Subject: Installation of Adult Changing Station
Meeting: Rambling River Center Advisory Board - Jan 12 2026
INTRODUCTION:
In May 2025, the City of Farmington Parks and Recreation Department (City) submitted a
Letter of Interest for Dakota County's Communities for All Initiative, a program dedicated to
fostering more inclusive, welcoming spaces for residents of all abilities. The initiative
supports cities, businesses, and organizations in creating environments where everyone
can fully participate whether through consultation, education, or small modifications that
make a big impact.
One identified need was the purchase and installation of an electric adult changing
station at the Rambling River Center. Thus, the City requested $16,000 to cover the
purchase and installation of an adult changing station and necessary electrical work to
support it. The proposed location for the installation is the newly constructed restroom
adjacent to the banquet room.
In July 2025, staff were notified the City had been awarded $16,000 in reimbursable
funding through the Communities for All micro-grant program for this project.

and electrical permits are in place to proceed with installation. However, City staff do not
have the specialized expertise required to complete the installation in accordance with

the manufacturer’s specifications. As a result, staff requested a formal installation proposal
