SEPTEMBER 11, 2023 RAMBLING RIVER CENTER
ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m.
Members Present: Pennie Page, Blanche Reichert, Mary Garlets, Rachel Edwards
Judy Janke, Marge Koski, and Pat Hennen
Members absent:
Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie
Kohlbeck
2. Approve Agenda
Motion by Garlets to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion made by Koski to approve the August 21, 2023 meeting minutes, seconded by Reichert. APIF.
Motion carried.

6. Discussion Items
6.1. Review Parks and Facilities Tour with Parks and Recreation Commission and City Council
Marschall Line donated the bus and driver for the tour. They used their brand new 32 passenger bus.
This donation was worth $600. It was mentioned to put a sign on the trail letting people know there is a
park down the trail. Director Omlid discussed a grant for wayfinding signs that was put on pause,
hopefully this grant will be back in 2024. Janke noted it was an eye-opening tour and didn’t realized we
have so many beautiful parks. Reichert recommended moving the tour to fall.
6.2. Review of Raffle Fundraiser with the Farmington Rotary
We sold 291 tickets which resulted in a $4,416 profit. Travel Leaders - Galaxy Travel also donated $5 for
each raffle ticket bought from Sara Butruff, for a total of $225. Five different people won twice and one
person won four times. Staff will meet with Farmington Rotary to review the raffle fundraiser; advisory
board members commented we should do it again.
6.3. Breakfast and Silent Auction Fundraiser
The letter has gone out regarding donating silent auction items for the fundraiser. Advisory board
members will follow-up with businesses the week of September 25. Edwards, Garlets, and Janke will
serve as a silent auction committee and set the schedule for volunteers and make a list of needed
supplies. The advisory board will choose flavors for egg bakes at the next meeting. Ptaceks will deliver
the food for a $50 fee. It was decided to have them deliver the food.
6.4. Market and Promote the Rambling River Center
A typo was noticed on the tri-fold. Staff will fix and reprint 1,000 and an additional 1,000. Garlets will
bring to the Legacy, Reichert to Vermillion River Crossing, Page to Spruce Place and Red Oak, Edwards
and Koski to Cameron Woods and Janke will bring to doctor offices.
6.5. Review the 2023 Work Plan Progress
Chair Page reviewed the progress of the goals and objectives of the 2023 work plan.
7. Staff Report
Informational Updates
• The Trip Planning Committee has identified places to go for Tasty Tuesdays.
• The agreement for the facility master planning has been going back and forth between lawyers
as it is updated. When both parties are satisfied, it will be presented to city council for approval.
• The passenger van is here and staff is working with BlackFire Creative to have sponsor logos
placed on the vehicle.
• Metro sales tax is going up one percent (1%) on October 1, 2023. The city’s fees will be
adjusted accordingly including the Rambling River Center membership, day pass, and fitness
center usage fees.
• September is National Senior Center Month
• A Facility Condition Assessment for the Rambling River Center was completed by Kraus-
Anderson and was presented to city council.
8. Advisory Board Roundtable
Koski – Proud to be a part of this board.
Garlets– Nothing
Hennen – Karen Vickery is the person the puzzle books are from. They are from a store in Cook, MN.
Joel Erickson will be trying to reopen the Troy House.
Janke – Twin Cities Live is filming at Bourbon Butcher on Friday, September 29. We should get a
group together from the RRC for a late lunch at 1 p.m. and stay through the filming. Maybe even take
the new van. Staff will check to see how long a group can take up seats.

Motion by Koski and seconded by Edwards to adjourn the meeting, APIF. Motion carried. The meeting
was adjourned at 11:18 a.m.
