COUNCIL WORK SESSION AGENDA MEMO
To: Mayor, Councilmembers and City Administrator
From: Lynn Gorski, City Administrator
Department: Administration
Subject: Planning Commission Vacancy
Meeting: Council Work Session - May 04 2026
INTRODUCTION:
A vacancy on the Planning Commission has been created following the City Council’s
appointment of Phil Windschitl to an open City Council seat effective April 20, 2026. This
action has resulted in one unfilled position on the Planning Commission that now requires
Council direction.
DISCUSSION:
The City of Farmington’s ordinance provides that vacancies on the Planning Commission
are filled by appointment of the City Council for the remainder of the unexpired term. The
ordinance does not prescribe a specific selection process, allowing the Council discretion
in how to identify and appoint a qualified individual.
The City Council may consider several approaches to filling the vacant Planning
Commission seat:
1. Select from Existing Applicant Pool
The city conducted a recruitment process in November and December of 2025, which
included applications and candidate interviews. Council may choose to appoint an
individual from this previously vetted pool.

Nate Ryan
2. Initiate a New Application Process
Council may direct staff to reopen recruitment efforts to solicit new applications,
potentially expanding the candidate pool.
3. Direct Appointment
Council may appoint a qualified individual of its choosing to fill the vacancy.

COUNCIL WORK SESSION AGENDA MEMO
To: Mayor, Councilmembers and City Administrator
From: Matt Price, Fire Chief
Department: Fire
Subject: Fire Relief Pension Request
Meeting: Council Work Session - May 04 2026
INTRODUCTION:
The Farmington Fire Relief Board will discuss their request to revise the Fire Relief benefit
level by providing up to three options. This request is based on a thorough analysis
conducted by the Fire Relief Board.
DISCUSSION:
Fire Relief Benefit Level Adjustment:
Currently, the Fire Relief benefit level stands at $11,500 per year of service after reaching
full vesting. The Fire Relief Board is requesting an increase to this benefit by providing up to
three options. These adjustments have been carefully considered by the board, taking into
account fiscal and level benefit allowable the including factors, various maximum
projections.
The rationale behind this adjustment is to ensure that dedicated Firefighters are provided
with a fair and competitive pension amount that reflects the challenges and demands of
their profession. The proposed increase will not only enhance the financial security of our
Firefighters but also make Farmington a more attractive place for Firefighters to serve and
build their careers.
