Water Board Members are allowed to vote on approval of minutes even though they were not in
attendance at that particular meeting.

REGULAR WATER BOARD MEETING
Monday, March 25, 2024

Call to Order: The meeting was called to order by Chair Weierke at 5:00 p.m.
1. Approval of Minutes
a. February 26, 2024 - Motion by Weierke to approve minutes as presented. Seconded by
Wohlers, Motion Carried.
2. New Business (there was no New Business)
3. Approve Bills – Minor clarification was provided to the Board on budget charges. Motion by
Wohlers to approve the bills as presented in the amount of $42,511.83. Seconded by Weierke,
Motion Carried.
4. Open Forum – Project & Information Update
a. MCES Water Efficiency Grant Program – Staff has submitted a grant amendment
request for the 2023 overage of $1,324.70 plus an additional $3,000 for the first quarter
of 2024. An application to participate in the 2024-2026 program will be submitted by
March 29, 2024.
b. Alternative Urban Areawide Review (AUAR) Process – Staff discussed the purpose of
the AUAR process, and that the city may receive two AUAR documents for review in the
next month.
c. Comprehensive Land Use Plan – The Metropolitan Council will not process
Comprehensive Plan updates while AUAR processes are underway. However, the city
will continue developing the updated Comprehensive Plan and planning appropriate
infrastructure for submittal. This process allows the city to determine our updated
infrastructure needs, including water system elements.
d. Public Works Staffing – The City Council has authorized two additional Public Works
Maintenance Worker positions for 2024. One has already started work at the city, and
the other is expected to start by mid-April.
e. Well 5 Retaining Wall – The City Council has awarded the construction contract for this
work to the low bidder, VADA Contracting. Once construction contract documents have
been executed, work may begin.
f. PFAS Testing – The city is having the seven active wells tested for the presence of PFAS
compounds.

Call to Order: The meeting was called to order by pro-tem Chair Cordes at 5:00 p.m.
1. Approval of Minutes
a. March 25, 2024 – There were no changes to the minutes as presented.
2. New Business (there was no New Business)
3. Approve Bills – Minor clarification was provided to the Board on budget charges. Motion by
Cordes to approve the bills as presented in the amount of $49,737.11. Seconded by Wohlers,
Motion Carried.
4. Open Forum – Project & Information Update
a. MCES Water Efficiency Grant Program – Five property owners requested and received
rebates since our March meeting. Four rebates were for clothes washers @ $200, plus
one rebate for a toilet @ $50.
b. Alternative Urban Areawide Review (AUAR) Scoping Document – Project Bengal, LLC is
located north of CR 50; between Flagstaff Avenue and Pilot Knob Road and involves 329
acres of Technology Park/Industrial land use.
c. Well 5 Retaining Wall – The contractor, VADA Contracting, is in the process of
assembling their bonds and insurance submittals.
d. 2024 Street Improvements – The bid opening will be held April 25, 2024. Water work
includes replacement of the 6” water main on Maple Street from 4th Street to 5th
Street with 8” water main; and adding 8” watermain on Maple Street from 5th Street to
6th Street.
e. Lead and Copper Rule Revisions (LCRR) – Community water systems are required to
complete an inventory of service line materials. The inventory includes the “public” side
and “private” side of the curb stops. Inventories are due to EPA by October 16, 2024;
the Minnesota Department of Health is requesting submittals by August 15, 2024. AE2S
will be assisting the city in this effort including the inventory, the public
outreach/education information, and the resident survey.
f. EPA National Primary Drinking Water Regulation for PFAS – On April 10, 2024, the EPA
announced the final PFAS maximum contaminant levels (MCL) rule for drinking water
for PFOA; PFOS; PFNA; PFHxS; HFPO-DA (Gen X). Wells 3 through 9 were sampled on
March 18, 2024, and these five compounds were not detected at the reporting limit.
The city will be using AE2S to assist in developing public outreach/education
information.
g. Vermillion Commons 4th Addition – An application was recently received for this
development located on the east side of the Vermillion River, north of 220th Street. It
involves 26 acres (gross) by Lenner to include 68 single family homes plus 66
townhomes (134 total). Home construction is planned for 2025. The south half of
220th Street is Eureka Township. Currently, only a 12” watermain connection at 218th
Street serves the Vermillion Commons development; and an 8” water main on Denton
Avenue, north of 220th Street, is a dead end. Staff will be recommending extension of

the existing 12” water main from the east side of Denmark Avenue along 220th Street to
connect to this subdivision.
h. Vermillion River Crossings 3rd Addition - This project is located on the northwest
corner of Dushane Parkway/Spruce Street and involves a four-story and 168-unit
apartment building. This will involve the realignment of the Dushane Parkway/Spruce
Street town square area into a three-legged intersection and the likely extension of
Spruce Street along south edge of project area.
5. Adjourn – Motion by Cordes to adjourn at 5:20 p.m. Seconded by Wohlers, Motion Carried.
