Special Work Session Minutes
Monday, July 23, 2026
The Planning Commission and City Council met in a joint special work session
on Monday, July 23, 2026, at Farmington City Hall, 430 Third Street, Farmington,
Minnesota.
1. CALL TO ORDER
1.1 Acting Mayor Cordes called the meeting of the City Council to order
at 6:00 pm.
Members Present: Acting Mayor Cordes
Councilmembers Holly Bernatz, Steve Wilson
and Phil Windschitl
Members Absent: Mayor Lien
Staff Present: Lynn Gorski, City Administrator
David Chanski, Assistant City Administrator
Amy Schmidt, City Attorney
Deanna Kuennen, Economic & Community
Development Director
Tony Wippler, Planning Manager
Kellee Omlid, Parks & Recreation Director
John Powell, Public Works Director/City Engineer
1.2 Chair Rotty called the meeting of the Planning Commission to order at
6:00 pm.

2. APPROVE AGENDA
Motion was made by Councilmember Windschitl and seconded by
Councilmember Bernatz to approve the agenda, as presented.
Motion carried: 4 ayes / 0 nays
3. DISCUSSION ITEMS
3.1 Vermillion Reserve Development Discussion
The City Council and Planning Commission met at a joint work session
to discuss the Vermillion Reserve Development.
Discussion:
2040 Comprehensive Plan- Future Land Use Map
2050 Comprehensive Plan- draft Future Land Use Map.
Eureka Townships Existing Land Use Map, 2040 Future Land Use
Map and Comprehensive Plan.
Existing land use and development patterns.
Vermillion Reserve Preliminary Plan and proposed revised
Preliminary Plat
Process for future annexation petitions.
Development Pattern.
Councilmember Wilson requested the public attending be able to
comment if they choose.
Acting Mayor Cordes opened the session for Citizen Comments.
The following citizen(s) addressed the Council:
David Pritzlaff, Farmington
Nick Gessell, Farmington
Ben Blomgren, Farmington
Following discussion, the City Council provided the following
direction for Staff:
Request extension from Lennar.
Public Hearing at next Planning Commission Meeting for
Vermillion Reserve Development.
