The Farmington Economic Development Authority met in regular session on Monday,
November 17, 2025, at Farmington City Hall, 430 Third Street, Farmington, Minnesota.

8.1 Final EDA Levy Request – FY 2026
Director Kuennen presented the final EDA levy request for 2026. These funds
provide a dedicated funding source to be used for economic development
purposes and will be used to support broad economic development
initiatives and the City’s priority of quality business growth and retention.
Following a discussion of the EDA and Staff, motion was made by
Commissioner Wilson and seconded by Commissioner Bernatz to adopt
Resolution 2025-03 Approving a Final EDA Levy Request for 2026.

8.2 Introductions and Primer – EXPO 2031 Minnesota, USA
Director Kuennen introduced Wendy Meadley, CEO of Expo 2031 Minnesota,
USA, and Andy Mielke, Sr. Vice President of SRF Consulting Group.
Ms. Meadley and Mr. Mielke provided an overview of Expo 2031, including
financial estimates, partners, the organizing entity and structure, and some
exciting features that are being considered for the event. Following the
six-month event, some of the buildings will become permanent structures as
part of the legacy, and a foundation from the sale of the land will sustain it
into the future. This is the first time this event has been held in the United
States. Discussion ensued on what this could look like for Farmington and how
the City can become a part of Expo 2031 Minnesota, USA - World
Horticultural Exposition.
The EDA thanked Ms. Meadley and Mr. Mielke for bringing this presentation
to Farmington.

INTRODUCTION:
The MREJ is part of REjournals - the largest producer of commercial real estate content
across the Midwest and Texas providing commercial real estate news, information, and
networking that is both timely and local in 16 states. For the last three years, Team
Farmington has presented at four (4) events, attended multiple real estate summits
focused on targeted topics, and represented Farmington with a branded booth and
specific marketing materials. The 2026 contract is a continuation allowing for enhanced
marketing opportunities.
DISCUSSION:
Staff has worked with the MREJ to continue the marketing partnership that was launched in
2023. The 2026 contract provides the following:
Development of a rotating suite of ads to be published in the REJournal publications.
Banner ads on the MREJ website.
Editorial opportunities (unlimited).
Booths at events Farmington sponsors (minimum of 4).
List of attendees from sponsored events.
Speaking opportunities (minimum of 4).
Free passes to event.
BUDGET IMPACT:
$10,000 as identified in the 2026 EDA budget.
ACTION REQUESTED:
Authorize the Executive Director to execute the contract with MREJ for the 2026 Marketing
Plan.

INTRODUCTION:
On May 15, 2024, Governor Walz signed the $1.065 billion housing omnibus bill, creating
Local Affordable Housing Aid (LAHA) that provides direct annual allocations of funds to
Cities and Counties for the purpose of developing and preserving affordable housing. In
March 2025, the City of Farmington entered into a joint powers agreement authorizing
Dakota County Community Development Agency (CDA) to administer the City's local
funds. The CDA has both the experience and capacity to administer these funds, as well as
fulfill & Community of Director Assistant Maggie requirements. reporting all Dykes,
Economic Development, will attend the EDA meeting to present an update on the funds
allocated to date and formally request continuation of the collaboration for the 2025 LAHA
funds.
DISCUSSION:
The housing omnibus bill signed by Governor Walz created a new 0.25 percent metro sales
tax to fund rental assistance, as well as Local Affordable Housing Aid (LAHA) that provides
direct annual allocations to metro Cities and Counties for the purpose of developing and
preserving affordable housing. Funds can only be used for qualifying uses, Cities and
Counties have three years to commit the funds and another year to fully spend the funds,
and annual reporting began on December 1, 2025.
In March 2025, the City of Farmington entered into a joint powers agreement with the
Dakota County Community Development Agency (CDA) to administer the local LAHA
funds. Che city was allocated $88,549.46 in 2024 LAHA funds and, per the agreement,
those funds were to be use in Farmington for the following programs:
1. Home Improvement Loan Program (rehab program)
2. Radon Mitigation Grant Program - which will be paired with the rehab program
Maggie Dykes, Assistant Director of Community & Economic Development will attend the
EDA meeting to discuss the status of the 2024 LAHA funds and discuss opportunities for

continued collaboration for the 2025 LAHA funds. The City of Farmington's certified 2025
LAHA amount is $244,803.33. Attached is a report outlining the 2024 Farmington LAHA
funds, and a summary of 2024 and 2025 LAHA allocations.
ACTION REQUESTED:
No action required. This is a discussion item only. The City Council will be asked to provide a
formal response by March 27, 2026 regarding whether or not the City of Farmington will

Thank you for your collaboration on the city’s 2024 Local Affordable Housing Aid (LAHA) funds.
The City of Farmington entered a joint powers agreement with the CDA on March 25, 2025, to
administer $88,549.46 of the city’s 2024 LAHA funds. To date, the CDA has obligated and
expended the following Farmington LAHA funds:

The CDA collaborated with nine Dakota County cities to administer $1.3 million of 2024 LAHA
funds on housing preservation projects. To date, the CDA has obligated 68 percent
($891,599.38) and expended 17 percent ($221,841.47) of the $1.3 million in nine months to 67
households.
The ability to obligate the LAHA funds quickly is a testament to allocating funds to well
implemented, high-demand housing programs for income eligible homeowners – the CDA’s
Home Improvement Loan Program and Radon Mitigation Grant. As a reminder, 2024 LAHA
funds must be obligated in three years (December 2027) and expended in four years
(December 2028). The CDA will expend Farmington’s 2024 LAHA funds well before the
December 2028 deadline.
The CDA would like to build upon the success of 2024 and continue our collaboration with the
2025 LAHA funds administering two housing preservation programs on your behalf: 1) the
Home Improvement Loan Program (HO Rehab program); and 2) the Radon Mitigation Grant
program that will be paired with the HO Rehab program.
The City of Farmington’s certified 2025 LAHA amount is $244,803.33. The City has three years
to obligate these funds (December 2028) and expend in four years (December 2029). The CDA
estimates we can realistically expend the entire 2025 allocation on the HO Rehab and Radon
Mitigation Grant programs before the December 2029 expenditure deadline.

LAHA funds cannot currently be used to pay for administrative expenses. The CDA will utilize
current staff and add staff, as needed, to distribute LAHA funds. The use of LAHA for
administration dollars will be tracked, evaluated, and advocated for at the State to be an eligible
use. If statutory authority ever allows LAHA to be used for administrative expenses, the CDA will
determine a formula and will amend agreements with cities.
As an administrator of LAHA funds on behalf of the city partners, the CDA will be responsible
for: administering the programs; appropriately allocating and expending LAHA funds on eligible
uses; hiring and supervising staff; providing regular updates to city staff; and completing
reporting requirements for the LAHA funds administered by the CDA.
The CDA is requesting a formal response from cities no later than Friday, March 27, 2026,
stating if the city will collaborate with the CDA for the 2025 LAHA funds. A formal response must
be taken by the city elected officials in the form of a resolution. A sample resolution is attached
for your consideration. After responses are received, CDA staff will work with city staff to update
the joint powers agreement (JPA) exhibit to reflect the new funds.

LOCAL AFFORDABLE HOUSING AID AGREEMENT
between
CITY of FARMINGTON
and
DAKOTA COUNTY COMMUNITY DEVELOPMENT AGENCY
THIS LOCAL .AFFORD �OUSING AID AGREEMENT (the "Agreement") isentered into as of the�ay of _'1.Ar® , 2025 by and between the City of
Farmington, Minnesota (the "City"), 430 Third Street, Farmington, Minnesota 55024, a municipal
corporation and political subdivision of the state of Minnesota, and the Dakota County Community
Development Agency (the "CDA''), 1228 Town Centre Drive, Eagan, Minnesota 55123, a public
body politic and corporate; also referred to as "Party" or "Parties."
WHEREAS, the State of Minnesota created Local Affordable Housing Aid ("LAHA")
under Minnesota Statutes, Section 477 A.35, as may be amended, which established distributions
to metropolitan area counties and tier I cities located in a metropolitan county for qualifying projects as defined in Section 477 A.35, subd. 4 ("Qualifying Projects").
WHEREAS, the City desires to engage the CDA to receive the City's LAHA funds and
administer Qualifying Projects on behalf of the City.
WHEREAS, the CDA desires to serve in this role with its experience in and staffing of
housing finance, preservation, and development.
NOW, THEREFORE, in consideration of the mutual covenants and promises contained
in this Agreement, the sufficiency is hereby acknowledged, it is agreed by and between the Parties
as follows:
1.TERM. This Agreement shall commence as of the date written above and shall continue
until all duties are fulfilled, unless sooner terminated under the terms of the Agreement.
2.DUTIES OF THE CDA.
2.1 Authorized to Act on Behalf of the City. The CDA shall act as the agent for the
City to administer LAHA funds according to state statutes, laws, and rules. The
CDA shall assume all duties and obligations that would otherwise be imposed upon
the City, specifically:
a.Spending the funds received under this Agreement on Qualifying Projects,
including disbursements to the CDA, eligible individuals and subrecipients,
as well as to contractors, affordable housing developers, and vendors, all
after determining that the use meets all requirements of Qualifying Projects.
b.Maintaining complete and accurate records of funds received and all
disbursements.

• Ribbon Cuttings – working with video communications staff to enhance the
ribbon cutting experience with a video component
• Partnership Meetings – currently scheduling partner presentations for
upcoming EDA meetings
• Marketing – Updating marketing materials to include mapping products and
