SPECIAL WORK SESSION AGENDA MEMO
To: Mayor, Councilmembers and City Administrator
From: Kim Sommerland, Finance Director
Department: Finance
Subject: Draft 2026 Preliminary Budget
Meeting: Special Work Session - Aug 12 2025
INTRODUCTION:
This session will provide an opportunity for City Council to review key elements and estimated
impact of the proposed 2026 preliminary budget.
DISCUSSION:
Staff will highlight notable changes in the proposed budget and provide an overview of the
estimated tax levy and the resulting tax rate. The discussion will primarily focus on the portions of
the budget and Capital Improvement Plan (CIP) funded by the property tax levy, including operating
expenses, capital projects directly impacted by the levy, and key department requests. Staff will
explain how the proposed levy supports core services and initiatives and will highlight significant
changes compared to the previous year.
While the full budget includes multiple funds and projects, this review will concentrate on levy-
supported items to allow for timely Council feedback before the preliminary levy is finalized.
The work session will provide an opportunity for Council to ask questions, consider potential
impacts on residents, and offer feedback to guide revisions before the preliminary budget is
completed.
BUDGET IMPACT:
No immediate impact. Discussion will aid in the development of the 2026 budget.
ACTION REQUESTED:
Staff requests that City Council provide feedback to help guide potential revisions prior to finalizing
the preliminary budget for Council approval.
