a. Water Testing Protocol
A detailed memo was prepared by the Public Works Superintendent, Eric Whitmer,
describing the required testing done to city water by both the city and the Minnesota
Department of Health. Additional non-required testing was also identified. The
Superintendent will be invited to a future meeting to respond to specific questions
raised during the discussion. No action requested on this item.
b. Willow Street MSA Improvements
Willow Street from 5th Street to 8th Street is scheduled for reconstruction in 2026; a
feasibility report has been prepared for the project. A 6-inch CIP watermain was
installed on Willow Street in 1964. A portion of the main was replaced at 5th Street
as part of a past project, but 6-inch CIP remains between 5th Street and 7th Street.
There is also a 12-inch DIP trunk watermain crossing Willow Street at 8th Street
installed in 1972. Staff recommends replacing the existing 6-inch CIP with an 8-inch
main to comply with current city standards and to extend the new 8-inch main east
and connect to the existing 12-inch watermain west of TH 3. The total length of new
8-inch main is estimated to be 1,200 feet.
Based on the preliminary estimate, the construction cost to replace the watermain
on Willow Street, including service, hydrant, and gate valve work is $232,310. With a
10% construction contingency, and 18% for indirect costs, the estimated cost is
$301,538.
Motion by Wohlers to recommend the expenditure of Water Funds in the amount of
$301,538 for the Willow Street MSA Improvement project. Seconded by Weierke,
Motion Carried.
5. Approve Bills

needed.
Motion by Wohlers to approve the bills in the amount of $113,773.51, Seconded by
Weierke, Motion Carried.
6. Open Forum – Project & Information Updates
a. 2026 Water Board Goals: At the February meeting, the Water Board will begin
discussing goals for 2026. Initial ideas could include water conservation and
enforcement; reviewing the schedule for new water storage and Well 10
construction; updating the well rehabilitation schedule; and development of a
citywide water meter replacement process.
b. Board President: At the February meeting, the Water Board will be asked to
choose a President from among the Board members. You will also be formally
appointing a Secretary that need not be a Board member (staff serves this role).
c. 2026 Street Improvement (2nd Street): The feasibility report for this project will
be brought to City Council on February 17. The existing 4” and 6” main will be
replaced with 8” DIP; existing older 8” and 10” main to be replaced with new; 8”
main to be added between Walnut Street and Spruce Street. Estimated costs will be
available at the February 23 Board meeting. Construction start is expected mid-May.
d. Well 1 and Well 2 Abandonment: On September 2, 2025, a $66,700 unit price
contract was awarded to Keys Well Drilling for this work. Based on the well video,
the contractor assumed 24 CY grout for Well 1 and 20 CY grout for Well 2; actual
grout use was 45 CY and 34.5 CY for Well 1 and Well 2 respectively. On January 14,
2026, the Minnesota Department of Health provided notification to the city that the
Well and Boring Sealing Records appear in order. The final cost is $101,450; a
change order and final payment will be considered by the City Council on February
2, 2026. Quotes will now be obtained for building demolition.
e. Comprehensive Land Use Plan: Staff anticipate the preliminary land use
information in May of 2026. The Comprehensive Plan update process will involve
some joint commission meeting (s) including Water Board.
f. Connections to City Water System: City Code section 8-3-5 states: All
properties using a water system in the city, except those properties considered as
agricultural, shall connect to the water system of the city within one year after the
time that said system is available to the property. Costs to connect to city water
include the service installation cost from stub to house; rerouting of internal
plumbing (if needed); connection permit; Water Access Charge (WAC); water meter;
and well abandonment. Staff will be preparing scenarios for review by Finance to
assist in considering policy change

WATER BOARD AGENDA MEMO
To: Water Board, City Administrator
From: John Powell, Public Works Director
Department: Engineering
Subject: 2026 Street Improvements
Meeting: Water Board - Feb 23 2026
INTRODUCTION:
2nd Street from Ash Street to Spruce Street will be reconstructed in 2026. It is
recommended that water system upgrades be completed as part of the project.
DISCUSSION:
Most of the existing 4-inch and 6-inch watermain on 2nd Street appears to have been
installed over 60 years ago. Due to its age and size, it is recommended to replace the
existing 4-inch and 6-inch main with a new 8-inch main to comply with current city
standards. Further, to loop the water system for enhanced water flow and maintainability,
it is recommended the new 8-inch main extend north of Walnut Street and connect to the
existing 8-inch watermain on Spruce Street. The total length of new 8-inch main is
estimated to be 2,800 feet.
BUDGET IMPACT:
are report the from exhibits project; this prepared been has report feasibility A for
attached. Based on the preliminary estimate, the construction cost to replace the
watermain on Willow Street, including service, hydrant, and gate valve work is $726,010.
After adding a 10% construction contingency, along with 18% for indirect costs such as
engineering, surveying, soil borings, testing etc., the estimated cost is $942,360. This amount
will likely be reduced upon completion of final design and competitive bidding.
ACTION REQUESTED:
Recommend the expenditure of Water Funds in the amount of $942,360 for the 2026 Street
Improvement project.
