Most of the existing 4-inch and 6-inch watermain on 2nd Street appears to have been installed over 60 years ago. Due to its age and size, it is recommended to replace the existing 4-inch and 6-inch main with a new 8-inch main to comply with current city standards. Further, to loop the water system for enhanced water fiow and maintainability, it is recommended the new 8-inch main extend north of Walnut Street and connect to the existing 8-inch watermain on Spruce Street. The total length of new 8-inch main is estimated to be 2,800 feet. Page 3 of 8 Based on the preliminary estimate, the construction cost to replace the watermain on Willow Street, including service, hydrant, and gate valve work is $726,010. After adding a 10% construction contingency, along with 18% for indirect costs, the estimated cost is $942,360. This amount will likely be reduced upon completion of flnal design and competitive bidding. Motion by Wohlers to recommend the expenditure of Water Funds in the amount of $942,360 for the 2026 Street Improvement project. Seconded by Weierke, Motion Carried. c. Antenna Lease Amendment T-Mobile has an existing lease agreement, Site I.D. of A1Q0768A, for the installation of antenna facilities on the city water tower on Municipal Drive. They have requested an amendment for a flve-year extension of the agreement with similar terms. The existing lease, including options exercised to date, runs from August 8, 2005, to August 8, 2025. T-Mobile is requesting that the lease be further extended by flve- years to August 7, 2030. The monthly rent will be $4,468 resulting in an annual income of $53,616. Rent will be increased by 5% each year. The lease agreement also includes requirements providing T-Mobile access to the antenna facilities. The proposed terms for accessing the facilities are typical and are acceptable to staff. The City Attorney has reviewed the speciflc language of the agreement and form. Motion by Snobeck to recommend approval of the proposed Amendment to the T- Mobile Lease Agreement as presented. Seconded by Weierke, Motion Carried. d. Water Board Goals for 2026 Major goals related to water system improvements are identifled in the city's 2026-2030 Capital Improvement Plan CIP) which the City Council approved on December 15, 2025. Director Powell briefiy reviewed the CIP projects and timing. The Board considered operational and planning needs which may or may not relate to capital improvements. After extensive discussion, the 2026 goals were identifled: • Water Treatment Education Preparation of an educational document related to water treatment in the city. The city currently has no water treatment plant, this document would describe the city’s existing water production process; and explore potential reasons for adding treatment in the future. This will involve an initial presentation to the Water Board; then communicating this background to customers. • Water Conservation Whether on a smaller scale such as water efficient appliances, and sprinkling restrictions, or a larger scale related to new businesses, water conservation and the preservation of this resource is a priority. Increased sprinkling restriction enforcement will likely be one area of emphasis. Page 4 of 8 • Update the Water Board Ordinances & Policies The Water Board Ordinances and Policies were most recently updated April 25, 2016. As it has been 10 years, they should be reviewed and updated to ensure they meet current city code and legal requirements. The City Attorney will be involved as necessary. 4. Approve Bills a. Director Powell presented the bills for approval and clarifled vendors/amounts as needed. It is expected that overpayment refunds will reduce moving forward. Motion by Weierke to approve the bills in the amount of $7,125.58, Seconded by Wohlers, Motion Carried. 5. Open Forum – Project & Information Updates a. Well 1 and Well 2 Abandonment: Keys Well Drilling has completed the abandonment of both wells. The city will now obtain separate quotes for building demolition; and water system cutoff (to be completed after frost is out). b. Sawyer Glenn: A preliminary plat has been submitted for 215 single family residential lots; the Planning Commission will consider the application in March or April. Coordination with Lakeville and Dakota County is necessary due to access changes to CSAH 50 proposed by Dakota County involving a roadway on the border of the two cities. c. Dakota Meadows Preserve 2nd Addition: A Final Plat was approved by the City Council on February 17 for 46 single family residential lots. A utility and roadway pre-construction meeting will be held February 26, 2026. d. Vita Attiva at South Creek 4th and 5th Additions: The developer plans to complete the final additions in 2026. A 12-inch trunk water main along Pilot Knob Road and related improvements are included. e. Vermillion Reserve: An Environmental Assessment Worksheet (EAW) is under review for this proposed subdivision consisting of 370 lots. The EAW is mandatory per state statute, as it involves 250 or more unattached units in a city within the seven -county metropolitan area. The EAW process is expected to be completed in April. f. 220th Street Trunk Utility Extension: The project includes a 12-inch trunk water extension, and 10-inch sanitary sewer, from Denmark Avenue to just east of the Vermillion River. Respectfully submitted, John Powell Public Works Director/City Engineer Page 6 of 8 WATER BOARD AGENDA MEMO To: Water Board, City Administrator From: John Powell, Public Works Director Department: Engineering Subject: Approve Bills Meeting: Water Board - Mar 23 2026 INTRODUCTION: The following bills for the February 19, 2026, to March 18, 2026, time period totaling $40,252.74 are presented for your approval. The Water Board receives a detailed list of claims paid that is available to the public upon request. DISCUSSION: Staff will review the expenditures and is available to respond to questions regarding any of the disbursements. There are again several "overpayment" refund disbursements. The overpayments are related to closing properties. The city is contacted by the title companies notifying us of an upcoming closing; Utility Billing provides the title company an estimated final bill. This allows the city to receive payment for the final bill right away; instead of having to issue a final bill. These “overpayments” are refunded to the seller. Utility Billing thinks overpayment refund processing has increased due to the new financial software the city is using; as Utility Billing has been following the same closing process for years. BUDGET IMPACT: The total for these bill reports is $40,252.74. ACTION REQUESTED: Review, discuss, and approve the bills.
