Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m. Members Present: Pennie Page, Blanche Reichert, Mary Garlets, Rachel Edwards Judy Janke, and Marge Koski Members absent: Pat Hennen Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Reichert to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Garlets to approve the September 11, 2023 meeting minutes, seconded by Edwards. APIF. Motion carried. 4. Presentations Rambling River Center Operations Report was presented by Recreation Supervisor Kohlbeck. Advisory board members appreciated the information and asked for volunteer hours to be added next year. 5. Business Items 6. Discussion Items 6.1. Breakfast and Silent Auction Fundraiser The committee gave an update. Currently, there are 34 donated baskets. Julia Johnson created bows for all the baskets. There is a form to complete when donating to ensure the donator receives a thank you and we have the value of the basket or items. Egg bake flavors were discussed and decided. Page will bring her roaster to assist in keeping food warm. 6.2. Market and Promote the Rambling River Center The first 1,000 tri-fold brochures are here. The advisory board will deliver to the senior housing complexes and businesses. Several brochures have yellow markings. Staff will contact Johnson Litho for correction of the yellow marked brochures and order an additional 1,000. 6.3. Rambling River Center Facility Master Plan On October 3, 2023, Pam Anderson and Madeline Wentzell from JLG Architects met with city staff to discuss the master planning process. The scope and schedule of the project were discussed. They toured the building and asked for program information, participation numbers, and photos of the rooms in use. In October, they will work on analysis, input, and program development. They will contact staff to schedule a date for an input meeting. In November, they will work on concept options, estimates, and a study report. The facility master plan should be completed by the end of December. 6.4. 2024 Work Plan Ideas The following ideas were suggested for the 2024 Work Plan. • Fundraising • Recommending fees to the parks and recreation commission and city council Page 5 of 19 • Working with Veteran organizations for more involvement at the Rambling River Center • Strategic plan to educate the community on what seniors need. This should include caregiving, housing, nutrition, when seniors should stop driving, how to access social services available, and other important information • Facility master plan 6.5. Review the 2023 Work Plan Progress Chair Page reviewed the progress of the goals and objectives of the 2023 work plan. 7. Staff Report Informational Updates • The passenger van made its inaugural trip to Bourbon Butcher for the Twin Cities Live show. • The raffle and other donations profited just short of $5,000 last month. We have surpassed our $10,000 goal. • The 2024 preliminary budget was approved. Adoption of the final 2024 budget and tax levy will be at the first city council meeting in December. • Rambling River Center members have volunteered to be in the Halloween Walk on Friday, October 27. They will be dressed as the Peanuts characters. 8. Advisory Board Roundtable Koski – Wayfinding signs on the trails informing where parks are located would be helpful. Garlets– Nothing Janke – Nothing Reichert – Nothing Edwards – Bread room is still an issue with people taking more than their share and opening a box of donuts and taking one out. Are there other ideas to control this issue? Can we put a flyer at the front when someone passes away? Page – Would like to pay over the phone for memberships and programs. Staff indicated at this time it is not PCI compliant. Looking forward to Coffee Café beginning on Dec. 8. 9. Breakfast was served from 8-9:30 a.m. The menu included egg bake, cheesy hashbrowns, cinnamon or caramel rolls, fruit, juice, and coffee. There were 74 baskets/items for the silent auction and it ran from 8-10 a.m. DISCUSSION: Staff will provide an update at the meeting regarding number of tickets and baskets sold and profit numbers. Staff would like to discuss the event with Rambling River Center Advisory Board (RRCAB) members to get their feedback and input on the breakfast and silent auction, timing, food, and selling of tickets. ACTION REQUESTED: RRCAB members should come prepared to discuss and evaluate the annual breakfast and silent auction fundraiser and provide input for next year. Page 7 of 19 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From:Missie Kohlbeck, Recreation Supervisor Department:Parks & Recreation Subject:Market and Promote the Rambling River Center Meeting:Rambling River Center Advisory Board - Nov 13 2023 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2023 includes a goal to market and promote the Rambling River Center (RRC) to increase exposure in the Farmington community. Staff developed a tri-fold brochure introducing the RRC to the community. One thousand brochures were printed and folded. At the August 21, 2023 meeting, the RRCAB agreed they would like to mail to all 1,334 addresses in the 65-69 age group. Staff would review the tri-fold brochures and order an additional 1,000. At the October 9, 2023 meeting, the RRCAB noticed there were yellow markings in the third panel of several tri-fold brochures. Staff contacted Johnson Litho Graphics for a refund and reprinting of the brochures. DISCUSSION: The reprinted and replaced brochures have arrived. BUDGET IMPACT: Johnson Litho Graphics covered the cost of the 229 yellow colored brochures by discounting their printing services on the last 1,000 brochures. Staff and RRCAB members who were at the input session will provide an update during the meeting. The work plan will guide the advisory board actions in 2024. DISCUSSION: The advisory board started the discussion of 2024 work plan ideas at their October 9, 2023 meeting. Ideas included: Fundraise to fund future capital improvements and/or equipment and furniture purchases Review and recommend fees to the parks and recreation commission and city council Collaborate with Veteran's groups for more involvement at the Rambling River Center Educate community and caregivers on what seniors need including housing, nutrition, accessing social services, when to give up driving, etc. Rambling River Center facility master plan ACTION REQUESTED: The advisory board is asked to review the above work plan ideas and come to the meeting with other possible items that could be included in the 2024 work plan. Make the Rambling River Center an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. Status – Goal is completed. Objectives: 1. By January 15, discuss the six generations living in America and understand what each generation finds appealing. Status: Completed. The advisory board listened to a presentation by Garlets and Janke on the six generations living in the United States at their February 13, 2023 meeting. 2. By March 1, discuss and increase programming for active adults. Status: Completed. The advisory board started this discussion at their March 13, 2023 meeting. 3. By July 1, discuss and increase programming for inactive adults. Status: Completed. A list of topics to educate seniors, the children of seniors, and the community on what services seniors may need was presented and discussed at the July 10, 2023 advisory board meeting. 4. By October 1, assess program numbers and memberships. 5. Status: Completed. Topics to educate seniors, the children of seniors, and the community on what seniors may need are scheduled with the first of these programs being presented in September. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city council to create a facility master plan and the kick-off meeting for the project will have happened. Status: Completed. The city council approved the Professional Services Agreement with JLG Architects at their meeting on September 18, 2023. 2. By June 1, a stakeholder input session will have happened and up to three building layout options that show potential renovations or reconfigurations will have been presented. Status: Partially completed. A stakeholder input session was held on Tuesday, October 31. 3. By August 1, a study report including information the RRCAB and City of Farmington will need to make critical decisions moving forward will be assembled. 4. By October 1, a building master plan will be completed and the recommendations will be presented to city council. Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city council. Status – Goal is completed. Page 13 of 19 Objectives: 1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any revisions should be made to the 2024 fees and charges. Status: Completed. The advisory board reviewed, discussed, and voted on fees and charges at their May 8, 2023 meeting. 2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and Recreation Commission. Status: Completed. Recommended 2024 RRC fees and charges were forwarded to the parks and recreation commission for their July 12, 2023 meeting. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2024 RRC fees and charges and will recommend to the City Council to approve them. Status: Completed. Fees and charges were reviewed and approved by the parks and recreation commission at their July 12, 2023 meeting. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2024 RRC fees and charges. Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Status – Goal is completed. Objectives: 1. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. Status: Completed. At their February 13, 2023 meeting, the advisory board decided to not hold a garage sale fundraiser this year and instead partner with the Farmington Rotary on a raffle fundraiser. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20, 2023. 3. By September 1, assist with and complete at least a second fundraising activity. 4. Status: Completed. The annual bike auction was held on June 24, 2023. 5. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The Kiss the Pig contest was held on June 24, 2023. 6. By December 31, assist with and complete at least a fourth fundraising activity. Status: Completed. The raffle with the Farmington Rotary was completed on September 6, 2023. Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to offer Fun Fridays in 2023 and to plan future trips in 2024. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2023. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2024. 3. By September 15, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2023. Page 14 of 19 4. Status: Completed. The trip planning committee met and due to Friday bingo, Fun Fridays have been changed to Tasty Tuesdays. A list of restaurants to visit was compiled for the remainder of 2023. 5. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2024. 6. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2023. 7. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2023 trips. Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC). Status – Goal is completed. Objectives: 1. By April 1, determine possible dates for a meeting with the PRC. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council is scheduled for Wednesday, August 30 at 6 p.m. 2. By May 1, finalize and approve a recommended date and give input on topics to be discussed. Status: Completed. The parks and facilities tour is August 30 and the advisory board didn’t have any recommendations on tour stops. 3. By June 1, approve the meeting agenda. 4. By October 1, complete a meeting with the parks and recreation commission. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council was held on August 30. Goal #7: Market and promote the Rambling River Center to increase exposure in the Farmington community. Objectives: 1. By March 1, purchase a customer list with names and addresses of those over age 50 in the 55024-zip code to send introductory Rambling River Center materials to. Status: Completed. A customer list with names of those over age 49 in the 55024-zip was purchased. 2. By May 1, send introductory Rambling River Center materials to those over age 50 in 55024 zip code. 3. By July 1, attend at least two community meetings/events to promote the Rambling River Center. Status: Completed. Participated in Dew Days events and hosted the blood drive at the Rambling River Center in June. A meeting with the Lions Club to plan events to co- promote was held on Thursday, August 31. 4. By August 1, promote a success story or member profile that illustrates the benefits of the Rambling River Center in the Currents and the Rivers. Status: Completed. Shelley McGlaughin is featured in the September/October edition of the River with Mary Garlets scheduled for the November/December edition, as well as, the winter edition of the Farmington Currents. 5. By October 1, create and send out weekly stories and events to press release contacts 6. By December 1, partner with others to offer a creative event for the Rambling River Center.
