Call to Order: Chair Mary Garlets called meeting to order at 9:30 a.m. Members Present: Mary Garlets, Rachel Edwards, Pat Hennen, Judy Janke, Jeff Spillman, and Blanche Reichert Members Absent: Pennie Page Others Present: Parks and Recreation Director, Kellee Omlid and Recreation Supervisor, Missie Kohlbeck 2. Approve Agenda Motion by Janke to approve agenda, seconded by Reichert. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Spillman to approve the March 11, 2024 meeting minutes, seconded by Edwards. APIF. Motion carried. 4. Presentations 5. Business Items 6. Discussion Items 6.1. Arts and Crafts Fundraiser Currently, there are 35 vendors registered with seven additional spaces for a total of 42 spaces. The committee met on March 27. Volunteer shifts will be 9 – 11:30 a.m., 11:30 a.m. – 1 p.m., 1 – 2 p.m.; a total of 24 volunteers are needed. The sign-up sheets will be posted asap. Banners and yards signs will be put out on Monday, April 29. Ideas for banner/sign placement included school district properties and Muddy Waters. Advisory board member Janke is in discussions with Chick-fil-A for providing concessions. 6.2. Collaborate with Veteran’s Groups Advisory board member Janke is still conducting research on veterans and veteran’s groups. Program ideas to celebrate veterans included Armed Forces Day and/or Flag Day. The Patriotic Angels organization was also discussed. Patriotic Angels will provide funds for veteran’s in-home care. To qualify, veterans must have been active during war time. 6.3. Educate Community and Caregivers Board members discussed creating a large file with information on all the identified topics. Another idea was to take one topic per month and push information out on social media and flyers. There was also a discussion regarding transitional care and how to prepare people for it. 6.4. Parks and Facilities Tour with the Parks and Recreation Commission and City Council Director Omlid discussed the parks and facilities tour. The parks and recreation commission would like to tour Flagstaff Meadows Park as it is being completed this spring. They would also like to stop at Page 5 of 20 Rambling River Park to see the new playground. Director Omlid explained that identifying and making improvements at Depot Way Arts Park is part of the parks and recreation commission’s work plan goals for 2024-2025. It may also be a good location to see. A new park is planned for the Sapphire Lake development along Biscayne Avenue, but there is currently no road access. Westview Park was mentioned as a tour stop. The Rambling River Center Advisory Board enjoys this tour. 6.5. 2024 Work Plan Progress Chair Garlets reviewed the 2024 Work Plan progress. 7. Staff Report Informational Updates • Director Omlid is hoping to take JLG Architect’s proposal for design through construction administration to the city council for approval at their March 18 meeting. A memo has been sent asking for direction regarding doing all the phases at one time. She will email the advisory board if the proposal is on the agenda so they can attend the meeting. • The Steak Fry is scheduled for Saturday, May18, 2024 at the VFW. • Kiss the Pig and Bike Auction will be held during Dew Days on June 22, 2024. The Bike Auction will be held at 11:30 a.m. and Kiss the Pig at 4 p.m. Candidates include Suzanne Attendorfer, Pellicci Ace Hardware; Wendy Boos, Premier Bank; Bradley Mariska, FHS Band Director; Robert and Carol Nassif, Fissan Training Kennels; and Gary Rutherford, Chief of Police. 8. Advisory Board Roundtable Spillman- Nothing Hennen- Nothing Omlid- Nothing Edwards- Attended a Daughters of the Revolution meeting where the speaker was a former Minneapolis Police Officer who spoke on anti-trafficking. The photo will be posted on the city’s website and used in the Parks and Recreation Department’s annual report. Page 7 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Cancellation of the June 10, 2024 Meeting Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: In the past, the Rambling River Center Advisory Board's (RRCAB) June meeting has been cancelled due to summer seasonal staff orientation and the start of summer recreation programs occurring the week of the RRCAB's meeting. DISCUSSION: Summer seasonal recreation staff receive training and orientation during the week of the RRCAB's scheduled June 10 meeting, which requires Recreation Supervisor Kohlbeck's attention. In addition, summer Supervisor Recreation requires which week, this begin programs recreation same Kohlbeck to plan and coordinate the start of the programs. Because of the work and time commitment involved with summer recreation staff and programs prepared the week of the RRCAB's meeting, it is recommended the meeting be formally cancelled by the RRCAB. In years past, the June meeting has been routinely cancelled due to this reason. ACTION REQUESTED: The RRCAB is being asked to formally cancel the June 10, 2024 meeting. Page 8 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Rambling River Center Advisory Board Subject: Floor Mats for the Ford Transit Passenger Van Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: Through fundraising and donations, the Rambling River Center was able to lease a new 12-passenger transit van. The van arrived in fall 2023. DISCUSSION: In an effort to keep the van in the best condition possible, it is recommended floor mats are purchased and installed. Floor mats will keep dirt and debris from staining the floor and will be easier to clean. BUDGET IMPACT: The cost of front floor mats is $80.85 and rear floormats are $415.80 for a total of $496.65. The floor mats will be purchased directly from Ford. Staff's recommendation is to purchase these mats with fundraising monies (Rambling River Center Capital Improvement Fund). ACTION REQUESTED: Approve paying $496.65 out of the Rambling River Center Capital Improvement Fund to purchase floor mats for the passenger van. Page 9 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Review Arts and Crafts Fundraiser Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: The annual arts and crafts fair fundraiser was held on Saturday, May 4, 2024. There were 46 paid vendors plus the Rambling River Center volunteers for a total of 57 spaces. DISCUSSION: Staff will provide a summary of the event including the amount raised and feedback from vendors. Staff would like to discuss the event with Rambling River Center Advisory Board (RRCAB) members to get their feedback and recommendations for next year's arts and crafts fair fundraising event should one be held. ACTION REQUESTED: RRCAB members should come prepared to discuss and evaluate the arts and crafts fair fundraising event and provide input for next year. Page 10 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Collaborate with Veteran's Groups Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2024 includes a goal to collaborate with veteran's groups for more involvement at the Rambling River Center. DISCUSSION: As of the April 8, 2024 RRCAB meeting, advisory board member Janke was still conducting research and reaching out to local veteran's organizations to see what their needs may be and possible opportunities for collaboration. Advisory board member Janke will provide an update at the meeting. Also at the April 8 meeting, advisory board members discussed hosting a program/event to acknowledge and celebrate the veterans at the Rambling River Center. Ideas included an event for Armed Forces Day (May 18) and /or Flag Day (June 14). ACTION REQUESTED: Advisory board members should come to the meeting prepared to discuss an event/program that would celebrate veterans. Page 11 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Educate Community and Caregivers Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: The Rambling River Center Advisory Board's (RRCAB) work plan for 2024 includes a goal to educate the community and caregivers on the needs of seniors. DISCUSSION: At their April 8, 2024 meeting, advisory board members discussed creating a large file with information on all the identified topics. Staff will organize the information into a 3-ring binder, which will be available as a resource for those looking for information. Advisory board members also identified social media and flyers as ways to disseminate information. The recommendation was each topic should be promoted with one a month being the focus. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to schedule the topics and research to be used in monthly postings and discuss if there are additional ways they want to educate the community and caregivers. Page 12 of 20 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Raffle with the Farmington Rotary Meeting: Rambling River Center Advisory Board - May 13 2024 INTRODUCTION: On September 6, 2023, the Rambling River Center and Farmington Rotary conducted a raffle together. Based on 291 tickets sold, each organization profited $4,146. The raffle tickets costed $52 and were limited to 300 tickets sold. Prizes were drawn and awarded beginning September 6, 2023. There was $100 given away weekly and $250 given away quarterly. Every ticket drawn was thrown back in for the next drawing, meaning ticket holders were eligible to win 56 times. At their September 6, 2023, meeting, the advisory board discussed the raffle including providing feedback and input about future raffles. The consensus was to partner with the Farmington Rotary again on a raffle fundraiser should they be interested in partnering again. DISCUSSION: Staff met with the Farmington Rotary on January 25, 2024 and they are interested in conducting the raffle again. They have no strong feelings about a date for the raffle and they felt it went well and should be conducted in the same format. BUDGET IMPACT: The Rambling River Center and Farmington Rotary will both sell tickets. A total of 122 tickets must be sold to break even. Profit and/or loss will be split equally with the Farmington Rotary. There is potential to profit $4,650 each. ACTION REQUESTED: The advisory board is asked to come to the meeting prepared to choose a raffle date and make additional decisions as needed. DISCUSSION: An updated work plan is included in the meeting packet. The updated work plan shows in red what items have been completed during or after the April 8, 2024 meeting. Items in bold black were items completed prior to the April 8, 2024 meeting. ACTION REQUESTED: Advisory board members are asked to review the updated 2024 work plan prior to the meeting and come prepared to discuss, especially the items that were completed. The review also offers an opportunity for the advisory board to discuss work plan items they would like to work on at future meeting. Objectives: 1. By January 16, JLG Architects will have completed a building master plan and the recommendations presented to and approved by City Council. Status: Completed. JLG Architects presented the facility master plan and city council approved it at their January 16, 2024 meeting. 2. By March 1, the Advisory Board will have discussed the outdoor patio, furnishings, landscaping, etc. 3. By May 1, the Advisory Board will have reviewed the proposals submitted for the outdoor patio and Phase One improvements and will make a recommendation(s) to City Council to approve the vendors, equipment, furnishings, etc. selected. 4. By June 1, City Council will have approved the vendors, equipment, furnishings, etc. selected for the outdoor patio and Phase One improvements. 5. By September 1, the outdoor patio will have been constructed. 6. By October 1, Phase One improvements will be completed. 7. By November 1, a ribbon cutting and open house to celebrate the new improvements will have been completed. Goal #2: Review and recommend 2025 Rambling River Center fees and charges to the city council. Objectives: 1. By July 1, review and discuss the 2025 RRC fees and charges and determine if any revisions should be made to the 2025 fees and charges. 2. By August 1, forward recommended 2025 RRC fees and charges to the Parks and Recreation Commission. 3. By September 30, the Parks and Recreation Commission will have reviewed and approved the 2025 RRC fees and charges and will recommend to the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2025 RRC fees and charges. Goal #3: Raise at least $10,000 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: 1. By June 1, discuss current fundraising events to see if any changes should be made to the exiting fundraising events and a discussion should occur about creating a new fundraising event. 2. By August 1, assist with and complete at least one fundraising activity. Status: Completed. The Arts and Crafts Fair was held on Saturday, May 4, 2024. 3. By September 1, assist with and complete at least a second fundraising activity. 4. By October 1, assist with and complete at least a third fundraising activity. 5. By December 31, assist with and complete at least a fourth fundraising activity. Page 15 of 20 Goal #4: Participate in a work session with City Council. Objectives: 1. By February 1, a date to have a work session with City Council will be identified. 2. By May 1, a list of work session topic(s) will be approved by the Advisory Board. 3. By October 1, a work session with City Council will have occurred. Goal #5: Participate in a parks and facilities tour with the Parks and Recreation Commission and City Council. Objectives: 1. By March 1, the Advisory Board, Parks and Recreation Commission, and City Council will have identified a date to have a tour. Status: Completed. Wednesday, August 28, 2024, has been identified for the tour. 2. By June 1, a draft list of parks and facilities to tour will be reviewed by the Advisory Board. Status: Completed. Rambling River Park, Sunny Hills Park, and Depot Way Arts Park have been identified as potential parks to tour. 3. By July 1, a final list of parks and facilities to tour will be approved by the Parks and Recreation Commission. 4. By October 1, a parks and facilities will have occurred. Goal #6: Collaborate with Veteran’s Groups for more involvement at the Rambling River Center. Objectives: 1. By March 1, the Advisory Board will have discussed how, who, and what a collaboration with Veteran’s groups looks like. 2. By May 1, the Advisory Board will have identified Veteran’s groups to contact for possible collaborations. Status: Completed. At their February 12, 2024 meeting, the Advisory Board identified several Veteran’s groups to contact and explore for possible collaborations. 3. By August 1, the Advisory Board will have met with and learned more about the identified Veteran’s groups and brainstormed with them ways to collaborate. 4. By December 1, a collaboration with a Veteran’s group(s) will have taken place. Goal #7: Work with the Trip Planning Committee to offer Tasty Tuesdays in 2024 and to plan future trips in 2025. Objectives: 1. By May 1, receive a report from the Trip Committee on the attendance and trips offered during the first quarter in 2024 and will be offered the remainder of the year. 2. By August 1, receive a presentation by the Trip Committee about the draft list of future trips planned in 2025. 3. By September 1, receive a report from the Trip Committee on the attendance and trips offered during the second quarter in 2024. 4. By October 1, receive a presentation on the final list of trips planned by the Trip Committee to occur in 2025. 5. By November 1, receive a report from the Trip Committee on the attendance and trips offered during the third quarter in 2024. Page 16 of 20 6. By December 31, receive a report from the Trip Committee on the attendance and trips offered during the fourth quarter and an annual report identifying the total attendance of those attending the 2024 trips. Goal #8: Educate the Community and Caregivers on What Seniors May Need. Objectives: 1. By March 1, the Advisory Board will have discussed what and how to educate the community. Status: Completed. The Rambling River Center Advisory Board has identified a variety of topics to educate the community on. 2. By April 1, a plan with a schedule of topics, instructors, events, times, delivery methods, etc. will have been developed. 3. By July 1, the first education opportunity will have taken place. 4. By October 1, the second education opportunity will have taken place. 5. By December 31, the third education opportunity will have taken place.
