ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.

Motion made by Koski to approve the August 21, 2023 meeting minutes, seconded by Reichert. APIF.

6.1. Review Parks and Facilities Tour with Parks and Recreation Commission and City Council
Marschall Line donated the bus and driver for the tour. They used their brand new 32 passenger bus.
This donation was worth $600. It was mentioned to put a sign on the trail letting people know there is a
park down the trail. Director Omlid discussed a grant for wayfinding signs that was put on pause,
hopefully this grant will be back in 2024. Janke noted it was an eye-opening tour and didn’t realized we
have so many beautiful parks. Reichert recommended moving the tour to fall.
6.2. Review of Raffle Fundraiser with the Farmington Rotary
We sold 291 tickets which resulted in a $4,416 profit. Travel Leaders - Galaxy Travel also donated $5 for
each raffle ticket bought from Sara Butruff, for a total of $225. Five different people won twice and one
person won four times. Staff will meet with Farmington Rotary to review the raffle fundraiser; advisory
board members commented we should do it again.
6.3. Breakfast and Silent Auction Fundraiser
The letter has gone out regarding donating silent auction items for the fundraiser. Advisory board
members will follow-up with businesses the week of September 25. Edwards, Garlets, and Janke will
serve as a silent auction committee and set the schedule for volunteers and make a list of needed
supplies. The advisory board will choose flavors for egg bakes at the next meeting. Ptaceks will deliver
the food for a $50 fee. It was decided to have them deliver the food.
6.4. Market and Promote the Rambling River Center
A typo was noticed on the tri-fold. Staff will fix and reprint 1,000 and an additional 1,000. Garlets will
bring to the Legacy, Reichert to Vermillion River Crossing, Page to Spruce Place and Red Oak, Edwards
and Koski to Cameron Woods and Janke will bring to doctor offices.
6.5. Review the 2023 Work Plan Progress
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.

7. Staff Report
Informational Updates
• The Trip Planning Committee has identified places to go for Tasty Tuesdays.
• The agreement for the facility master planning has been going back and forth between lawyers
as it is updated. When both parties are satisfied, it will be presented to city council for approval.
• The passenger van is here and staff is working with BlackFire Creative to have sponsor logos
placed on the vehicle.
• Metro sales tax is going up one percent (1%) on October 1, 2023. The city’s fees will be
adjusted accordingly including the Rambling River Center membership, day pass, and fitness
center usage fees.
• September is National Senior Center Month
• A Facility Condition Assessment for the Rambling River Center was completed by Kraus-
Anderson and was presented to city council.

Hennen – Karen Vickery is the person the puzzle books are from. They are from a store in Cook, MN.
Joel Erickson will be trying to reopen the Troy House.
Janke – Twin Cities Live is filming at Bourbon Butcher on Friday, September 29. We should get a
group together from the RRC for a late lunch at 1 p.m. and stay through the filming. Maybe even take
the new van. Staff will check to see how long a group can take up seats.

INTRODUCTION:
Staff will present information on Rambling River Center operations and programs through August 31,
2023.
Included in the meeting packet is a summary report for the Rambling River Center. The Rambling
River Center was closed starting March 17, 2020 due to the COVID-19 pandemic. Programs resumed
outdoors July 6, 2020 and a few programs came back into the building October 6, 2020. In November
2020, the building was again shutdown and reopened January 11, 2 021 with just a few programs.
Programs were gradually added back and by August 2021 all were offered including trips.
Membership numbers in 2017 and 2018 were tracked as the number sold each month. Beginning in
2019, membership numbers were tracked by how many current members in that month.

INTRODUCTION:
The annual breakfast and silent auction fundraiser will be held on Saturday, October 28, 2023 from
8-10 a.m. at the Rambling River Center. Cost is $12 per person, which includes egg bake, cheesy
hashbrowns, cinnamon/caramel rolls, fruit, juice, and coffee. Tickets went on sale September 28 and
can be purchased at the Rambling River Center.
A committee of advisory board members Edwards, Garlets, and Janke was formed at the September
11, 2023 meeting to plan for volunteers to make the silent auction baskets and work the breakfast
and auction event. It was also decided at the September 11 meeting to have Ptaceks deliver the
food.
DISCUSSION:
The committee will report on their progress and let advisory board members know what they need
assistance with. Staff would also like to discuss the choices of egg bake and food delivery time.

INTRODUCTION:
The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to market
and promote the Rambling River Center (RRC) to increase exposure in the Farmington community .
Staff developed a tri-fold brochure introducing the RRC to the community. One thousand brochures
were printed and folded. At the August 21, 2023 meeting, the RRCAB agreed they would like to mail
to all 1,334 addresses in the 65-69 age group.
DISCUSSION:
At the September 11, 2023 meeting, the RRCAB noticed there was a spelling error in the tri-fold
brochure. In addition, due to the one percent (1%) sales tax increase that went into effect October 1,
2023 the membership fee was no longer correct. Staff updated the tri-fold brochure and ordered
1,000 of them. Once these brochures arrive, staff will make sure the layout looks great and will order
the additional 1,000 brochures.
BUDGET IMPACT:
The cost to print and fold 1,000 tri-fold brochures is $267. This is an increase of $12 from the first
print of 1,000 brochures and is due to the cost of paper increasing.

INTRODUCTION:
One of the Rambling River Center Advisory Board's (RRCAB) work plan goals for this year is to create
a master plan for future building configuration, improvements, and programming opportunities.
DISCUSSION:
At the September 18, 2023 meeting, city council approved a Professional Services Agreement (PSA)
with JLG Architects to develop a facility master plan for the Rambling River Center (RRC). Attached
is the approved proposal to complete the facility master plan.
Staff held a project kick-off meeting with JLG Architects on October 3, 2023. Staff will give an update
on the kick-off meeting.
BUDGET IMPACT:
The cost for JLG Architect’s facility master planning services for the RRC is a total not-to-exceed fee
of $17,000. The cost of these professional services JLG Architects will be providing to the city will be
funded through the Rambling River Center Capital Improvement Fund and the Community Project
Funding grant. As a reminder, the advisory board, at the August 21, 2023, meeting, unanimously
approved to spend $10,000 out of fundraising monies (Rambling River Center Capital Improvement
Fund) to hire JLG Architects to develop a facility master plan for the RRC. The remaining $7,000 of
the fee will be funded through the Community Project Funding grant.

Dear Kellee and Missie:
Thank you for considering JLG Architects for this opportunity. Based on the
information provided, we have developed the following scope of work for
inclusion in an AIA Owner-Architect Agreement.
PROJECT DESCRIPTION
The City of Farmington is requesting assistance in developing a long-term vision
for the Rambling River Center and identifying what improvements are needed.
SCOPE OF WORK
Project Kick-Off
JLG will meet with Cit y, RRC staff and all other important stakeholders. At t his initial meeting, it is important to discuss the goals of the
study and to set the direction for this undertaking. From this meeting, JLG will prepare a work plan which outlines milestone dates,
identifies decision makers and project stakeholders, and sets expectations and outcomes.
Deliverables: Meeting minutes, project schedule, project goals
Data Collection, Facility Analysis and Base Plan
The JLG team will review all available data on current activities and operations in the building, review the building conditions
assessment done by Kraus Anderson, and existing building plans. We will tour the building to better understand how the facility serves
the citizens of Farmington.
Deliverables: Facility base plan (existing), existing building analysis – systems narratives and analysis
Stakeholder Input
Our team will gather input from City leadership, RRC staff and the other key stakeholders and conduct one stakeholder input meeting.
This will help us better understand and evaluate health, wellness, recreational, and social activities in the building and learn what users
would like to include in the future development of the building.
Deliverables: Meeting minutes, summary/analysis of input
Facility Program Development
After collecting this input, our team will prepare a written facility program. This program document outlines recommended
modifications and their associated, specific space needs. The program also begins to establish facility parameters, becoming the
foundation for further project development.
Deliverables: Detailed facility program document (space needs, adjacencies, operational requirements)
Concept Options
From the facility program, JLG will develop a building layout option with up to three variations that show potential renovations or
reconfiguration of spaces. These will be reviewed with the City and RRC staff to determine which option would best serve the
community now and into the future. From this discussion, a final option – which may be a combination of features from the various
alternatives – will be developed. This now become the framework for the new Rambling River Center.

Cost Estimation
JLG Architects will develop a construction cost estimate for an overall project budget with some possible options for phasing work if
needed to work within available funding.

Study Report Document
JLG Design Group will assemble all the data and study information into a comprehensive, user-friendly report. The report will
document the study process, provide plans that outline the proposed changes to the building, address operational issues, and help
define the economic parameters of the improvements to the facility. This report will contain the information that RRC and the City of
Farmington will need to make critical decisions moving forward.

Communications and Presentation
At the completion of the study, JLG will present the recommendations to the Farmington City Council.

REIMBURSABLE EXPENSES
All final documents will be delivered electronically and some meetings will be virtual. Travel (per two in person meetings) by JLG Architects to
the site is included in the fixed compensation amount; any other travel costs will not be incurred without the Owner’s prior approval.
OTHER
• Drawings, reports and other documents prepared by the Architect are instruments of the Architect’s service and are for the
Owner’s use solely with respect to this Project. The Architect shall retain all common law, statutory and other reserved rights,
including the copyright. Upon completion of the Project, or termination of this Agreement by either party, the Owner’s right
to use the instruments of service shall cease.
• The Owner shall provide professional credit for the Architect in the Owner’s promotional materials for the Project and aptly
credit any/all drawings, renderings and other documents by including JLG’s logo or otherwise crediting JLG Architects by
name in writing.

Advisory board members are asked to review the updated 2023 work plan prior to the meeting and
come prepared to discuss, especially the items that were completed. The review also offers an
opportunity for the advisory board to discuss w ork plan items they would like to work on at future
meetings.

Goal #1: Focus on programs for multi-generations. Make the Rambling River Center an
inviting destination for all ages and a vibrant source for learning, socialization, and
physical wellbeing.
Status – Goal is completed.
Objectives:
1. By January 15, discuss the six generations living in America and understand what each
generation finds appealing.
Status: Completed. The advisory board listened to a presentation by Garlets and Janke
on the six generations living in the United States at their February 13, 2023 meeting.
2. By March 1, discuss and increase programming for active adults.
Status: Completed. The advisory board started this discussion at their March 13, 2023
meeting.
3. By July 1, discuss and increase programming for inactive adults.
Status: Completed. A list of topics to educate seniors, the children of seniors, and the
community on what services seniors may need was presented and discussed at the July
10, 2023 advisory board meeting.
4. By October 1, assess program numbers and memberships.
5. Status: Completed. Topics to educate seniors, the children of seniors, and the
community on what seniors may need are scheduled with the first of these programs
being presented in September.
Goal #2: Create a master plan for future building configuration, improvements, and
programming opportunities.
Objectives:
1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city
council to create a facility master plan and the kick-off meeting for the project will have
happened.
Status: Completed. The city council approved the Professional Services Agreement
with JLG Architects at their meeting on September 18, 2023.
2. By June 1, a stakeholder input session will have happened and up to three building layout
options that show potential renovations or reconfigurations will have been presented.
3. By August 1, a study report including information the RRCAB and City of Farmington
will need to make critical decisions moving forward will be assembled.
4. By October 1, a building master plan will be completed and the recommendations will be
presented to city council.
Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city
council.
Objectives:
1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any
revisions should be made to the 2024 fees and charges.
Status: Completed. The advisory board reviewed, discussed, and voted on fees and
charges at their May 8, 2023 meeting.

Recreation Commission.
Status: Completed. Recommended 2024 RRC fees and charges were forwarded to the
parks and recreation commission for their July 12, 2023 meeting.

approved the 2024 RRC fees and charges and will recommend to the City Council to
approve them.
Status: Completed. Fees and charges were reviewed and approved by the parks and
recreation commission at their July 12, 2023 meeting.
4. By December 31, the City Council will have acted on the Advisory Board and Parks and

Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future
Rambling River Center capital improvements and/or equipment and furniture purchases.
Status – Goal is completed.
Objectives:
1. By June 1, discuss current fundraising events to see if any changes should be made to the
exiting fundraising events and a discussion should occur about creating a new
fundraising event.
Status: Completed. At their February 13, 2023 meeting, the advisory board decided to
not hold a garage sale fundraiser this year and instead partner with the Farmington
Rotary on a raffle fundraiser.
2. By August 1, assist with and complete at least one fundraising activity.
Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20,
2023.
3. By September 1, assist with and complete at least a second fundraising activity.
4. Status: Completed. The annual bike auction was held on June 24, 2023.
5. By October 1, assist with and complete at least a third fundraising activity.
Status: Completed. The Kiss the Pig contest was held on June 24, 2023.
6. By December 31, assist with and complete at least a fourth fundraising activity.
Status: Completed. The raffle with the Farmington Rotary was completed on
September 6, 2023.
Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to
offer Fun Fridays in 2023 and to plan future trips in 2024.
Objectives:
1. By May 1, receive a report from the Trip Committee on trips that have been or will be
offered in 2023.
2. By August 1, receive a presentation by the Trip Committee about the draft list of future
trips planned in 2024.
3. By September 15, receive a report from the Trip Committee on the attendance and trips
offered during the second quarter in 2023.
4. Status: Completed. The trip planning committee met and due to Friday bingo, Fun
Fridays have been changed to Tasty Tuesdays. A list of restaurants to visit was
compiled for the remainder of 2023.
5. By October 1, receive a presentation on the final list of trips planned by the Trip
Committee to occur in 2024.
6. By November 1, receive a report from the Trip Committee on the attendance and trips
offered during the third quarter in 2023.

7. By December 31, receive a report from the Trip Committee on the attendance and trips
offered during the fourth quarter and an annual report identifying the total attendance of
those attending the 2023 trips.
Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC).
Status – Goal is completed.
Objectives:
1. By April 1, determine possible dates for a meeting with the PRC.
Status: Completed. The parks and facilities tour with the parks and recreation
commission and city council is scheduled for Wednesday, August 30 at 6 p.m.
2. By May 1, finalize and approve a recommended date and give input on topics to be
discussed.
Status: Completed. The parks and facilities tour is August 30 and the advisory board
didn’t have any recommendations on tour stops.
3. By June 1, approve the meeting agenda.
4. By October 1, complete a meeting with the parks and recreation commission.
Status: Completed. The parks and facilities tour with the parks and recreation
commission and city council was held on August 30.
Goal #7: Market and promote the Rambling River Center to increase exposure in the
Farmington community.
Objectives:
1. By March 1, purchase a customer list with names and addresses of those over age 50 in
the 55024-zip code to send introductory Rambling River Center materials to.
Status: Completed. A customer list with names of those over age 49 in the 55024-zip
was purchased.
2. By May 1, send introductory Rambling River Center materials to those over age 50 in
55024 zip code.
3. By July 1, attend at least two community meetings/events to promote the Rambling River
Center.
Status: Completed. Participated in Dew Days events and hosted the blood drive at the
Rambling River Center in June. A meeting with the Lions Club to plan events to co-
promote was held on Thursday, August 31.
4. By August 1, promote a success story or member profile that illustrates the benefits of the
Rambling River Center in the Currents and the Rivers.
Status: Completed. Shelley McGlaughin is featured in the September/October edition
of the River with Mary Garlets scheduled for the November/December edition, as well
as, the winter edition of the Farmington Currents.
5. By October 1, create and send out weekly stories and events to press release contacts
6. By December 1, partner with others to offer a creative event for the Rambling River
Center.
Goal #8: Create a list of expectations and guidelines for Rambling River Center Advisory
Board Members.
Status: Goal is completed.
