INTRODUCTION:
The City Council will conduct interviews to fill the vacant City Administrator position.
DISCUSSION:
Interview 1 - 11 am to 12 pm (Camille Hepola)
Interview 2 - 12 pm to 1 pm (Peyton Mastera)
City Council Deliberations - 1 pm
BUDGET IMPACT:
The City Administrator position is included in the 2025 budget.
ACTION REQUESTED:
1. City Council selection of top finalist and alternate.
2. Designate Mayor Hoyt and Councilmember Cordes to work with Pat Melvin of David Drown
Associates to negotiate a proposed Employment Agreement for future City Council approval.

City Administrator Finalists
Camille Hepola has spent the past six years as a self-employed Public Sector Consultant, providing strategic
guidance and support to government agencies. Her prior public service experience includes roles with
Hennepin County, Minnesota, where she served as Community Relations Manager for one year and as
Senior Administrative Manager for nine months. She also worked for the City of Brooklyn Park, Minnesota,
as Senior Management Team & Communications Manager for three years, and held the position of
Director of Public Relations & Outreach with the Harris County (TX) District Attorney’s Office for two years.
Ms. Hepola holds a bachelor’s degree in Psychology & Communication from the University of Central
Florida, as well as dual master’s degrees in Public Administration and Business Administration (Finance)
from Hamline University.
Peyton Mastera currently serves as the City Administrator with the City of Dilworth, Minnesota, where he
has been in the role for over 11 years. Prior to this, he was employed by the City of Murray, Kentucky, as
a Projects Administrator/Manager for three years and as a Planner for five years. Mr. Mastera holds a
bachelor’s degree in Political Science and a master’s degree in Public Administration from Murray State
University.
