The grant agreement was fully executed in March of 2024. The grant funding was requested to address immediate public safety concerns related to from declining boulevard ash trees. The project emphasizes the safety of the public with the goal to establish a resilient urban forest by replanting a diverse range of tree species. This phase of the project involves the removal of 24 ash trees and stumps located along 208th Street, east of Akin Road. Following the removal of the boulevard trees, planting is expected to begin yet this fall under a separate contract. DISCUSSION: For the 24 locations identified in the quote documents, the quote amount includes: • Contractor shall inform residents of tree removal one week in advance of work; renotification is required if schedule is altered. • Stumps are to be ground and shavings removed. • Quality fill and seed are to be used for restoration according to City specifications. • Allowable working hours are weekdays from 7 am to 7 pm. Quotes were solicited from six contractors familiar with city requirements; four quotes were received as shown on the attached tabulation and summarized as follows: Contractor Total Amount Castle Rock Contracting & Tree Service $ 19,200.00 Carr's Tree Service $ 21,443.00 Aspenwall Tree Service $ 25,900.00 Shadywood Tree Experts $ 26,673.00 The low quote is from Castle Rock Contracting & Tree Service for the total amount of $19,200.00; the completion date for this work is September 30, 2026. Page 30 of 39 BUDGET IMPACT: Costs related to this work will be reimbursed via the City's grant received from the Minnesota Natural Resources Shade Tree program. The average removal cost of $800 is about 7% more than the $750 per tree removal cost included in the City's grant application; likely due to the small number of trees included in this particular quote. ACTION REQUESTED: Staff recommends acceptance of the quotes and award of a contract for the 2026 Shade Tree Bond Grant Ash Tree and Stump Removals project to Castle Rock Contracting & Tree Service for the quoted amount of $19,200.00 and authorizes the Mayor and City Clerk to execute same. A Pool Day, LLC, John Carmean and Erin Carmean Meeting: Regular Council - Aug 03 2026 INTRODUCTION: Staff is seeking approval of a settlement agreement with John Carmean and Erin Carmean in a lawsuit brought by the City of Farmington. The settlement is for $22,000. DISCUSSION: In spring 2025, the City served a lawsuit against John and Erin Carmean and their contractor, A Pool Day LLC, related to damage sustained to a newly installed trail adjacent to the Carmeans' property. The damage was sustained when trucks and equipment were driven on the trail as part of the installation of a pool on the Carmeans' property in June 2024. The damage to City property was approximately $32,000. The settlement amount is $22,000. Any resolution with defendant A Pool Day, LLC will occur separately. BUDGET IMPACT: This settlement will offset the amount needed to make any repairs to the trail. ACTION REQUESTED: Approve the Pierringer Release and Agreement.
