DISCUSSION: A donation in the amount of $179.90 was recently made by Happy Harry's Furniture to the RRC. The donation was made through a program created in 2011 in which a customer of Happy Harry's Furniture can select a charity of their choice to receive a donation when merchandise is purchased from the store. Then 10% from the sale to the customer is donated to the charity. The RRC is one of the charities that can be selected by customers. With these donations, Happy Harry's Furniture has donated a total of $19,470.29 to the RRC since the program's inception. This partnership with Happy Harry's Furniture has been very beneficial over the long term given the funds that have been donated to the RRC. The donation has been deposited into the RRC Capital Improvement Fund to fund future building improvements and/or purchase new equipment and furniture. Staff will communicate the City's appreciation on behalf of the City Council to Happy Harry's Furniture for their generous donation to the RRC. Staff now seeks Council approval of that contract. DISCUSSION: The City initiated a selection process to identify a qualifications -based Construction Manager at Risk (CMAR) for the Police Department Expansion and Remodel Project in June. That process, aided by project architect BKV Group, included solicitation, evaluation, interviews, and selection process. That process ultimately resulted in the recommendation of Kraus -Anderson Construction, which was presented to Council during the August 17 City Council meeting. As Construction Manager at Risk, Kraus -Anderson will work with the City, BKV Group, and the project team during design development to provide preconstruction services, cost estimating, constructability reviews, scheduling, value analysis, and coordination. During the construction phase, Kraus -Anderson will be responsible for all construction related activities including but not limited to quality control, subcontractor management and scheduling, project and site coordination, risk management, and project communication. The City Attorney is reviewing the contract documents, and this item will be updated to include those documents upon completion of review. BUDGET IMPACT: Kraus -Anderson's services are split between preconstruction services and construction management. Page 53 of 59 Preconstruction Services costs are $19,500 following a $15,280 discount upon execution of the Guaranteed Maximum Price (GMP). Construction Management fee will be 1.3% of the project's Guaranteed Maximum Price. For an estimated $16 million GMP, the fee would be $208,000. ACTION REQUESTED: Approve the AIA Owner/Construction Manager as Constructor Agreement between the City of Farmington and Kraus -Anderson Construction Company for Construction Manager at Risk services for the Police Department Remodel & Expansion Project and authorize the Mayor and City Clerk to execute the agreement.
