Water Board Members are allowed to vote on approval of minutes even though they were not in attendance at that particular meeting. ATTACHMENTS: July 22, 2024 Meeting Minutes Page 2 of 7 MINUTES REGULAR WATER BOARD MEETING Monday, July 22, 2024 5:00 PM City Hall  430 Third Street  Farmington, MN Members Present: Cordes, Weierke, Wohlers Members Absent: Staff Present: John Powell, Public Works Director/City Engineer Others Present: Call to Order: The meeting was called to order by Chair Weierke at 5:05 p.m. 1. Approval of Minutes - Motion by Weierke to approve the minutes as presented for the June 24, 2024, meeting. Seconded by Wohlers, Motion Carried. 2. New Business (there was no New Business) 3. Approve Bills – Minor clarification was provided to the Board on budget charges. Motion by Wohlers to approve the bills as presented in the amount of $48,602.85. Seconded by Cordes, Motion Carried. 4. Open Forum – Project & Information Update a. MCES Water Efficiency Grant Program: Six property owners requested and received rebates since our June meeting. Two rebates for clothes washers at $200; 29 sprinkler heads at $5.97; and four irrigation controllers ranging from $64.99 to $99.50 each. The total 2024-2026 MCES grant amount is $12,400. b. Farmington West Trunk Serviceability Analysis: Advanced Engineering and Environmental Services (AE2S) contracted for the study. It involves reviewing the MCES interceptor along Flagstaff Avenue; potential for a City sanitary trunk line along the Pilot Knob Road corridor from north of CR 50 to the MCES interceptor; and trunk utility extensions on 220th Street, west of Denmark Avenue. The sanitary sewer and water system models updated with new land uses identified by Community Development. Expected analysis completion by 9/30/24. c. Farmington East Trunk Serviceability Analysis: Advanced Engineering and Environmental Services (AE2S) contracted for the study. The study focuses on sewer District 6, which includes most areas south and east of the Vermillion River. It is evaluating the potential for a city interceptor along Biscayne Avenue. Sanitary sewer and water system models updated with new land uses identified by Community Development. Analysis to date indicates the city will need to move forward with an additional production well to meet future demand. Expected analysis completion by 9/30/24. d. Elevated Water Storage: In addition to moving forward with water storage in the north area; for water system resilience, elevated water storage likely desired in the SE area of the city. A preliminary two-acre location has been identified on the south side of CR 50. Page 3 of 7 e. Well 5 Retaining Wall: The work is complete; the contract will be closed out. f. 2024 Street Improvements: The existing 12-inch watermain on Ash Street had to be lowered such that the storm sewer could cross above and connect to an existing manhole. An unused water service was also found toward track area west of 6th Street. Storm sewer installation is nearly complete. g. 2025 Street Improvements: The roadways planned for reconstruction in 2025 include the following: • Sunnyside Drive - Ash Street (CSAH 74) to Centennial Drive • Fairview Lane - Sunnyside Drive to Park Drive • Centennial Drive - Fairview Lane to Sunnyside Drive • Centennial Court - Centennial Drive to north end • Sunnyside Circle - Sunnyside Drive to west end The City Council has authorized feasibility study and 30% design to be prepared by Alliant Engineering. h. R&L Carriers Expansion: A Conditional Use Permit application has been submitted. It involves a proposed 76,230 square foot expansion to the west but there is no expected increased infrastructure demand expected. i. Meadowview Preserve Phase II: Phase 1 of this development located on the north side of 195th Street, across from Meadowview Elementary School is under construction. The developer is considering moving forward with Phase II, which includes 75 units, located to the north and would involve a road connection to 190th Street West. j. Denmark Trail Townhomes: This is development of 40 townhomes by the Dakota County Community Development Agency (CDA). As part of their work, they will be extending the existing 12” DIP watermain trunk to the south and through the west portion of the site. k. Lead and Copper Rule Revisions (LCRR): Community water systems are required to complete an inventory of service line materials; both on the street side and the dwelling side of the curb stop. A Lead Service Line Inventory page has been created on the city website under the Engineering Projects tab. A survey has been sent to older properties asking them the type of material they have in their dwelling; surveys are due 8/2/24. l. Vermillion Commons 4th Addition: This project involves 68 single family homes plus 66 townhomes (134 total); home construction is expected in 2025. The preliminary plat and Planned Unit Development was approved by the City Council on 6/17/24; the developer has submitted the final plat for approval. The Farmington West Trunk Serviceability Analysis, scheduled for completion at the end of September, is evaluating utility needs along 220th Street. m. Spruce Street & Dushane Parkway Intersection: The Yellow Tree Apartments project, to include 168 units, is proposed for northwest corner of this intersection. The City Council has authorized final design of a reconfigured intersection. Any existing city utilities which currently extend onto the apartment site will be removed. n. Public Works Staffing: Significant staff changes are taking place within Public Works; Public Works Superintendent-Eric Whitmer starts 7/30/24 and Natural Resources Specialist-Benjamin Humlie starts 8/7/24. Emergency Water Interconnect: The City of Empire is requesting an emergency water interconnect be constructed in 2025; tentatively proposed to be located near the 190th Street/TH 3 intersection. An interconnect agreement will be required regarding operation, charges, any cost sharing, etc. 5. Adjourn – Motion by Weierke to adjourn at 5:42 p.m. Seconded by Wohlers, Motion Carried. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff will highlight the larger expenditures and is available to respond to questions regarding all disbursements. BUDGET IMPACT: The total for this bill report is $234,426.95. ACTION REQUESTED: Review, discuss, and approve the bills.
