ADVISORY BOARD MEETING MINUTES
1. Call to Order: Chair Mary Garlets called meeting to order at 9:32 a.m.
Members Present: Mary Garlets, Pat Hennen, Pennie Page, Judy Janke, Jeff Spillman, and Blanche
Reichert
Members Absent: Rachel Edwards
Others Present: Parks and Recreation Director, Kellee Omlid, Recreation Supervisor Missie
Kohlbeck
2. Approve Agenda
Motion by Reichert to approve agenda, seconded by Janke. All persons in favor (APIF). Motion carried.
3. Approve Minutes
Motion by Spillman to approve the October 14, 2024 meeting minutes, seconded by Page. APIF.
Motion carried.

6.1. 2025 Work Plan Ideas
The advisory board had the following discussion regarding work plan topics:
• City council work session if there is a topic(s) to discuss
• Ribbon cutting celebration /grand reopening of the Rambling River Center
• Veteran’s coffee/thank you event
• Fundraisers to fund future capital improvements and/or equipment and furniture purchases. It was
noted the omelet fundraiser will be held in early 2025. This is a donation from the Son’s of the
American Legion and no volunteers are needed. Encourage people to attend. Think ahead to Steak
Fry fundraiser on May 17, 2025 as staff will be out of town.
• Review and recommend fees to the parks and recreation commission and city council
• Parks and facilities tour with parks and recreation commission and city council. The parks and
recreation commission would like to tour the Rambling River Center as part of the tour.
• Marketing/promotion/community outreach to additional ages and new residences (new apartments
and townhomes being built)
Staff noted that educating members on the Patient’s Bill of Rights can be added to programming without
being a work plan goal.
They also discussed the following ideas:
• A way to thank the firefighters, parks and building maintenance staff, front desk staff, and all
those who facilitated the move.
• A Patio Party possibly grilling out to celebrate and dedicate the Minnwest Bank Patio, inviting
Minnwest Bank staff.
Staff will provide a draft work plan at the December 9, 2024 meeting.

7. Staff Report
7.1 Informational Updates
• Director Omlid reviewed the bid process for the Rambling River Center project. Eight bids were
received. The low bid was CM Construction Company, Inc. in the amount of $2,021,126.
Director Omlid is checking references, which so far have been positive. Upon completion of the
reference check, Director Omlid will make a recommendation to city council to approve
awarding the contract to CM Construction Company, Inc. If awarded to CM Construction
Company, Inc. the superintendent of the project grew up in Farmington and his mom still lives
here. The grant agreement is still at HUD and waiting on a final review prior to execution.
• Operations at Fire Station 1 are up and running. Staff and participants are getting used to the new
space.
• Staff shared and discussed the trips /tours and participation numbers to date.
• The fundraising budget looks skewed as we have paid for things for the renovation project and
have not been reimbursed by the grant yet.
• The City of Farmington, Farmington Rotary, and Homestead Church are partnering on a
downtown lighted holiday parade. It will be held on Saturday, December 7 at 7 pm. Small
Business Saturday is November 30 and there will be a tree lighting at 7 pm.
8. Advisory Board Roundtable
Spillman- Nothing
Hennen- Aked if there is a conflict of interest with her being on the advisory board as her grandson was
elected to city council starting January 1, 2025.
Omlid- Nothing
Reichert – Nothing
Janke – Asked if the boards and commissions reception will be held again this year.
Page – Asked about The Emery and how many apartments are currently rented. This would be a good
place to reach out to about the Rambling River Center.
Garlets– Nothing

Motion by Spillman and seconded by Janke to adjourn the meeting, APIF. Motion carried. The meeting
was adjourned at 10:52 am.
