City Council Work Session Minutes
Monday, May 4, 2026
The City Council met in a work session on Monday, May 4, 2026, at Farmington
City Hall, 430 Third Street, Farmington, Minnesota.
1. CALL TO ORDER
Mayor Lien called the meeting to order at 5 pm.
Members Present: Mayor Nick Lien
Councilmembers Holly Bernatz, Jake Cordes,
Steve Wilson and Phil Windschitl
Members Absent: None
Staff Present: Lynn Gorski, City Administrator
David Chanski, Assistant City Administrator
Deanna Kuennen, Economic & Community
Development Director
Kim Sommerland, Finance Director
Kellee Omlid, Parks & Recreation Director
Matt Price, Fire Chief
Joshua Threet, President of Fire Relief
Doug Rowe, Fire Relief
Nate Siem, Police Chief
John Powell, Public Works Director/City Engineer
2. APPROVE AGENDA
Motion was made by Councilmember Wilson and seconded by
Councilmember Cordes to approve the agenda, as presented.
Motion carried: 5 ayes / 0 nays
3. DISCUSSION ITEMS
3.1 Planning Commission Vacancy
A vacancy on the Planning Commission has been created following the
City Council’s appointment of Phil Windschitl to an open City Council
seat effective April 20, 2026. This action has resulted in one unfilled
position on the Planning Commission that now requires Council
direction.
