Water Board Members are allowed to vote on approval of minutes even though they were not in attendance at that particular meeting. ATTACHMENTS: June 24, 2024 Meeting Minutes Page 2 of 6 MINUTES REGULAR WATER BOARD MEETING Monday, June 24, 2024 5:00 PM City Hall  430 Third Street  Farmington, MN Members Present: Weierke, Wohlers Members Absent: Cordes Staff Present: John Powell, Public Works Director/City Engineer Others Present: Call to Order: The meeting was called to order by Chair Weierke at 5:05 p.m. 1. Approval of Minutes - Motion by Weierke to approve the minutes as presented for the May 28, 2024, meeting. Seconded by Wohlers, Motion Carried. 2. New Business (there was no New Business) 3. Approve Bills – Minor clarification was provided to the Board on budget charges. Motion by Weierke to approve the bills as presented in the amount of $16,688.41. Seconded by Wohlers, Motion Carried. 4. Open Forum – Project & Information Update a. MCES Water Efficiency Grant Program: Six property owners requested and received rebates since our May meeting. One rebate for clothes washers @$200; two dishwashers @$150; two toilets @$50 and two irrigation controllers @$99.50 and @$99.60. Also, the City of Farmington received the fully executed 2024-2026 grant in the amount of $12,400 on 6/20/24 from the MCES. b. Comprehensive Plan Land Use Update at the 6/17/24 City Council Work Session: HKGi updated the City Council on the current draft Land Use Update. There was extensive discussion regarding the Flagstaff Avenue corridor growth expectations. c. Farmington West Trunk Serviceability Analysis: Advanced Engineering and Environmental Services (AE2S) has been contracted for the study. It focuses on three primary areas; the MCES interceptor along Flagstaff Avenue; potential for a City sanitary trunk line and trunk water along the Pilot Knob Road corridor from north of CR 50 to the MCES interceptor; and utilities on 220th Street, west of Denmark Avenue. Expected completion is by 9/30/24. d. Farmington East Trunk Serviceability Analysis: AE2S has been contracted for the study. It focuses on sanitary sewer District 6, which includes most areas south and east of the Vermillion River. It evaluates the possibility of sewer and water trunks along the Biscayne Avenue alignment. Expected completion is by 9/30/24. e. Farmington Technology Park Alternative Urban Areawide Review (AUAR): AUAR documents are available via the Environmental Quality Board (EQB) website. The site is located south of CR 50; west of Biscayne Avenue and encompasses about 347 acres. The Tract Management AUAR considers light industrial and residential development scenarios. f. Well 5 Retaining Wall: The substantial completion date is 7/15/24; the contractor is making good progress despite the rainy weather. Page 3 of 6 g. 2024 Street Improvements: Mainline 8” diameter watermain work on Maple Street is complete. The sanitary sewer replacement on Sixth Street between Maple Street and Locust Street is nearly complete and storm sewer installation will begin this week. h. Lead and Copper Rule Revisions (LCRR): Community water systems are required to complete an inventory of service line materials; both on the public and private sides of the curb stop. A Lead Service Line Inventory page has been created on the city website under the Engineering Projects tab. A property owner survey is being prepared for mailing. i. Vermillion Commons 4th Addition Application: This project involves 68 single family homes plus 66 townhomes (134 total); home construction is expected in 2025. The Farmington West Staff Trunk Serviceability Analysis is evaluating utility needs along 220th Street; this may lead to extending the 12” WM on the east side of Denmark Avenue at 220th Street to the west. j. Spruce Street & Dushane Parkway Intersection: Yellow Tree Apartments is proposed for the northwest corner of this intersection and includes 168 units. The City Council has authorized final design of a reconfigured intersection to eliminate the square configuration. k. Public Works Staffing: Significant staff changes are taking place within Public Works including hiring of a new Water Resources Specialist; two PW Maintenance Workers; a replacement Natural Resource Specialist; and a replacement Public Works Superintendent. 5. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff is available to respond to questions regarding disbursements. BUDGET IMPACT: The total for this bill report is $48,602.85. ACTION REQUESTED: Review, discuss, and approve the bills.
