Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m. Members Present: Pennie Page, Blanche Reichert, Mary Garlets, Rachel Edwards Judy Janke, Marge Koski, and Pat Hennen Members absent: Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Reichert to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion made by Garlets to approve the July 10, 2023 meeting minutes, seconded by Janke. APIF. Motion carried. 5. Business Items 5.1. Silent Auction Fundraiser Event Discussion on what type of food to pair with the silent suction fundraiser event. Motion by Edwards to serve egg bake and cheesy hash browns from Ptacek’s, fruit, rolls, juice, and coffee for a cost of $12 per person; seconded by Koski. APIF. Motion carried. Reichert will talk to Blue Nose about donating coffee. Koski and Page will both be out of town. 5.2. Rambling River Center Facility Master Plan The cost of JLG Architect’s facility master planning services for the Rambling River Center (RRC) is a not-to-exceed fee of $19,800. Motion by Janke to spend $10,000 out of the RRC Capital Improvement Fund with the remainder of the fee to come from the Community Project Funding and recommend to city council to approve the agreement with JLG Architects; seconded by Garlets. APIF. Motion carried. 6. Discussion Items 6.1. Raffle Fundraiser with Farmington Rotary Currently, the RRC has sold 66 tickets. Everyone should do a last push for selling raffle tickets. Staff will see if we can get it into the newspaper. The drawings are on September 6, 2023. 6.2. Programming for Different Generations Board members listed the following topics for talks, classes, and information sharing in the River: memory/brain health, macular degeneration, neuropathy, CPAP machines, slips/trips/falls, wills and the power of attorney, and transferring property. Staff will work on scheduling the presentations. 6.3. Market and Promote the Rambling River Center Discussion about sending out the trifold brochure and dropping off at a variety of locations. The original 1,000 tri-fold brochures ordered are not enough to mail to all addresses in the 65-69 age group and for senior housing complexes and local businesses. Board members are still interested in sending out to all 1,334 addresses in the 65-69 age group. Staff will order another 1,000 tri-fold brochures. Page 5 of 17 6.4. 2023 Work Plan Review Chair Page reviewed the progress of the goals and objectives of the 2023 work plan. 7. Staff Report Informational Updates • Fundraising/donations for 2023 are currently at $12,167.12. • The Rambling River Park draft preferred concept plan is going to the city council tonight for a presentation and approval (August 21). • The Community Project Funding required an environmental review that is completed and submitted for approval by the Department of Housing and Urban Development (HUD). • The passenger van is built and we are waiting for delivery of the vehicle. • The Parks and Facilities Tour with the parks and recreation commission and the city council will be held on Wednesday, August 30 at 6 p.m. We will meet at the Schmitz-Maki Arena. Director Omlid emailed the schedule. . 8. Advisory Board Roundtable Koski – Looking forward to the trip planning meeting, Bentleyville trip is full. Garlets– There is organic recycling by the fire/police stations. If you don’t know about it, there is a class coming up. Hennen – Puzzle and coloring books donated by Karen Vickers from a grocery store. Will find out about possible surgery soon. Janke – Nothing Reichert – Nothing Edwards – Nothing Page – Nothing Omlid – The Open Door Food Pantry served 121 families in August. 9. Farmington Rotary and the Rambling River Center conducted the raffle together. DISCUSSION: Staff will provide an update at the meeting regarding the total number of tickets sold, the drawing, and preliminary profit numbers. Staff would like to discuss the raffle with Rambling River Center Advisory Board (RRCAB) members to get their feedback and input on the raffle process, timing, and selling of tickets. ACTION REQUESTED: RRCAB members should come prepared to discuss and evaluate the raffle fundraiser giving input as to whether or not a raffle should be conducted again next year. Page 8 of 17 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Breakfast and Silent Auction Fundraiser Meeting: Rambling River Center Advisory Board - Sep 11 2023 INTRODUCTION: The annual breakfast and silent auction fundraiser will be held on Saturday, October 28, 2023. Cost is $12 per person, which includes egg bake, cheesy hashbrowns, cinnamon/caramel rolls, fruit, juice, and coffee. Tickets will go on sale September 28 and can be purchased at the Rambling River Center. DISCUSSION: Staff would like to discuss the annual breakfast and silent auction fundraising event with the advisory board to see which members are able to volunteer prior to and during the event. Staff would also like to identify which members will follow-up with businesses regarding the silent auction and who are available to create the baskets. ACTION REQUESTED: Advisory board members should come prepared to discuss and identify how each member would like to volunteer for the annual breakfast and silent action fundraising event. Page 9 of 17 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Market and Promote the Rambling River Center Meeting: Rambling River Center Advisory Board - Sep 11 2023 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to market and promote the Rambling River Center (RRC) to increase exposure in the Farmington community . Staff developed a tri-fold brochure introducing the RRC to the community. One thousand brochures were printed and folded for $255. The brochures are ready for distribution. DISCUSSION: At the August 21, 2023 meeting, the RRCAB agreed they would still like to mail to all 1,334 addresses in the 65-69 age group. In addition, the RRCAB identified local businesses they would like to hand deliver tri-fold brochures to. Staff will reorder another 1,000 brochures. BUDGET IMPACT: The cost to print and fold an additional 1,000 trifold brochures was $255. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to discuss the distribution to senior housing complexes and local businesses with RRCAB members deciding who should deliver brochures to where. DISCUSSION: An updated work plan is included in the meeting packet. The updated work plan shows in red what items have been completed during or after the August 21, 2023 meeting. Items in bold black were items completed prior to the August 21, 2023 meeting. ACTION REQUESTED: Advisory board members are asked to review the updated 2023 work plan prior to the meeting and come prepared to discuss, especially the items that were completed. The review also offers an opportunity for the advisory board to discuss work pl an items they would like to work on at future meetings. Make the Rambling River Center an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. Status – Goal is completed. Objectives: 1. By January 15, discuss the six generations living in America and understand what each generation finds appealing. Status: Completed. The advisory board listened to a presentation by Garlets and Janke on the six generations living in the United States at their February 13, 2023 meeting. 2. By March 1, discuss and increase programming for active adults. Status: Completed. The advisory board started this discussion at their March 13, 2023 meeting. 3. By July 1, discuss and increase programming for inactive adults. Status: Completed. A list of topics to educate seniors, the children of seniors, and the community on what services seniors may need was presented and discussed at the July 10, 2023 advisory board meeting. 4. By October 1, assess program numbers and memberships. 5. Status: Completed. Topics to educate seniors, the children of seniors, and the community on what seniors may need are scheduled with the first of these programs being presented in September. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city council to create a facility master plan and the kick-off meeting for the project will have happened. 2. By June 1, a stakeholder input session will have happened and up to three building layout options that show potential renovations or reconfigurations will have been presented. 3. By August 1, a study report including information the RRCAB and City of Farmington will need to make critical decisions moving forward will be assembled. 4. By October 1, a building master plan will be completed and the recommendations will be presented to city council. Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any revisions should be made to the 2024 fees and charges. Status: Completed. The advisory board reviewed, discussed, and voted on fees and charges at their May 8, 2023 meeting. 2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and Recreation Commission. Page 12 of 17 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2024 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2024 RRC fees and charges. Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Status – Goal is completed. Objectives: 1. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. Status: Completed. At their February 13, 2023 meeting, the advisory board decided to not hold a garage sale fundraiser this year and instead partner with the Farmington Rotary on a raffle fundraiser. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20, 2023. 3. By September 1, assist with and complete at least a second fundraising activity. 4. Status: Completed. The annual bike auction was held on June 24, 2023. 5. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The Kiss the Pig contest was held on June 24, 2023. 6. By December 31, assist with and complete at least a fourth fundraising activity. Status: Completed. The raffle with the Farmington Rotary was completed on September 6, 2023. Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to offer Fun Fridays in 2023 and to plan future trips in 2024. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2023. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2024. 3. By September 15, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2023. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2024. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2023. 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2023 trips. Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC). Status – Goal is completed. Objectives: Page 13 of 17 1. By April 1, determine possible dates for a meeting with the PRC. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council is scheduled for Wednesday, August 30 at 6 p.m. 2. By May 1, finalize and approve a recommended date and give input on topics to be discussed. Status: Completed. The parks and facilities tour is August 30 and the advisory board didn’t have any recommendations on tour stops. 3. By June 1, approve the meeting agenda. 4. By October 1, complete a meeting with the parks and recreation commission. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council was held on August 30. Goal #7: Market and promote the Rambling River Center to increase exposure in the Farmington community. Objectives: 1. By March 1, purchase a customer list with names and addresses of those over age 50 in the 55024-zip code to send introductory Rambling River Center materials to. Status: Completed. A customer list with names of those over age 49 in the 55024-zip was purchased. 2. By May 1, send introductory Rambling River Center materials to those over age 50 in 55024 zip code. 3. By July 1, attend at least two community meetings/events to promote the Rambling River Center. Status: Completed. Participated in Dew Days events and hosted the blood drive at the Rambling River Center in June. A meeting with the Lions Club to plan events to co- promote was held on Thursday, August 31. 4. By August 1, promote a success story or member profile that illustrates the benefits of the Rambling River Center in the Currents and the Rivers. Status: Completed. Shelley McGlaughin is featured in the September/October edition of the River with Mary Garlets scheduled for the November/December edition, as well as, the winter edition of the Farmington Currents. 5. By October 1, create and send out weekly stories and events to press release contacts 6. By December 1, partner with others to offer a creative event for the Rambling River Center. Goal #8: Create a list of expectations and guidelines for Rambling River Center Advisory Board Members. Status: Goal is completed. Objectives: 1. By March 1, review the city code and understand the advisory board’s role in city governance. Status: Completed. The advisory board reviewed the advisory board ordinance and bylaws at their February 13, 2023 meeting. 2. By June 1, review city policies that pertain to advisory board members. Including but not limited to privacy, quorum, and communication. 3. By October 1, create of list of expectations. 4. By December 1, add list of expectation city board member description.
