Motion by Wohlers to approve the bills in the amount of $50,360.12. Seconded by Cordes, Motion Carried. 4. Open Forum – Project & Information Updates a. Vita Attiva at South Creek Fourth Addition: On July 31, the city was notified that the developer now plans to complete the final additions in the spring of 2026; not the fall of 2025. At the June 2025 meeting, the Water Board recommended the expenditure of up to $195,000 as reimbursement to this developer for trunk-related water system improvements. Given the developer’s delay to 2026, this would allow time for the city to contract directly for the installation of these improvements, possibly for less cost. This option is under consideration. b. Well 1 and Well 2 Abandonment: Staff have obtained three quotes for the abandonment of the wells; from Bergerson-Caswell Inc., Keys Well Drilling Company, and from E. H. Renner & Sons. The totals for both wells range from $66,700 to $96,508.60 but the contractors all used different quantity Page 3 of 6 assumptions for concrete grouting, one of the largest cost components. Staff is reviewing/comparing the three quotes. c. 220th Street Trunk Utilities: Staff will be bringing a Professional Services Agreement to the City Council on September 2 for preparation of the preliminary design/feasibility study for this project. d. Northeast Area Trunk Utilities: The consultant assigned to this project will need access to a fifty-foot-wide corridor across three private properties to complete the topographic surveys and soil borings. Draft Right of Entry documents have been sent to each property owner for review and execution. e. Comprehensive Land Use Plan: Completion of this effort has now been planned forward until after System Statements have been issued by the Met Council; expected September 2025. The water system modeling can be finalized once all land use assumptions and timing have been identified. f. Salt Storage Facility: The facility installation is nearly complete; the only remaining work is bituminous paving inside and outside of the structure. g. Lead Water Service Inventory: The city, in collaboration with a consultant, submitted a grant request to the Minnesota Department of Health for $75,000 in assistance to identify water service materials for about 1,800 services. We have been notified that this grant work has been formally approved by the MDH. h. Water Storage Siting Study Update: The city’s two existing water storage sites are currently located near Pilot Knob Road within about 1.6 miles of the northern border with Lakeville. In addition to the site on the west side of TH 3, north of 190th Street, the consultant preparing the Water Storage Siting Study is also considering a site east of TH 3, near 220th Street. This would provide a water storage source in the southeast portion of the city system; a draft of the study is under review. 5. Adjourn Motion by Wohlers to adjourn at 5:15 p.m. Seconded by Cordes, Motion Carried. Respectfully submitted, John Powell Public Works Director/City Engineer Page 4 of 6 WATER BOARD AGENDA MEMO To: Water Board, City Administrator From: John Powell, Public Works Director Department: Engineering Subject: Approve Bills Meeting: Water Board - Sep 22 2025 INTRODUCTION: The following bills for the August 20, 2025, to September 15, 2025, time period totaling $47,446.05 are presented for your approval.
