CALL TO ORDER The meeting was called to order by Chair Rotty at 7:00pm Members Present: Rotty, Snobeck, Baerg, Windschitl Members Absent: Tesky Staff Present: Tony Wippler, Planning Manager 2. APPROVAL OF MINUTES MOTION by Windschitl, second by Snobeck to approve minutes of Planning Commission for October 14th, 2025, regular meeting. APIF MOTION CARRIED 3. PUBLIC HEARINGS NONE 4. DISCUSSION 4.1 Parkview Ponds Second Addition – Planning Manager Wippler presented the request for approval of Parkview Ponds Second Addition Final Plat. Plat consists of conversion of outlot located at intersection Embers Ave. and 198th St. W into a single buildable residential lot. Final Plat- • Conversion of outlot into a single buildable residential lot. • Originally platted in 2005 as Outlot H within Parkview Ponds subdivision. • Intent of Outlot H to preserve potential roadway corridor from Embers Ave. to Akin Rd. • At time of platting City Council indicated upon build-out of Parkview Ponds that Outlot H could convert to standard residential lot if extension of 198th St. W. to Akin Rd. was determined not warranted. • With Parkview Ponds development being complete, staff have determined a connection is not warranted based on current traffic patterns. • Lot 1, Block 1 Parkview Ponds second addition has lot size of 11,783 sq ft. and width of 85ft. • Property zoned R-1, requiring minimum lot size of 10,000 sq ft. and minimum lot width of 75ft. • Standard drainage and utility easements provided (10ft wide front and rear property lines and 5ft wide on side lot lines). • Intent to have property appraised and sold, no buyer has been identified. Easement Vacation- • Outlot H originally platted with blanket drainage and utility easement that must be vacated. Page 3 of 12 • Public hearing scheduled for this vacation on November 17th, 2025, City Council meeting. • New standard drainage and utility easements will be dedicated with Parkview Ponds Second Addition final plat. Trail- • Existing 10-ft-wide bituminous trail located on parcel, extends from Embers Ave. into Farmington Preserve Park. • Trail will remain on lot and will require separate trail easement. • Easement to be executed and recorded at time of closing for the sale of lot. Commissioner Windschitl asked if the road going through would help future development at Mystic Meadows. Planning Manager Wippler replied that the issue with that development was Diamond Path not 198th Street W. Commissioner Snobeck asked how the city determines to sell properties. Planning Manager Wippler explained this outlot was unique because of the potential roadway, it is unlikely to see anything like this again in future. Commissioner Baerg asked about Dover Dr. building out and potential future roadways would it be better to keep this lot. Planning Manager Wippler stated they have reviewed with public works, and it makes the most sense to not use this as a roadway as Diamond Path may be connecting with 208th St. to south. Commissioner Baerg then asked if the path would affect the correct size house being built. Planning Manager Wippler did say that it would work within the guidelines, but it may look different than the neighboring properties. Chair Rotty did add that if the road was constructed would be very costly and there were safety concerns about blind curve on Akin Rd. He then asked if someone else owns it, Planning Manager Wippler explained it is the City of Farmington’s property and was deeded to the city as a requirement of the development agreement. Commissioner Windschitl asked if we are giving up property that could be developed by future developers. Planning Manager Wippler explained we own the land behind the lot so it would be very unlikely any developer would put a road where it is all city property. Commissioner Baerg talked about property further south connecting with Akin Rd. if developers wanted. Planning Manager Wippler said there is a possibility, but foresees there being grading issues, and best future road connection may be south by the Farmington Lutheran Church. MOTION by Windschitl, second by Baerg for favorable recommendation of approval for Parkview Ponds Second Addition final plat. APIF MOTION CARRIED Page 4 of 12 5. ADJOURN MOTION by Baerg, second by Windschitl to adjourn the meeting at 7:17pm. APIF MOTION CARRIED. Respectfully submitted, Tony Wippler, Planning Manager Page 5 of 12 PLANNING COMMISSION AGENDA MEMO To: Planning Commission From: Tony Wippler, Planning Manager Department: Community Development Subject: Malszycki / Pelach Property Discussion Meeting: Planning Commission - Dec 09 2025 INTRODUCTION: Douglas and Janelle Malszycki (19585 Flagstaff Avenue) have expressed an interest in potentially selling a portion of their family's land for development purposes. The land is generally located at the southwest intersection of 195th Street W and Flagstaff Avenue. Staff would like to discuss these properties with the Planning Commission to determine if possible amendments to the City's Comprehensive Plan are appropriate. DISCUSSION: The Malszycki and Pelach families own a total of seven parcels on the west side of Flagstaff Avenue from 195th Street W south to 200th Street W with Douglas and Janelle Malszycki owning the two northernmost parcels. Attached, is an initial concept plan that shows how these parcels along with neighboring parcels could potentially be developed. 2040 Comprehensive Plan Attached, for the Commission's information, are the following comprehensive plan maps:  Future Land Use  Anticipated MUSA Staging  Anticipated Development Staging The Future Land Use map shows the northern half of this area guided as Medium Density Residential which allows for a residential density range of 6-12 dwelling units per acre. The southern half is currently guided for Low Medium Density Residential and allows for a residential density of 3.5-6 dwelling units per acre. The Anticipated MUSA (Municipal Urban Service Area) Staging map shows this area being available for sanitary sewer extension in 2040. A Comprehensive Plan amendment would be required to move these properties into the current Municipal Urban Service Area. The Anticipated Development Staging within the Comprehensive Plan shows this area Page 6 of 12 developing between 2030-2040. In order to develop these parcels near-term a Comprehensive Plan amendment would be required to be approved to reassign these properties to the 2020-2030 timeframe. Zoning The northern half of this area is currently zoned R-3 (Medium Density Residential) with the southern half being zoned R-2 (Low/Medium Density Residential). The attached concept plan shows a variety of lot sizes (ranging from 50-foot-wide lots up 65-foot-wide lots). The development would have to be approved as a Planned Unit Development to allow the reduced lot sizes (the minimum lot width in the R-2 zone is 60 feet). BUDGET IMPACT: Not applicable ACTION REQUESTED: Discuss this area and determine if Comprehensive Plan amendments are appropriate.
