED:
Advisory board members are asked to review the updated 2023 work plan prior to the meeting and
come prepared to discuss, especially the items that were completed. The review also offers an
opportunity for the advisory board to discuss work plan items they would like to work on at future
meetings.

Goal #1: Focus on programs for multi-generations. Make the Rambling River Center an
inviting destination for all ages and a vibrant source for learning, socialization, and
physical wellbeing.
Objectives:
1. By January 15, discuss the six generations living in America and understand what each
generation finds appealing.
Status: Completed. The advisory board listened to a presentation by Garlets and Janke
on the six generations living in the United States at their February 13, 2023 meeting.
2. By March 1, discuss and increase programming for active adults.
Status: Completed. The advisory board started this discussion at their March 13, 2023
meeting.
3. By July 1, discuss and increase programming for inactive adults.
Status: Completed. A list of topics to educate seniors, the children of seniors, and the
community on what services seniors may need was presented and discussed at the July
10, 2023 advisory board meeting.
4. By October 1, assess program numbers and memberships.
Goal #2: Create a master plan for future building configuration, improvements, and
programming opportunities.

1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city

Objectives:
1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any
revisions should be made to the 2024 fees and charges.
Status: Completed. The advisory board reviewed, discussed, and voted on fees and
charges at their May 8, 2023 meeting.
2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and
Recreation Commission.
3. By September 30, the Parks and Recreation Commission will have reviewed and
approved the 2024 RRC fees and charges and will recommend to the City Council to
approve them.
4. By December 31, the City Council will have acted on the Advisory Board and Parks and
Recreation Commission recommended 2024 RRC fees and charges.

Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
Status: Completed. At their February 13, 2023 meeting, the advisory board decided to
not hold a garage sale fundraiser this year and instead partner with the Farmington
Rotary on a raffle fundraiser.
2. By August 1, assist with and complete at least one fundraising activity.
Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20,
2023.
3. By September 1, assist with and complete at least a second fundraising activity.
4. Status: Completed. The annual bike auction was held on June 24, 2023.
5. By October 1, assist with and complete at least a third fundraising activity.
Status: Completed. The Kiss the Pig contest was held on June 24, 2023.
6. By December 31, assist with and complete at least a fourth fundraising activity.
Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to
offer Fun Fridays in 2023 and to plan future trips in 2024.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2023.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2024.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2023.
4. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2024.
5. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2023.
6. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2023 trips.
Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC).
Objectives:
1. By April 1, determine possible dates for a meeting with the PRC.
Status: Completed. The parks and facilities tour with the parks and recreation
commission and city council is scheduled for Wednesday, August 30 at 6 p.m.
2. By May 1, finalize and approve a recommended date and give input on topics to be
discussed.
Status: Completed. The parks and facilities tour is August 30 and the advisory board
didn’t have any recommendations on tour stops.
3. By June 1, approve the meeting agenda.
4. By October 1, complete a meeting with the parks and recreation commission.

Goal #7: Market and promote the Rambling River Center to increase exposure in the
Farmington community.
Objectives:
1. By March 1, purchase a customer list with names and addresses of those over age 50 in
the 55024-zip code to send introductory Rambling River Center materials to.
Status: Completed. A customer list with names of those over age 49 in the 55024-zip
was purchased.
2. By May 1, send introductory Rambling River Center materials to those over age 50 in
55024 zip code.
3. By July 1, attend at least two community meetings/events to promote the Rambling River
Center.
4. By August 1, promote a success story or member profile that illustrates the benefits of the
Rambling River Center in the Currents and the Rivers.
5. By October 1, create and send out weekly stories and events to press release contacts
6. By December 1, partner with others to offer a creative event for the Rambling River
Center.
Goal #8: Create a list of expectations and guidelines for Rambling River Center Advisory
Board Members.
Status: Goal is completed.
Objectives:
1. By March 1, review the city code and understand the advisory board’s role in city
governance.
Status: Completed. The advisory board reviewed the advisory board ordinance and
bylaws at their February 13, 2023 meeting.
2. By June 1, review city policies that pertain to advisory board members. Including but not
limited to privacy, quorum, and communication.
3. By October 1, create of list of expectations.
4. By December 1, add list of expectation city board member description.
