Call to Order: Chair Pennie Page called meeting to order at 9:30 a.m. Members Present: Pennie Page, Blanche Reichert, Mary Garlets, Rachel Edwards Judy Janke, and Marge Koski Members absent: Pat Hennen Others Present: Parks and Recreation Director Kellee Omlid and Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Motion by Reichert to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Garlets to approve the September 11, 2023 meeting minutes, seconded by Edwards. APIF. Motion carried. 4. Presentations Rambling River Center Operations Report was presented by Recreation Supervisor Kohlbeck. Advisory board members appreciated the information and asked for volunteer hours to be added next year. 5. Business Items 6. Discussion Items 6.1. Breakfast and Silent Auction Fundraiser The committee gave an update. Currently, there are 34 donated baskets. Julia Johnson created bows for all the baskets. There is a form to complete when donating to ensure the donator receives a thank you and we have the value of the basket or items. Egg bake flavors were discussed and decided. Page will bring her roaster to assist in keeping food warm. 6.2. Market and Promote the Rambling River Center The first 1,000 tri-fold brochures are here. The advisory board will deliver to the senior housing complexes and businesses. Several brochures have yellow markings. Staff will contact Johnson Litho for correction of the yellow marked brochures and order an additional 1,000. 6.3. Rambling River Center Facility Master Plan On October 3, 2023, Pam Anderson and Madeline Wentzell from JLG Architects met with city staff to discuss the master planning process. The scope and schedule of the project were discussed. They toured the building and asked for program information, participation numbers, and photos of the rooms in use. In October, they will work on analysis, input, and program development. They will contact staff to schedule a date for an input meeting. In November, they will work on concept options, estimates, and a study report. The facility master plan should be completed by the end of December. 6.4. 2024 Work Plan Ideas The following ideas were suggested for the 2024 Work Plan. • Fundraising • Recommending fees to the parks and recreation commission and city council • Working with Veteran organizations for more involvement at the Rambling River Center • Strategic plan to educate the community on what seniors need. This should include caregiving, housing, nutrition, when seniors should stop driving, how to access social services available, and other important information • Facility master plan 6.5. Review the 2023 Work Plan Progress Chair Page reviewed the progress of the goals and objectives of the 2023 work plan. 7. Staff Report Informational Updates • The passenger van made its inaugural trip to Bourbon Butcher for the Twin Cities Live show. • The raffle and other donations profited just short of $5,000 last month. We have surpassed our $10,000 goal. • The 2024 preliminary budget was approved. Adoption of the final 2024 budget and tax levy will be at the first city council meeting in December. • Rambling River Center members have volunteered to be in the Halloween Walk on Friday, October 27. They will be dressed as the Peanuts characters. 8. Advisory Board Roundtable Koski – Wayfinding signs on the trails informing where parks are located would be helpful. Garlets– Nothing Janke – Nothing Reichert – Nothing Edwards – Bread room is still an issue with people taking more than their share and opening a box of donuts and taking one out. Are there other ideas to control this issue? Can we put a flyer at the front when someone passes away? Page – Would like to pay over the phone for memberships and programs. Staff indicated at this time it is not PCI compliant. Looking forward to Coffee Café beginning on Dec. 8. 9. Adjourn Motion by Koski and seconded by Edwards to adjourn the meeting, APIF. Motion carried.
