AUGUST 21, 2023 RAMBLING RIVER CENTER
ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.
Members Present: Pennie Page, Blanche Reichert, Mary Garlets, Rachel Edwards
Judy Janke, Marge Koski, and Pat Hennen
Members absent:
Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie
Kohlbeck
2. Approve Agenda
Motion by Reichert to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion made by Garlets to approve the July 10, 2023 meeting minutes, seconded by Janke. APIF.
Motion carried.
5. Business Items
5.1. Silent Auction Fundraiser Event
Discussion on what type of food to pair with the silent auction fundraiser event. Motion by Edwards to
serve egg bake and cheesy hash browns from Ptacek’s, fruit, rolls, juice, and coffee for a cost of $12 per
person; seconded by Koski. APIF. Motion carried. Reichert will talk to Blue Nose about donating coffee.
Koski and Page will both be out of town.
5.2. Rambling River Center Facility Master Plan
The cost of JLG Architect’s facility master planning services for the Rambling River Center (RRC) is a
not-to-exceed fee of $19,800. Motion by Janke to spend $10,000 out of the RRC Capital Improvement
Fund with the remainder of the fee to come from the Community Project Funding and recommend to city
council to approve the agreement with JLG Architects; seconded by Garlets. APIF. Motion carried.
6. Discussion Items
6.1. Raffle Fundraiser with Farmington Rotary
Currently, the RRC has sold 66 tickets. Everyone should do a last push for selling raffle tickets. Staff
will see if we can get it into the newspaper. The drawings are on September 6, 2023.
6.2. Programming for Different Generations
Board members listed the following topics for talks, classes, and information sharing in the River:
memory/brain health, macular degeneration, neuropathy, CPAP machines, slips/trips/falls, wills and the
power of attorney, and transferring property. Staff will work on scheduling the presentations.
6.3. Market and Promote the Rambling River Center
Discussion about sending out the trifold brochure and dropping off at a variety of locations. The original
1,000 tri-fold brochures ordered are not enough to mail to all addresses in the 65-69 age group and for
senior housing complexes and local businesses. Board members are still interested in sending out to all
1,334 addresses in the 65-69 age group. Staff will order another 1,000 tri-fold brochures.
6.4. 2023 Work Plan Review
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.
7. Staff Report
Informational Updates
• Fundraising/donations for 2023 are currently at $12,167.12.
• The Rambling River Park draft preferred concept plan is going to the city council tonight for a
presentation and approval (August 21).
• The Community Project Funding required an environmental review that is completed and
submitted for approval by the Department of Housing and Urban Development (HUD).
• The passenger van is built and we are waiting for delivery of the vehicle.
• The Parks and Facilities Tour with the parks and recreation commission and the city council will
be held on Wednesday, August 30 at 6 p.m. We will meet at the Schmitz-Maki Arena. Director
Omlid emailed the schedule.

8. Advisory Board Roundtable
Koski – Looking forward to the trip planning meeting, Bentleyville trip is full.
Garlets– There is organic recycling by the fire/police stations. If you don’t know about it, there is a
class coming up.
Hennen – Puzzle and coloring books donated by Karen Vickery from a grocery store. Will find out
about possible surgery soon.
Janke – Nothing
Reichert – Nothing
Edwards – Nothing
Page – Nothing
Omlid – The Open Door Food Pantry served 121 families in August.

Motion by Koski and seconded by Reichert to adjourn the meeting, APIF. Motion carried. The meeting
was adjourned at 11:00 a.m.
