ATTACHMENTS: March 25, 2024 Meeting Minutes Page 2 of 6 MINUTES REGULAR WATER BOARD MEETING Monday, March 25, 2024 5:00 PM City Hall  430 Third Street  Farmington, MN Members Present: Weierke, Wohlers Members Absent: Cordes Staff Present: John Powell, Public Works Director/City Engineer Others Present: Call to Order: The meeting was called to order by Chair Weierke at 5:00 p.m. 1. Approval of Minutes a. February 26, 2024 - Motion by Weierke to approve minutes as presented. Seconded by Wohlers, Motion Carried. 2. New Business (there was no New Business) 3. Approve Bills – Minor clarification was provided to the Board on budget charges. Motion by Wohlers to approve the bills as presented in the amount of $42,511.83. Seconded by Weierke, Motion Carried. 4. Open Forum – Project & Information Update a. MCES Water Efficiency Grant Program – Staff has submitted a grant amendment request for the 2023 overage of $1,324.70 plus an additional $3,000 for the first quarter of 2024. An application to participate in the 2024-2026 program will be submitted by March 29, 2024. b. Alternative Urban Areawide Review (AUAR) Process – Staff discussed the purpose of the AUAR process, and that the city may receive two AUAR documents for review in the next month. c. Comprehensive Land Use Plan – The Metropolitan Council will not process Comprehensive Plan updates while AUAR processes are underway. However, the city will continue developing the updated Comprehensive Plan and planning appropriate infrastructure for submittal. This process allows the city to determine our updated infrastructure needs, including water system elements. d. Public Works Staffing – The City Council has authorized two additional Public Works Maintenance Worker positions for 2024. One has already started work at the city, and the other is expected to start by mid-April. e. Well 5 Retaining Wall – The City Council has awarded the construction contract for this work to the low bidder, VADA Contracting. Once construction contract documents have been executed, work may begin. f. PFAS Testing – The city is having the seven active wells tested for the presence of PFAS compounds. 5. BUDGET IMPACT: The total for this bill report is $49,737.11. ACTION REQUESTED: Review, discuss, and approve the bills.
