Administrator Gorski provided a brief update on the data center subject and how to find information on the data center on the City’s website at: Project Updates | Farmington, MN (https://www.farmingtonmn.gov/428/Project -Updates). Administrator Gorski thanked Joshua Hoyt for his service to the City. Page 44 of 127 Regular City Council Meeting Minutes of February 17, 2026 Page 5 of 6 Assistant Administrator Chanski talked about the role of Staff, which is to use our experience, our professional expertise in our given fields, as well as our knowledge and care for this community, to advise the City Council, whomever sits in those seats. Staff appreciates a Council that encourages us to do our best work and hears us out, even if you disagree. Assistant Administrator Chanski thanked Mayor Joshua Hoyt for his service to the City and commented on his time working with him over the past year. Director Kuennen commented on the phone calls she has received from developers, colleagues, Mayors from other Cities, City Council people from other communities, Staff members from other communities, reaching out to her and expressing how much they respect Mayor Joshua Hoyt. She thanked him for his service and what he has done for the city. Director Kuennen said we will be celebrating the first Spanish Immersion daycare in this community later this week. Director Powell thanked Mayor Joshua Hoyt for his support of Public Works and everything we’re working to accomplish. Director Powell said a preconstruction meeting was held last week on the Industrial Park Ditch Pond Cleaning. He has been a part of just about everything the Police have done to engage with the community. Mayor Hoyt never asks when the event begins or ends – he asks when does the work begin or end, and he shows up for the entire event to make sure they’re supported. Acting Mayor Lien gave an example of an argument where one person wants to vent, and they also want to talk through it. When we get up here, we’re running into the piece where we let you say your piece and, hopefully, that’s some amount of your venting. He hopes that is some sort of relief, even though the Council cannot respond. Trying to cross over and talk about it, when we cannot, is an argument that’s not going to get solved in here. It’s very difficult to try and understand what it is to get outside the Chamber walls and fix this problem when we’re in the middle of litigation. But in this limited time that he’s been given as Acting Mayor, he is committed to try and find some kind of path to have those conversations. Acting Mayor Lien also responded to the speaker who mentioned that Tract reached out to them to talk and work with them. He suggested that they do not waste the opportunity to meet with them and see what they’d be willing to work on and also give them a chance to hear you. Councilmember Wilson told Acting Mayor Lien that he really appreciates his leadership tonight, knows that this was probably stressful stepping into a new role, and said he did a great job. 14. Upon completion and acceptance of these developments, the City assumes ownership of the trails along with other public utilities and streets. With this ownership, the City also takes responsibility for ongoing maintenance of the trails including snow removal, seal coating, crack filling, other routine and preventative maintenance, and eventual replacement when necessary. The trails in Jim Bill Park and Preserve were constructed in 2000 and 2001. Since that time, preventative maintenance activities – such as fog sealing and crack sealing – have been performed to help preserve the trail surfaces. DISCUSSION: In early summer 2023, GoodPointe Technology completed a detailed Pavement Condition Index (PCI) on trail pavements within the city. Each segment of trail is assigned a numerical value 100 and condition poor extremely in being 0 with 100, to 0 from pavement representing new trail. In 2023, the PCI for the majority of the trail segments in Jim Bell Park ranged from 41-60. These aging and deteriorating trails in Jim Bell Park and Preserve need rehabilitation. City Staff engaged Dakota County (County) regarding the Jim Bell Park and Preserve trails as the North Creek Greenway connects to them. Staff from the City and County met to discuss these trails and a potential project to reclaim them. The County has identified the primary trail through Jim Bell Park and Preserve as an interim alignment for the North Creek Greenway. Through discussions with County Parks and Traffic staff, the decision was to collaborate on a trail reclamation project at Jim Bell Park and Preserve and evaluate options for a safe crossing of 195th Street using Dakota County’s Pedestrian Crossing Safety Assessment. City Staff solicited proposals from two engineering firms to provide professional services for Page 61 of 127 the trail reclamation. The scope of work includes geotechnical exploration, evaluation of the 195th Street crossing, preparation of construction plans and specifications, bidding assistance, and construction administration services. Both firms submitted proposals. After review and evaluation, Staff recommend hiring Bolton & Menk to provide design and construction services for the Jim Bell Park and Preserve Trail Project. The City will be the lead agency for the project. However, project responsibilities and costs will be shared between the City and County. The County will participate in a 50/50 cost share with the City for design and trail reclamation within Jim Bell Park and Preserve. For the trail segment extending from Jim Bell Park and Preserve to Dunbury Avenue, costs will be split 75% City and 25% County for reclamation. A Joint Powers Agreement with Dakota County outlining these cost-sharing arrangements will be presented to the City Council at a future meeting for approval. Attached is the Professional Services Agreement (PSA) with Bolton & Menk, which includes the proposal to complete design and construction administration services for the project. BUDGET IMPACT: The cost for Bolton & Menk’s design and construction administration services is $50,739. The cost of these professional services will be shared equally between the City and County, with each contributing $25,370. Funding for the project will come from the Trail Maintenance Fund. The City will pay Bolton & Menk for the services and will invoice the County for its share of the project costs. ACTION REQUESTED: Approve the attached Professional Services Agreement with Bolton & Menk for design and construction services for the Jim Bell Park and Preserve Trail Project. ATTACHMENTS: PSA with Bolton & Menk for Jim Bell Park & Preserve Trails Page 62 of 127 224345v1 PROFESSIONAL SERVICES AGREEMENT This Professional Services Agreement (“Agreement”) is made this ____ day of ____________, 2026, by and between the CITY OF FARMINGTON, a Minnesota municipal corporation, whose business address is 430 3rd St, Farmington, MN 55024 (hereinafter "City") and BOLTON & MENK, a Minnesota Corporation, whose business address is 12224 Nicollet Avenue, Burnsville, MN 55337 (hereinafter "Engineer"). Dakota County has engaged the city regarding plans to widen sections of the trail within Jim Bell Park, with the intention of expanding their Greenway Trail network. In exchange, the County has proposed assuming responsibility for a portion of the project’s funding and oversight. The following proposal consists of professional engineering services for the reclamation and paving of the trail within the park. The exact length and location of the trail rehabilitation is to be determined during preliminary design. Task 1: Geotechnical Exploration Bolton & Menk will subcontract with American Engineering & Testing (AET) to perform pavement cores and hand augers on the underlying base material. This will identify the pavement and aggregate base thickness of the existing trail and verify the constructability of a trail reclamation. AET’s scope will consist of:  GPS shots of the five core locations  Five, 4-inch diameter pavement cores within the project area per the map provided  Shallow hand augers through aggregate base and into shallow subgrade, max 18 inches  Patching of core locations  Photographs of core and email with results Page 72 of 127 2026 Jim Bell Park Trail Reclamation Proposal Date: 2/5/2026 Page: 2 N:\Proposals\City of Farmington, MN\2026 Jim Bell Park Trail Reclaim\Proposal Letter_Farmington_Trail Reclamation_2-2-26.docx Task 2: 195th Crossing Evaluation Bolton & Menk staff will perform an evaluation of the existing pedestrian crossing at 195 th Street W (CSAH 64) in accordance with Dakota County’s Pedestrian Crossing Assessment process. The evaluation process will consist of:  48-hour pedestrian and bicycle counts (one weekday and one weekend day)  A review of 10-year pedestrian and bicycle-related crash data  Evaluation of existing sightlines along 195 th St W to the pedestrian crossing location  A pedestrian crossing assessment memorandum detailing the evaluation process and methodology, as well as a crossing treatment recommendation We will work with Dakota County traffic staff throughout the process to ensure the evaluation performed meets the expectations of County staff. Up to two virtual meetings with Dakota County traffic staff will be held to review the study and gain approval for the recommended treatment. Task 4: Construction Plans & Specifications Bolton & Menk staff will produce construction plans and specifications for reclamation of the trail based on available lidar and aerial photography. The plan will consist of the following sheets:  Title sheet  Statement of Estimate Quantities  Construction details  Erosion control and SWPPP as needed  Trail plan with aerial photography for reference  195th St Crossing Plan As part of the continued coordination with the city during final design, it is assumed one project meeting will be held at approximately 75% plan completion during final design. At this meeting, Bolton & Menk will provide the city and county with copies of the plan for questions as well as discussion of critical project items that were developed during the final design process. An engineer’s estimate will be provided at the meeting with estimated costs for each street segment and Bolton & Menk’s recommendation for dividing the construction area into additive alternates if needed. In addition to the final plan set, Bolton & Menk will produce a project manual comprising of the City of Farmington Standard Specifications, current city and Dakota County standard details, and supplemental specifications as required by the project. A final engineer’s estimate will be provided to city staff prior to the council meeting in which final plans are approved. We will provide the city with copies in both CAD drafting file and pdf in half-size. The plan set will be provided in hard copy once finalized.
