Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m. Members Present: Pennie Page, Blanche Reichert, Pat Hennen, Rachel Edwards Judy Janke, and Marge Koski Members Absent: Mary Garlets Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Hennen to approve agenda, seconded by Reichert. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Edwards to approve the October 9, 2023 meeting minutes, seconded by Koski. APIF. Motion carried. 4. Presentations 5. Business Items 6. Discussion Items 6.1. Review Breakfast and Silent Auction Fundraiser The total profit was $3,912.56. Breakfast was served to 114 people and it is estimated 125 people attended the silent auction. There were 78 silent auction baskets/items to bid on. Discussion on changes for next year included ordering food for 150 instead of 200, add a meat side, ask for low salt potatoes, keep the delivery option, and only serve one type of roll. It was suggested to add an activity to make the event more family friendly. Also, it was proposed to invite volunteers to the October 2024 Advisory Board meeting to discuss directions/processes, especially for creating the silent auction baskets. 6.2. Market and Promote the Rambling River Center Trifold brochures are ready to be mailed. Board members and volunteers will prepare the mailing (put labels on and stuff envelopes) to be completed on Friday, November 17. 6.3. Rambling River Center Facility Master Plan Reichert and Janke attended the facility master plan input meeting on October 31, 2023. Reichert really liked the idea of changing the main entrance. Director Omlid reviewed the comments received from members. She also reminded the Rambling River Center Advisory Board (RRCAB) members that currently the plan is high level ideas. Next steps include taking the ideas from the user group meeting and developing draft concept plans. Staff will meet with JLG Architects for further review of the concepts. 6.4. 2024 Work Plan Ideas Board members reviewed the work plan ideas suggested at the October meeting. In addition to: • Fundraising • Recommending fees and charges to the parks and recreation commission and city council Page 4 of 24 • Working with Veteran organizations for more involvement at the Rambling River Center • Educating the community on what seniors need. This could include caregiving, housing, nutrition, when seniors should stop driving, how to access social services, and other important information • Facility master plan The following ideas were suggested: • Parks and facility tour with the parks and recreation commission and city council • Work session with city council • Trip planning for 2025 6.5. Review the 2023 Work Plan Progress Chair Page reviewed the progress of the goals and objectives of the 2023 work plan. 7. Staff Report Informational Updates • The Halloween Walk had nearly 1,200 participants. Four volunteers handed out candy for the Rambling River Center/Parks and Recreation Department. • Staff provided a list of trips scheduled for 2024. • The Trains and Treats event will be held on Saturday, November 25. • The Favor Farmington Expo will not be held in 2024. Over the next year, the future of the Expo will be reevaluated. 8. Advisory Board Roundtable Hennen – Asked where the handrails went. The railings are at JIT Powder Coating getting blasted and repainted. Liked the Wednesday coloring group and glad the books are getting used. Enjoyed the meditation class. DISCUSSION: There should be a discussion by advisory board members about the planning of the event. This includes, but is not limited to, vendor application, fees, setup, recruitment and schedule of volunteers, planning separate a discuss should board Advisory advertising. and members committee for the arts and crafts fundraiser and advertise for RRC members to be on it. Vendors can now register online for the arts and crafts fundraiser. Staff will show advisory board members the new WebTrac link for registration. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to participate in a discussion about the arts and crafts fundraising event and also to make decisions needed for the event. Fees for vendors should be discussed, decided, and formally approved at the meeting. Each board or commission briefly highlighted the work they accomplished in 2023. DISCUSSION: A brief discussion regarding the reception should occur. The purpose of the discussion is to have board members provide their feedback on the reception and update those who were unable to attend. ACTION REQUESTED: Board members who attended the reception on December 7, 2023 should be prepared to share their thoughts and any suggestions they might have for next year. Page 9 of 24 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Rambling River Center Facility Master Plan Meeting: Rambling River Center Advisory Board - Dec 11 2023 INTRODUCTION: One of the Rambling River Center Advisory Board's (RRCAB) work plan goals for this year is to create programming and improvements, configuration, building for plan master a future opportunities. DISCUSSION: JLG Architects have been working on a draft concept plan based off their observations, programs and participation, facility and room measurements, and the input provided by Rambling River Center members at the meeting on October 31. Highlights of the draft concept plan and new layout include: •The main entry moves to the other vestibule to have an open area with the reception desk and one office in what is currently the Jack and Bev McKnight Fitness Room. •The lobby area has space for a coffee machine and lounge seating. •Open the wall with double doors leading to the right where the current reception / office area is located, will have open space for the Jerry Ristow Library and quiet lounge space. •The old vestibule could have coat racks and serve the multipurpose room. •Relocate the enclosed Jerry Ristow Library from the Empire Room and create a large space with a folding divider so the space can be used as one large room or two smaller rooms for activities for flexibility. •Remove the workroom and one smaller office to create a game room for noisier activities (the plan shows a pool table and ping pong table; dashed lines around indicate required clearances for these). The space could also have seating for watching or waiting to play. •Add a hallway to the Recreation Supervisor’s office and workroom. The Nicolai Board Room remains but shows replacing the exterior door with a window. •Heading down the hall toward the Ross Arts and Crafts room, open the hallway (where the coffee area is) and take three of four garage stalls to create a larger Jack and Bev McKnight Fitness Room. Enclose the sprinkler riser in garage. The garage doors would be removed and replaced with big windows. •Outside the Jack and Bev McKnight Fitness Room, would be a single occupant accessible restroom. •One garage stall remains along with the storage room. •In the train area, remove the holding celling and plumbing chase for a more open area but left Page 10 of 24 some of the smaller storage rooms. •Toward the banquet space, shift the door separating it from the rest of the RRC which allows access to the new single occupant accessible restroom. Then shift the kitchen a bit and have the walls run up to the ceiling for better sound control. •The banquet room remains about the same size, but consolidate the storage at the far end. Shows removing the vestibule to improve flow of the space. •Added two doors to a patio outside of the banquet space and would do things to enhance the green space for activities. The annual work plan outlines the work items the advisory board wishes to accomplish during the year. DISCUSSION: Attached is a draft work plan, which is a product of the discussions that occurred during October and November meetings. ACTION REQUESTED: The advisory board is asked to review the attached draft 2024 work plan prior to the meeting. During the meeting, members should discuss and provide additional items to be included in the work plan. Based on the input provided by advisory board members during the meeting, staff will revise and bring a final work plan to the board for approval at its January 8, 2024 meeting. Objectives: 1. By February 1, JLG Architects will have completed a building master plan and the recommendations presented to and approved by City Council. 2. By May 1, the Advisory Board will have reviewed the proposals submitted for Phase One improvements and will make a recommendation(s) to City Council to approve the vendors, equipment, furnishings, etc. selected. 3. By June 1, City Council will have approved the vendors, equipment, furnishings, etc. selected for Phase One improvements. 4. By October 1, Phase One improvements will be completed. 5. By November 1, a ribbon cutting and open house to celebrate the new improvements will have been completed. Goal #2: Review and recommend 2025 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2025 RRC fees and charges and determine if any revisions should be made to the 2025 fees and charges. 2. By August 1, forward recommended 2025 RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2025 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2025 RRC fees and charges. Goal #3: Raise at least $10,000 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: 1. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. 2. By August 1, assist with and complete at least one fundraising activity. 3. By September 1, assist with and complete at least a second fundraising activity. 4. By October 1, assist with and complete at least a third fundraising activity. 5. By December 31, assist with and complete at least a fourth fundraising activity. Goal #4: Participate in a work session with City Council. Objectives: 1. By February 1, a date to have a work session with City Council will be identified. 2. By May 1, a list of work session topic(s) will be approved by the Advisory Board. 3. By October 1, a work session with City Council will have occurred. Page 14 of 24 Goal #5: Participate in a parks and facilities tour with the Parks and Recreation Commission and City Council. Objectives: 1. By March 1, the Advisory Board, Parks and Recreation Commission, and City Council will have identified a date to have a tour. 2. By June 1, a draft list of parks and facilities to tour will be reviewed by the Advisory Board. 3. By July 1, a final list of parks and facilities to tour will be approved by the Parks and Recreation Commission. 4. By October 1, a parks and facilities will have occurred. Goal #6: Collaborate with Veteran’s Groups for more involvement at the Rambling River Center. Objectives: 1. By March 1, the Advisory Board will have discussed how, who, and what a collaboration with Veteran’s groups looks like. 2. By May 1, the Advisory Board will have identified Veteran’s groups to contact for possible collaborations. 3. By August 1, the Advisory Board will have met with and learned more about the identified Veteran’s groups and brainstormed with them ways to collaborate. 4. By December 1, a collaboration with a Veteran’s group(s) will have taken place. Goal #7: Work with the Trip Planning Committee to offer Tasty Tuesdays in 2024 and to plan future trips in 2025. Objectives: 1. By May 1, receive a report from the Trip Committee on the attendance and trips offered during the first quarter in 2024 and will be offered the remainder of the year. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2025. 3. By September 1, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2024. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2025. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2024. 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2024 trips. Goal #8: Educate the Community and Caregivers on What Seniors May Need. Objectives: 1. By March 1, the Advisory Board will have discussed what and how to educate the community. 2. By April 1, a plan with a schedule of topics, instructors, events, times, delivery methods, etc. will have been developed. 3. By July 1, the first education opportunity will have taken place. 4. DISCUSSION: An updated work plan is included in the meeting packet. The updated work plan shows in red what items have been completed during or after the November 13, 2023 meeting. Items in bold black were items completed prior to the November 13, 2023 meeting. ACTION REQUESTED: Advisory board members are asked to review the updated 2023 work plan prior to the meeting and come prepared to discuss, especially the items that were completed. The review also offers an opportunity for the advisory board to discuss work plan items they would like to work on at future meetings. Make the Rambling River Center an inviting destination for all ages and a vibrant source for learning, socialization, and physical wellbeing. Status – Goal is completed. Objectives: 1. By January 15, discuss the six generations living in America and understand what each generation finds appealing. Status: Completed. The advisory board listened to a presentation by Garlets and Janke on the six generations living in the United States at their February 13, 2023 meeting. 2. By March 1, discuss and increase programming for active adults. Status: Completed. The advisory board started this discussion at their March 13, 2023 meeting. 3. By July 1, discuss and increase programming for inactive adults. Status: Completed. A list of topics to educate seniors, the children of seniors, and the community on what services seniors may need was presented and discussed at the July 10, 2023 advisory board meeting. 4. By October 1, assess program numbers and memberships. 5. Status: Completed. Topics to educate seniors, the children of seniors, and the community on what seniors may need are scheduled with the first of these programs being presented in September. Goal #2: Create a master plan for future building configuration, improvements, and programming opportunities. Objectives: 1. By March 1, JLG Architects (formerly 292 Design Group) will be approved by city council to create a facility master plan and the kick-off meeting for the project will have happened. Status: Completed. The city council approved the Professional Services Agreement with JLG Architects at their meeting on September 18, 2023. 2. By June 1, a stakeholder input session will have happened and up to three building layout options that show potential renovations or reconfigurations will have been presented. Status: Completed. The stakeholder input meeting was held on Tuesday, October 31 at 10:30 a.m. Status: Completed. A stakeholder meeting was held on Tuesday, October 31, 2023. 3. By August 1, a study report including information the RRCAB and City of Farmington will need to make critical decisions moving forward will be assembled. 4. By October 1, a building master plan will be completed and the recommendations will be presented to city council. Goal #3: Review and recommend 2024 Rambling River Center fees and charges to the city council. Status – Goal is completed. Page 18 of 24 Objectives: 1. By July 1, review and discuss the 2024 RRC fees and charges and determine if any revisions should be made to the 2024 fees and charges. Status: Completed. The advisory board reviewed, discussed, and voted on fees and charges at their May 8, 2023 meeting. 2. By August 1, forward recommended 2024 RRC fees and charges to the Parks and Recreation Commission. Status: Completed. Recommended 2024 RRC fees and charges were forwarded to the parks and recreation commission for their July 12, 2023 meeting. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2024 RRC fees and charges and will recommend to the City Council to approve them. Status: Completed. Fees and charges were reviewed and approved by the parks and recreation commission at their July 12, 2023 meeting. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2024 RRC fees and charges. Status: Completed. City Council approved 2024 RRC fees and charges at their December 4, 2023 meeting. Goal #4: Raise at least $10,000.00 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. At their February 13, 2023 meeting, the advisory board decided to not hold a garage sale fundraiser this year and instead partner with the Farmington Rotary on a raffle fundraiser. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The RRC hosted the Veteran’s Steak Fry at the VFW on May 20, 2023. 3. By September 1, assist with and complete at least a second fundraising activity. 4. Status: Completed. The annual bike auction was held on June 24, 2023. 5. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The Kiss the Pig contest was held on June 24, 2023. 6. By December 31, assist with and complete at least a fourth fundraising activity. Status: Completed. The raffle with the Farmington Rotary was completed on September 6, 2023. Goal #5: Work with the Trip Planning Committee upon receiving the passenger van to offer Fun Fridays in 2023 and to plan future trips in 2024. Status: Goal is completed. Objectives: 1. By May 1, receive a report from the Trip Committee on trips that have been or will be offered in 2023. Page 19 of 24 2. The trip planning committee met and due to Friday bingo, Fun Fridays have been changed to Tasty Tuesdays. A list of restaurants to visit was compiled for the remainder of 2023. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2024. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2023. Status: Completed. A report and list of 2024 trips was provided at the November 13, 2023 meeting. 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2023 trips. Goal #6: Facilitate a meeting with the Parks and Recreation Commission (PRC). Status – Goal is completed. Objectives: 1. By April 1, determine possible dates for a meeting with the PRC. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council is scheduled for Wednesday, August 30 at 6 p.m. 2. By May 1, finalize and approve a recommended date and give input on topics to be discussed. Status: Completed. The parks and facilities tour is August 30 and the advisory board didn’t have any recommendations on tour stops. 3. By June 1, approve the meeting agenda. 4. By October 1, complete a meeting with the parks and recreation commission. Status: Completed. The parks and facilities tour with the parks and recreation commission and city council was held on August 30. Goal #7: Market and promote the Rambling River Center to increase exposure in the Farmington community. Status – Goal is completed. Objectives: 1. By March 1, purchase a customer list with names and addresses of those over age 50 in the 55024-zip code to send introductory Rambling River Center materials to. Status: Completed. A customer list with names of those over age 49 in the 55024-zip was purchased. 2. By May 1, send introductory Rambling River Center materials to those over age 50 in 55024 zip code. 3. By July 1, attend at least two community meetings/events to promote the Rambling River Center. Status: Completed. Participated in Dew Days events and hosted the blood drive at the Rambling River Center in June. A meeting with the Lions Club to plan events to co- promote was held on Thursday, August 31.
