northwest corner of the Rambling River Center (RRC). Keys Well Drilling has pulled the
pumps and on March 4, 2025, Downhole Well Services completed the well videos. The
video inspections were sent to the Minnesota Department of Health for their
advisement on the required sealing procedure.
b. Water Storage Siting Study: For planning purposes, the demand projections include the
highest-demand growth scenario. Draft recommendations include construction of a 2.0
MG Composite Elevated Water Tower on the west side of TH 3 by 2027; and
construction of a 4.0 MG Ground Storage Reservoir and Pump Station at the Daisy Knoll
site by 2029. The draft study will be peer-reviewed by another engineering firm.
c. 220th Street Trunk Watermain: Staff attended the March 12, 2025, Town Board meeting
to present the Draft Right of Entry Agreement to allow the city to install a 12-inch trunk
watermain, 10-inch trunk sanitary sewer, and bituminous surfacing on 220th Street
from Denmark Avenue to the east side of the Vermillion River. The Town Board
requested a minor change to include the extension of services and lateral stubs to the
south, at no cost to the property owners. If the property owners want to connect in the
Page 4 of 15
future; a separate Utility Connection Agreement between the City and Township will be
required.
d. 2025 Street Improvements: All existing watermain will be replaced to meet current city
standards. The main on Sunnyside Drive will be 12-inch diameter; the remaining mains
will be 8-inch diameter. Project bids will be opened on April 10, 2025.
e. Dakota Meadows: This development involves 43.5 gross acres containing 134 proposed
single-family lots. City staff has reviewed and provided comments on the preliminary
plat submittal. The plat will be discussed at the March 26, 2025, Dakota County Plat
Commission meeting.
f. Meadowview Preserve Phase II: The final plat was approved by the City Council on
January 21, 2025. Revised construction plans were received for city review on March
19, 2025.
The 16-inch trunk watermain installed to the west edge of Troy Hill 4th Addition, on
Everglade Path, will be extended west and north to 190th Street. A pre-construction
meeting is expected to be held by mid-April.
g. Vermillion Commons 4th Addition: Contains 67 single family homes. A pre-construction
meeting was held on March 17, 2025; utility and street work is expected to occur in
early April after the contractor obtains a DNR dewatering permit. The 12-inch trunk
watermain installed to the west edge of the 3rd Addition on 218th Street will be
extended west and south to 220th Street.
h. Vermillion Commons 5th Addition; This subdivision is located on the north side of
220th Street containing 66 townhomes with private roads. The final plat was approved
by the Planning Commission on March 11, 2025.
i. Spruce Street & Dushane Parkway Intersection: The Rye Apartments are under
construction on the northwest corner including 168 units. Bids were opened on March
6, 2025; the construction contract was awarded to Northwest Asphalt on March 17,
2025. Work is expected to begin in April.
j. 195th Street Trunk Watermain and Interconnect: Trunk watermain is proposed to be
extended from the east side of the railroad tracks to the east side of TH 3; including an
interconnect vault. The feasibility study will primarily evaluate the north side of 195th.
Farmington is leading the project (design, draft JPA, contract). Construction is likely to
begin in 2025.
k. Comprehensive Land Use Plan/Metropolitan Council: Community Development is
leading the process of doing a city-wide, mid-cycle, Comprehensive Plan Amendment
(CPA)
A separate smaller CPA has been submitted for Fountain Valley Golf Course and ISD 192
parcels. On the smaller CPA, Met Council Community Development Committee action is
scheduled for April 21, 2025; with full Met Council consideration on May 14, 2025.

WATER BOARD AGENDA MEMO
To: Water Board, City Administrator
From: John Powell, Public Works Director
Department: Engineering
Subject: 2025 Street Improvement Trunk Watermain
Meeting: Water Board - May 27 2025
INTRODUCTION:
At the January 27, 2025, Water Board meeting, the Board discussed the watermain element of the
2025 Street Improvement project. After discussion of trunk watermain options in this area; the
Board directed staff to upsize the main on Sunnyside Drive, and on Centennial Drive to the east
project limit, to 12-inch diameter. The remainder of the water main will be 8-inch per previous
Board direction. Costs are now available for the oversizing.
DISCUSSION:
At the April 21, 2025, City Council meeting, the construction contract for this project was awarded to
McNamara Contracting. Based on the McNamara Contracting bid, and assuming an additional
18% for engineering, surveying, testing, etc., an estimate of the proposed funding sources for the
project are as follows:
G.O. Bonds $ 1,520,000
Sewer Fund $ 37,045
Storm Water Fund $ 320,170
Water Fund $ 796,310
Trunk Water Fund $ 255,390
Total $ 2,928,915
The city's 2014 Assessment / Improvement Policy includes these definitions:
Water Lateral: Water mains 8-inch or less in diameter and buried to a depth of 7-feet or less,
hydrants, leads, gate valves, and all appropriate appurtenances on equivalent costs of
oversized mains.
Water Trunk: Water main costs that are not considered water lateral costs.
There is about 1,450 feet of 12-inch trunk main on this project; therefore, the Trunk Water Fund is
identified as a funding source.
BUDGET IMPACT:
As noted above, the expected contribution by the Trunk Water Fund is $255,390.
ACTION REQUESTED:
Recommend the expenditure of Trunk Water Funds in the amount of $255,390 for the 2025 Street
Improvement project.

Meeting: Water Board - May 27 2025
INTRODUCTION:
At the February 24, 2025, Water Board meeting, the Board discussed Vermillion Commons 4th
Addition. The 12-inch trunk watermain installed to the west edge of the 3rd Addition on 218th Street
will be extended west and south to 220th Street. The cost for this oversizing will be applied as a
credit to the Watermain Trunk Area Charges for this development.
DISCUSSION:
The city's 2014 Assessment / Improvement Policy includes these definitions:
Water Lateral: Water mains 8-inch or less in diameter and buried to a depth of 7-feet or less,
hydrants, leads, gate valves, and all appropriate appurtenances on equivalent costs of
oversized mains.
Water Trunk: Water main costs that are not considered water lateral costs.
There is about 1,262 feet of 12-inch trunk main on this project; therefore, the Trunk Water Fund is
identified as a funding source for the oversizing from 8-inch to 12-inch.
BUDGET IMPACT:
Vermillion Commons 4th Addition will receive a credit to their Watermain Trunk Area Charges in the
amount of $83,829.00. As this amount exceeds the total Trunk Water Area Charges for this phase,
the balance of the credit due will be reimbursed via a check, as has been done on past projects.
ACTION REQUESTED:
Recommend the expenditure of Trunk Water Funds for the Vermillion Commons 4th Addition trunk
watermain oversizing.
