meeting. Seconded by Weierke, Motion Carried.
3. New Business
a. 2025 Street Improvement Trunk Watermain
At the January 27, 2025, meeting, the Board discussed the watermain element of the
2025 Street Improvement project. After discussion of trunk watermain options in this
area; the Board directed staff to upsize the main on Sunnyside Drive, and on Centennial
Drive to the east project limit, to 12-inch diameter. The remainder of the water main
will be 8-inch per previous Board direction. Bids have been received and costs are now
available for this change. $255,390 is the estimated Trunk Water Fund contribution to
the 2025 Street Improvements for about 1,450 feet of 12-inch trunk main on the
project.
Motion by Cordes to recommend the expenditure of Trunk Water Funds in the amount
of $255,390 for the 2025 Street Improvement project. Seconded by Wohlers, Motion
Carried.
b. Vermillion Commons 4th Addition Trunk Watermain Oversizing
At the February 24, 2025, Water Board meeting, the Board discussed Vermillion
Commons 4th Addition. The 12-inch trunk watermain installed to the west edge of the
3rd Addition on 218th Street will be extended west and south to 220th Street. The cost
for this oversizing will be applied as credit to the Watermain Trunk Area Charges for this
development. $83,829 is the estimated Trunk Water Fund contribution to the Vermillion
Commons 4th Addition for about 1,262 feet of 12-inch trunk main oversizing on the
project. As this amount exceeds the total Trunk Water Charges for this phase, the
balance of the credit due will be reimbursed via a check, as has been done on past
projects.
Motion by Weierke to recommend the expenditure of Trunk Water Funds in the amount
of $83,829 for the Vermillion Commons 4th Addition trunk watermain oversizing.
Seconded by Wohlers, Motion Carried.

c. Meadowview Preserve 2nd Addition Trunk Watermain Oversizing
At the February 24, 2025, Water Board meeting, the Board discussed Meadowview
Preserve 2nd Addition. The 16-inch trunk watermain installed to the west edge of Troy
Hill 4th Addition on Everglade Path will be extended west to Everfield Avenue, then
north to 190th Street. The cost for this oversizing will be applied as credit to the
Watermain Trunk Area Charges for this development. $25,210 is the estimated Trunk
Water Fund contribution to Meadowview Preserve 2nd Addition for about 430 feet of
16-inch trunk main oversizing on the project.
Motion by Cordes to recommend the expenditure of Trunk Water Funds in the amount
of $25,210 for the Meadowview Preserve 2nd Addition trunk watermain oversizing.
Seconded by Weierke, Motion Carried.
4. Approve Bills
a. There are four entries starting at the bottom of page one of the May bills that have
entries repeated and appear to have incorrect vendor names; staff will research these
disbursements and confirm amounts and vendors.
Motion by Weierke to approve the bills in the amount of $95,121.55. Seconded by
Cordes, Motion Carried.
5. Open Forum – Project & Information Updates
a. Northeast Area Trunk Utilities: The proposed watermain alignment runs along the
north side of 190th Street from the railroad tracks to TH 3; and along the west side of TH
3 to a possible water storage site. The proposed trunk utilities would serve
development areas northwest of 190th Street/TH 3 and will also provide an emergency
water interconnect to the City of Empire. The City Council approved an agreement for
preliminary design at their May 19, 2025, City Council meeting.
b. Well 1 and Well 2 Abandonment: Well 1 and Well 2 exist in a structure near the
northwest corner of the Rambling River Center (RRC). Keys Well Drilling has pulled the
pumps and on March 4, 2025, Downhole Well Services completed the well videos. The
video inspections were sent to the Minnesota Department of Health (MDH) for their
advisement on the required sealing procedure. MDH has not yet responded.
c. 220th Street Trunk Utilities: Staff attended the March 12, 2025, Town Board meeting to
present the Draft Right of Entry Agreement to allow the city to install a 12-inch trunk
watermain, 10-inch trunk sanitary sewer, and bituminous surfacing on 220th Street from
Denmark Avenue to the east side of the Vermillion River. If the property owners want
to connect in the future; a separate Utility Connection Agreement with the Township
will be required. On May 20, 2025, the city received a proposed Joint Powers
Agreement from the Town Attorney; it is under review by the City Attorney and staff.
d. Vermillion Commons 5th Addition: This development is located on the north side of
220th Street containing 66 townhomes with private roads. Construction is expected to
begin by July 1, 2025.
e. Spruce Street & Dushane Parkway Intersection: A pre-construction meeting was held
April 9, 2025, and construction is underway. All utility installation is required to be
completed by May 30, 2025.
f. Comprehensive Land Use Plan/Metropolitan Council: The Community Development
department is leading the process of doing a city-wide, mid-cycle, Comprehensive Plan
Amendment (CPA). A separate smaller CPA has been submitted for Fountain Valley Golf
Course and ISD 192 parcels. Pertaining to the smaller CPA, the Met Council Community
Development Committee approved the city’s request at their April 21, 2025, meeting;
the full Met Council approved the city’s request on May 14, 2025.
g. Denmark Avenue/220th Street Corridor Study: Dakota County is leading a study of two
corridors: Denmark Avenue from CR 50 to 220th Street; and 220th Street from Denmark
Avenue to First Street. Roadway construction is currently scheduled to take place in
2027. Some water system work will likely occur in coordination with the roadway
construction. The second project open house will likely be held sometime in late June.
h. 2026 Municipal State Aid (MSA) Improvements: On April 21, 2025, the City Council
ordered the preliminary design of the 2026 Municipal State Aid (MSA) Improvements.
The project area includes reconstruction of Willow Street from 5th Street to TH 3; and
limited improvements between 4th Street and 5th Street. The water main between 5th
and 7th is 6-inch; staff recommends replacing the 6-inch with 8-inch; and adding 8-inch
from 7th Street to 8th Street.
i. Hydrant Flushing: When flushing hydrants earlier this year, Farmington Elementary
School (FES) experienced a temporary loss of water pressure. It was mentioned that the
city waits until classes are not in session to flush hydrants in the vicinity of Farmington
High School. Staff was asked to review the flushing protocol for the area around FES.
6. Adjourn
Motion by Wohlers to adjourn at 5:44 p.m. Seconded by Cordes, Motion Carried.
Respectfully submitted,
John Powell
Public Works Director/City Engineer

WATER BOARD AGENDA MEMO
To: Water Board, City Administrator
From: John Powell, Public Works Director
Department: Engineering
Subject: Vita Attiva at South Creek Fourth Addition Watermain Improvements
Meeting: Water Board - Jun 23 2025
INTRODUCTION:
The Vita Attiva at South Creek development is located south of County Road 50 and northwest of
the Vermillion Commons development. The final plat of the first addition of the development was
approved in August of 2021. The City Council approved the final plats for the Fourth Addition and
Fifth Addition at their June 16, 2025, meeting. The Fourth Addition includes 54 single-family lots
and the Fifth Addition includes 16 townhome lots. These are the final phases of the development.
The entire Vita Attiva development is currently served by a 10-inch diameter PVC watermain
located on Eaton Avenue. As this development now includes upwards of 180 units, and given
recent comprehensive planning analysis for this area, staff evaluated options for providing an
additional trunk watermain connection to Vita Attiva. The most feasible option is the construction of
certain water system improvements which were not included in the original subdivision approvals:
Connection of a new 12-inch watermain to the existing 16-inch watermain located at the
southeast corner of CSAH 50 and Pilot Knob Road.
Extension of 12-inch watermain on Pilot Knob Road from CSAH 50 to Spruce Street.
8-inch watermain on Eclipse Street from Spruce Street to 216th Street.
8-inch watermain in Spruce Street from Eclipse Street to Pilot Knob Road.
To save the time and effort needed to initiate a separate project, and for improved construction
coordination, their under improvements these install have the to proposes staff developer
construction contract. The developer will be compensated via credit to the Watermain Trunk Area
Charges for these developments, with the balance (if any) paid out of the City Water and City Water
Trunk funds. The estimated cost for all of the requested additional work is $195,000.
DISCUSSION:
The city's 2014 Assessment / Improvement Policy includes these definitions:
Water Lateral: Water mains 8-inch or less in diameter and buried to a depth of 7-feet or less,
hydrants, leads, gate valves, and all appropriate appurtenances on equivalent costs of
oversized mains.
Water Trunk: Water main costs that are not considered water lateral costs.
Of the total estimated cost of $195,000 about $85,000 are Lateral costs; and $110,000 are Trunk
costs.
BUDGET IMPACT:
Vita Attiva at South Creek Fourth Addition will receive a credit to the Watermain Trunk Area
Page 6 of 10
Charges in the estimated amount of $195,000. As this amount exceeds the total Trunk Water Area
Charges for this project, the balance of the credit due will be reimbursed via a check, as has been
done on past projects.
ACTION REQUESTED:
Recommend the expenditure of Trunk Water Funds and Water Funds for the Vita Attiva at South
Creek Fourth Addition.
