MAY 8, 2023 RAMBLING RIVER CENTER
ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:32 a.m.
Members Present: Pennie Page, Blanche Reichert, Mary Garlets, and Rachel Edwards
Members absent: Judy Janke, Marge Koski, and Pat Hennen
Others Present: Parks and Recreation Director Kellee Omlid, Recreation Supervisor Missie
Kohlbeck
2. Approve Agenda
Motion by Garlets to table the Photo of Rambling River Center Advisory Board (RRCAB) and then
approve agenda, seconded by Reichert. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion made by Garlets to approve April 10, 2023 meeting minutes, seconded by Reichert. APIF.
Motion carried.
4. Presentations
A. Introduction of New Board Member Rachel Edwards
Rachel Edwards introduced herself. RRCAB members introduced themselves and Page provided a
copy of the Rambling River Center Advisory Board by-laws to Edwards.
5. Business Items
A. Photo of Rambling River Center Advisory Board
Tabled until July 10, 2023 meeting.
B. Cancellation of the June 12, 2023 Meeting
Motion by Reichert to cancel the June 12, 2023 meeting, seconded by Garlets. APIF. Motion carried.
C. 2024 Rambling River Center Fees
A discussion on Rambling River Center fees for 2024 took place. Motion by Edwards to approve a $10
increase in newsletter advertisements and no changes to membership fees, daily pass fees, or rentals,
seconded by Reichert. APIF. Motion carried.
6. Discussion Items
A. Steak Fry Fundraiser
Kohlbeck gave an update on volunteers and sign-ups for dessert for the VFW Steak Fry fundraiser on
May 20. We are partnering with Future Farmers of America (FFA) group from Farmington High School
so encourage people to buy their tickets from the Rambling River Center.
B. Market and Promote the Rambling River Center
There was discussion regarding ages the RRCAB would like to prioritize for the tri-fold brochure and
membership application mailing. It was decided preferred focus was the 65-69 age range. It was also
discussed to save on mailing rates by hand delivering to the senior apartments. Kohlbeck will have 1,000
tri-fold brochures printed.
C. Programming for Different Generations
Board members Page and Garlets went to the Burnsville Senior Center’s Wellness and Health Fair. They
brought back a list of vendors who participated in the fair and topics they presented on. Interest in these
topics may bring in inactive adults to the Rambling River Center. Consensus was we wouldn’t have
enough interest to host a stand-alone health fair. Kohlbeck suggested dividing the Schmitz-Maki Arena
and holding both the Arts and Craft Fair and a Wellness and Health fair at the same time. This will be
discussed further as we work on the Arts and Craft Fair for 2024.
D. 2023 Work Plan Review
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.
7. Staff Report
Informational Updates
• A thank you from Angie Craig’s office was shared.
• The Arts and Crafts fundraiser was cancelled and refunds have been processed.
• We are waiting to hear from the Farmington Rotary with the permit number for the raffle tickets.
• Kiss the Pig and Bike Auction are scheduled for Saturday, June 24. Koski has agreed to join
Reichert as a candidate for Kiss the Pig.
• Quarterly participation was reviewed. Participation numbers remain strong.
• Director Omlid reminded board members of the Spring Food Truck Festival held with Empire on
Friday, May 19 from 5-8 p.m. at Stelzel Ball Fields on Highway 3.
8. Advisory Board Roundtable
Garlets – The Wellness and Health Fair had very good information and many topics to provide
education to our seniors.
Edwards – Glad to be here.
Page – Would we save any money if the newsletter went out quarterly? How do we appeal to the
diversity in Farmington? We need to promote Happy Harry’s and the Shred Right fundraisers more.
Reichert – Reminded staff to look at toilet paper holders and replace with face front for easier access.

Motion by Garlets and seconded by Edwards to adjourn the meeting, APIF. Motion carried. The
meeting was adjourned at 11:04 a.m.
