V. Business Items
VI. Discussion Items
A. 2026 Work Plan Ideas
Director Omlid reviewed what the commission had suggested for 2026 work plan ideas at their October
8, 2025 meeting. The work session with the Planning Commission will likely be included as part of the
completion of the 2050 Comprehensive Plan, with the session incorporated as one of the project goals.
There was discussion about if need to keep Community Outreach and Engagement as a work plan goal.
It was decided to keep it, so events like National Night Out don’t get missed. A draft work plan for 2026
will be presented at the December meeting.
B. Electrical and Motorized Use on Trails
The commission discussed the work session with city council on electrical and motorized use on trails.
Staff mentioned a page was included in the Winter edition of the Currents dedicated to E-bikes, E-
Scooters, & More. There is also a dedicated page on the city’s website and was on social media
channels. To date, staff haven’t heard anything about this. Staff will get the analytics on the city
website to see how many times the page has been accessed. Consensus from commission was
partnering with the School District to get the information out is critical. Staff will have the city attorney
investigate the city’s liability for posting speed limit signs on trails and then not enforcing.
C. Playground Equipment for Prairieview Park
Commission prefers playground equipment that is something we don’t already have in the park system
and to continue to diversify our equipment. It was suggested perhaps a playground with two levels like
the new playground equipment at Alimagnet Park in Burnsville. Commission wanted to continue with
engagement with students to help select the equipment. Farmington Elementary School and Boeckman
Middle School would be where the children around Prairieview Park go to school. Commission asked if
there could be a civics lesson as part of engaging with the students about the new playground
equipment. Both staff and commission members would be interested in meeting with the students
regarding this.
D. 2025 Work Plan Progress
Vice-chair McMillen reviewed the progress of the goals and objectives for the 2025 Work Plan.
VII. Commission Roundtable
McMillen: Didn’t have anything to share.
Putt: Didn’t have anything to share.
Caron: Didn’t have anything to share.
Merricks: N/A
Pewowaruk: Visited the Detroit Lakes area over MEA to see the trolls. Cool on several fronts including
getting people into parks.

The open house at The Emery will be on Saturday, November 15 from 9-10 am. Commissioners
McMillen and Pewowaruk will attend and Merricks is planning to stop by. Director Omlid will

B. Bench Celebrating 250 Years of American Freedom

Revolution. A picture of the bench was shown and staff realized it belonged at the Veteran’s
Page 5 of 25
Memorial and not Depot Way Arts Park. We went to the Veteran’s Memorial and all parties
agreed it would be a great fit there. A meeting was held last week with the Chair of the
Veteran’s Memorial Committee and he was excited about the addition of this bench to the
Veteran’s Memorial. The bench will be dedicated as part of the Memorial Day program.
