INTRODUCTION:

DISCUSSION:
Staff will outline the steps taken so far in forming the preliminary budget, including major
timelines, foundational assumptions, and factors still unknown. The discussion will focus on
the key drivers of a potential levy increase and the importance of keeping the broader
financial picture in mind. While the session will remain high level, it will help frame the cost
pressures and service needs that may influence the levy in the coming year.
A follow-up work session is planned for September 8, which will include a more detailed
review of the draft budget and specific elements that shape the levy. The preliminary 2027
budget and tax levy are then scheduled for adoption at the City Council meeting on
September 21. Direction received during the current work session will help guide staff as we
refine the draft budget ahead of these next steps.
The goal of this work session is to receive City Council's direction on the overall budget
framework. Staff is seeking input that will help shape the level of levy support Council is
comfortable with, allowing the remaining components to be assembled into a viable,
balanced budget for formal consideration.
BUDGET IMPACT:
There is no immediate budget impact. Discussion will aid in further development of the
2027 budget.
