Water Board Members are allowed to vote on approval of minutes even though they were not in attendance at that particular meeting. Call to Order The meeting was called to order by Chair Weierke at 5:04 p.m. 2. Approval of Minutes a. Motion by Weierke to approve the minutes as presented for the January 27, 2025, meeting. Seconded by Wohlers, Motion Carried. 3. New Business None 4. Approve Bills a. Minor clarification was provided to the Board on disbursements. Motion by Weierke to approve the bills as presented in the amount of $29,449.68. Seconded by Wohlers, Motion Carried. 5. Open Forum – Project & Information Updates a. Well 1 and Well 2 Abandonment: Well 1 and Well 2 exist in a structure near the northwest corner of the Rambling River Center (RRC). The City Council rejected a bid to include all abandonment and demolition work at their February 3, 2025, meeting. The city has hired Keys Well Drilling to pull the pumps and video the wells; they expect to have the well videos completed and available next week. The city will then request guidance from the MDH regarding their well abandonment requirements. b. Water Storage Siting Study: The final study is expected to be completed by mid-March. The likely short-term project is a 2 to 2.5 MG elevated water tank. Mid-term improvements will likely include ground storage; possibly up to 5 MG. c. 220th Street Trunk Watermain: City staff and elected officials met with Eureka Township on February 19, 2025. Farmington staff is drafting an agreement for consideration at the March 12, 2025, Town Board meeting requesting permission to install a 12-inch trunk watermain, 10-inch trunk sanitary sewer, and bituminous surfacing on 220th Street from Denmark Avenue to the east side of the Vermillion River. Page 3 of 7 d. MCES Water Efficiency Grant Program: Strong interest continues for the rebate program; we have received four additional rebate requests since the January Water Board meeting. The 2024-2026 grant amount is $12,400. e. 2025 Street Improvements: All existing watermain will be replaced to meet our current standards. The main on Sunnyside Drive will be 12-inch diameter; the remaining mains will be 8-inch diameter. Bids are expected to be opened in early April. f. Harris Property: The city’s Development Review Committee (DRC) has reviewed residential development concepts for this property located southeast of Mystic Meadows. Early concepts indicated up to 297 single-family lots may be proposed. g. Dakota Meadows: Development submittals are under review for this development located south of CDA housing and DEA parcels. 43.5 gross acres containing about 134 proposed single-family lots is proposed. h. Meadowview Preserve Phase II: The final plat was approved by City Council on January 21, 2025. Plans for the road/utility connections on 190th Street West from Everest Path to the development have not yet been approved. The 16-inch trunk watermain installed to the west edge of Troy Hill 4th Addition, on Everglade Path, will be extended west and north to 190th Street. The cost for this oversizing will be applied as a credit to the Watermain Trunk Area Charges for this development. i. Vermillion Commons 4th Addition: Contains 67 single-family home sites; utility and street work are expected to begin this spring after the developer obtains a DNR dewatering permit. The 12-inch trunk watermain installed to the west edge of the 3rd Addition on 218th Street will be extended west and south to 220th Street. The cost for this oversizing will be applied as a credit to the Watermain Trunk Area Charges for this development. j. Vermillion Commons 5th Addition; This townhome subdivision is located on the north side of 220th Street, and is bordered by the 4th Addition on three sides. It contains 66 townhomes with private roads. k. Spruce Street & Dushane Parkway Intersection: Yellow Tree Apartments are under construction on the northwest corner of this intersection, containing 168 units. Bids for the roadway project will be opened on March 6, 2025. Roadway and storm sewer costs are eligible for Municipal State Aid Construction funds. l. 195th Street Trunk Watermain and Interconnect: Trunk watermain to be extended from the east side of the railroad tracks to the east side of TH 3; including an interconnect vault for the city of Empire. The feasibility report will be evaluating both the north and south sides of 195th. Farmington will lead the project (design, draft JPA, contract). Construction likely to begin in 2025. m. Comprehensive Land Use Plan/Metropolitan Council/Department of Natural Resources: Community Development is leading the process of doing a city-wide, mid- cycle, Comprehensive Plan Amendment (CPA). A separate smaller CPA has been Page 4 of 7 submitted for Fountain Valley Golf Course and ISD 192 parcels. On January 20, 2025, Community Development submitted supplemental information to the Met Council. pertaining to the smaller CPA. n. R&L Carriers: This expansion is located on the northeast corner of Pilot Knob Road/CR 50. Plan review comments have been provided to the applicant. 6. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff will highlight the larger expenditures and is available to respond to questions regarding all disbursements. BUDGET IMPACT: The total for this bill report is $65,057.43. ACTION REQUESTED: Review, discuss, and approve the bills.
