Special City Council Work Session Minutes
Monday, April 6, 2026
The City Council met in a special work session on Monday, April 6, 2026, at
Farmington City Hall, 430 Third Street, Farmington, Minnesota.
1. CALL TO ORDER
Mayor Lien called the meeting to order at Noon.
Members Present: Mayor Nick Lien
Councilmembers Holly Bernatz, Jake Cordes,
and Steve Wilson
Members Absent: None
Staff Present: Lynn Gorski, City Administrator
David Chanski, Assistant City Administrator
Amy Schmidt, City Attorney
2. APPROVE AGENDA
Motion was made by Councilmember Wilson and seconded by
Councilmember Bernatz to approve the agenda, as presented.
Motion carried: 4 ayes / 0 nays
3. DISCUSSION ITEMS
3.1 City Council Interviews
The City Council conducted interviews for the vacant City Council
seat. All 13 applicants were interviewed and include:
• Nick Gessell
• Paul Mandell
• Jody Gensmer
• Justice Sikakane
• Michael A. Rivera, Jr.
• Ivan Kuoppala
• Ivan Zubkov
• Lerew Kaas
• David Pritzlaff
• Phil Windschitl
• Ben Blomgren
• David Lein

• Jeffrey Schottler
Following interviews, the City Council discussed the candidates and
directed Staff to bring Phil Windschitl's name forward for appointment
at the April 20, 2026 Regular City Council meeting to serve the
remainder of the current City Council term, effective April 20, 2026
through December 31, 2026. Mr. Windschitl will be sworn in at the April
20th meeting and will immediately take his seat at the Council table.
4. ADJOURNMENT
Motion was made by Councilmember Bernatz and seconded by
Councilmember Cordes to adjourn the meeting at 4:50 pm.
Motion carried: 4 ayes / 0 nays
